Abstract Under what conditions can artificial intelligence contribute to political processes without undermining their legitimacy? Thanks to the ever-growing availability of data and the increasing power of decision-making algorithms, the future of political institutions is unlikely to be anything similar to what we have known throughout the last century, possibly with parliaments deprived of their traditional authority and public decision-making processes largely unaccountable. This paper discusses and challenges these concerns by suggesting a theoretical framework under which algorithmic decision-making is compatible with democracy and, most relevantly, can offer a viable solution to counter the rise of populist rhetoric in the governance arena. Such a framework is based on three pillars: (1) understanding the civic issues that are subjected to automated decision-making; (2) controlling the issues that are assigned to AI; and (3) evaluating and challenging the outputs of algorithmic decision-making.

While there is growing consensus that the analytical and cognitive tools of artificial intelligence (AI) have the potential to transform government in positive ways, it is also clear that AI challenges traditional government decision-making processes and threatens the democratic values within which they are framed. These conditions argue for conservative approaches to AI that focus on cultivating and sustaining public trust. We use the extended Brunswik lens model as a framework to illustrate the distinctions between policy analysis and decision making as we have traditionally understood and practiced them and how they are evolving in the current AI context along with the challenges this poses for the use of trustworthy AI. We offer a set of recommendations for practices, processes, and governance structures in government to provide for trust in AI and suggest lines of research that support them.

In this scientific article, international and national legislation on citizens decision-making processes has been investigated, to what extent is the importance of public control in the process of political decision-making, the implementation of citizens' participation in local government directly by itself or through elected representatives (political institutions). Also, practical proposals aimed at increasing the participation of public structures in decision-making were made.

The integration of internet of things, artificial intelligence, and blockchain enabled the monitoring of structural health with unattended and automated means. Remote monitoring mandates intelligent automated decision-making capability, which is still absent in present solutions. The proposed solution in this chapter contemplates the architecture of smart sensors, customized for individual structures, to regulate the monitoring of structural health through stