Post-secondary Education Responses to Forced Marriage and Gendered Abuse Against Students

This article examines post-secondary education responses to intimate partner violence and forced marriage. Harmful practices that disproportionately affect women and girls, such as sexual assault, domestic violence, and forced marriage, are particularly prevalent for women aged 16 to 25. This is also the age bracket during which attendance at college or university peaks. Post-secondary education therefore constitutes a potentially significant institutional context for intervention. To what extent universities are prepared or willing to take on this responsibility is a topic that is receiving increasing international attention. This article reports on recent findings from the UK and discusses them in an international and cultural framework. Cultural stereotyping in relation to gendered violence has rightly been criticised. However, as this article will argue, there are aspects of culture that are often glossed over in research and policy, yet are important for an understanding of how people and institutions think about and react to gendered abuse. The case of university responses to intimate partner violence and forced marriage illuminates these issues.

BackgroundInternationally, intimate partner violence (IPV) cohorts have demonstrated associations with depression and anxiety. However, this association has not yet been described in a UK population, nor has the association with serious mental illness (SMI).AimsTo explore the relationship between IPV exposure and mental illness in a UK population.MethodWe designed a retrospective cohort study whereby we matched 18 547 women exposed to IPV to 74 188 unexposed women. Outcomes of interest (anxiety, depression and SMI) were identified through clinical codes.ResultsAt baseline, 9174 (49.5%) women in the exposed group had some form of mental illness compared with 17 768 (24.0%) in the unexposed group, described as an adjusted odds ratio of 2.62 (95% CI 2.52–2.72). Excluding those with mental illness at baseline, 1254 exposed women (incidence rate 46.62 per 1000 person-years) went on to present with any type of mental illness compared with 3119 unexposed women (incidence rate 14.93 per 1000 person-years), with an aIRR of 2.77 (95% CI 2.58–2.97). Anxiety (aIRR 1.99, 95% CI 1.80–2.20), depression (aIRR 3.05, 95% CI 2.81–3.31) and SMI (aIRR 3.08, 95% CI 2.19–4.32) were all associated with exposure to IPV.ConclusionsIPV remains a significant public health issue in the UK. We have demonstrated the significant recorded mental health burden associated with IPV in primary care, at both baseline and following exposure. Clinicians must be aware of this association to reduce mental illness diagnostic delay and improve management of psychological outcomes in this group of patients.

This paper presents a qualitative systematic review of educational policy and practice on tackling intimate partner violence (IPV) among young people in the UK. Up to date, the majority of school-based IPV interventions were conducted in the US and now there is growing consensus among UK policymakers, researchers and practitioners as well to address IPV issues through educational practice. This review aims at gathering evidence of the type and nature of policies and institutional level practice adopted to tackle IPV issues among young people within an educational context, and what impacts these interventions have on mitigating the occurrence of IPV. In undertaking this review, three databases (Eric, BEI and Scopus) were searched and grey literature was manually added. Findings from the review suggest that the majority of interventions were effective in altering attitude and promoting awareness of IPV. Still, longitudinal studies are needed to see if changes in attitude can be translated into the effective behavioural alteration in real-life situation. Although most students expressed satisfaction toward the existing interventions, it was also found that lack of consideration of gender can lead to uncomfortable feelings among students. There were contradictory views regarding whether teachers or external experts would be a better person to deliver the intervention and who was the person students preferred to turn to for help. Besides, country-wide interventions are needed to make sure all schools have an opportunity to provide IPV education, and the support from the UK government is of crucial importance to make this happen.

This chapter outlines the prevalence of intimate partner violence (IPV) in the UK, describes adverse effects for adult and child survivor-victims, and synthesizes evidence on the effectiveness of interventions to (i) prevent IPV, (ii) identify IPV, (iii) support adults and children affected by IPV, and (iv) treat perpetrators. Prevention covers school- and community-based dating violence prevention as well as media/educational campaigns and home visiting. Identification covers activity in hvealthcare and other services. Interventions for victim-survivors include advocacy, skill-building, counselling, therapy, and groups, and cover both adults and children. Treatments for perpetrators include group and individual and therapeutic and non-therapeutic approaches. The chapter closes with recommendations for practice.

This chapter is devoted to questions about why intimate partner violence is understood in terms of its psychological impact on individual women. It suggests alternative ways that the serious psychological and emotional impact of intimate partner violence might be understood and addressed so that policy and practice may be more beneficial. The notion of coercive control has become an important explanatory concept, exposing how intimate partner violence is almost always experienced as repeated, patterned violence, intimidation, isolation, and fear. This chapter shows how gendered discourses, practices, and power relations that are embedded in domestic violence erode women's sense of themselves as persons, and hence their capabilities to exercise their citizenship.

Intimate partner violence (IPV) is a public health and widespread problem, and perpetrator programmes are in a unique position to work towards the end of gender-based violence. However, in order to promote safe perpetrator work, it is crucial to focus on the impact of IPV on the victims and survivors. In this context, little research has triangulated data by including both, victim’s perspectives on the impact that IPV has on them and also men’s level of awareness of the impact of their violent behaviour. In this paper, results from the “Impact Outcome Monitoring Toolkit (Impact Toolkit)” from one perpetrator treatment programme in the UK are presented. Participants were 98 in total; 49 men that were following treatment in a perpetrator program and their (ex-) partners. The differences in their perceptions of the IPV, but also on the impact of this abusive behavior on the victims, is described. Finally, recommendations for research and practice are discussed.

Technology-facilitated abuse or ‘tech abuse’ in intimate partner violence (IPV) contexts describes the breadth of harms that can be enacted using digital systems and online tools. While the misappropriation of technologies in the context of IPV has been subject to prior research, a dedicated study on the United Kingdom’s IPV support sector has so far been missing. The present analysis summarises insights derived from semi-structured interviews with 34 UK voluntary and statutory sector representatives that were conducted over the course of two years (2018–2020). The analysis identifies four overarching themes that point out support services’ practices, concerns and challenges in relation to tech abuse, and specifically the Internet of Things (IoT). These themes include (a) technology-facilitated abuse, where interviewees outline their experiences and understanding of the concept of tech abuse; (b) IoT-enabled tech abuse, focusing on the changing dynamics of tech abuse due to the continuing rise of smart consumer products; (c) data, documentation and assessment, that directs our attention to the shortcomings of existing risk assessment and recording practices; and (d) training, support and assistance, in which participants point to the need for specialist support capabilities to be developed within and beyond existing services.<br /><br />Key messages<br /><ul><li>UK statutory and voluntary support services do not feel well equipped to respond to tech abuse.</li><br /><li>Shortcomings in documentation and assessment practices make it difficult to estimate the full scale and nature of tech abuse.</li><br /><li>Tech abuse training and other support mechanisms are needed to amplify the UK sector’s ability to assist IPV victims/survivors.</li></ul>

Objective To determine whether emotional and physical intimate partner violence (IPV) and financial adversity increase risk of incident homelessness in pregnancy and the post-partum period. Study design Data were drawn from the Avon Longitudinal Study of Parents and Children, which starting in 1990 mailed questionnaires to 14,735 mothers in the UK, over 7 years from pregnancy onwards. Marginal structural models and multiple imputation were used to address time-varying confounding of the primary variables, testing for interaction between concurrent emotional/physical IPV and financial adversity, and adjusted for baseline age, ethnicity, education, partner’s alcohol use, parity, depression, and social class. Results Emotional IPV (HR 1.44 (1.13,1.84)), physical IPV (HR 2.05 (1.21,3.49)), and financial adversity (HR 1.59 (1.44,1.77)) each predicted a multiplicative increase in the discrete-time hazard of incident homelessness. We identified joint effects for concurrent emotional IPV and financial adversity (HR 2.09 (1.35,3.22)) and concurrent physical IPV and financial adversity (HR 2.79 (1.21,6.44)). We further identified a temporary decline in self-reported physical IPV among mothers during pregnancy and up to 8 months post-partum. Conclusions Emotional and physical IPV and financial adversity independently and jointly increase the risk of incident homelessness. The effects of emotional and physical IPV are comparable to or greater than the risk of financial adversity. Homelessness prevention policies should consider IPV victims as high-risk, regardless of financial status. Furthermore, self-reported physical IPV declines temporarily during pregnancy and up to 8 months post-partum. Screening for IPV in this period may miss high-risk individuals.

This paper aims to investigate the responses available to urban and rural community members in the Western Cape Province of South Africa after witnessing, experiencing, or hearing about intimate partner violence (IPV) against women. It explores the social and material spaces that make IPV against women possible in these communities, which have a complex history of multiple forms of violence, including institutional, symbolic, and interpersonal. Seven focus group discussions with community members are analysed, using thematic narrative analysis, to explore the social and collective features of IPV and how it emerges within community responses to this violence. Constructions of IPV as an “everyday” event surfaced in the data, and mutualising language was often employed to construct IPV as a reciprocal activity with no clear distinction between attacker and victim. Also, a reconciliatory “kiss-and-make-up” narrative emerged in the data, representing how community members responded to this violence. In addition, the temporary nature of the violent event was emphasised by participants, and the aftermath was described as an opportunity for the victim and perpetrator to “reunite”, thereby providing justification for non-intervention in future violent events. By asking questions about responses to IPV, this paper offers insight into, and recommendations about, key forms of community intervention and engagement for gendered violence.

In this commentary, I promote the continued value of feminist theory for understanding gendered violence. I examine the ways that the four articles featured in this special issue engage with feminist theory’s focus on gender and power. I argue that each concept is critical to feminist analysis and needs to be conceptualized as interconnected and operating at structural, interactional/relational, and individual levels. I further investigate the extent to which the articles do, or could, account for intimate partner violence in lesbian, gay, bisexual, transgender, and queer or questioning (LGBTQ) lives, arguing that this is a necessary and critical step in our continued efforts to develop stronger theories of gendered violence. I end with a discussion of some implications of these articles and their conceptual contributions for future research.
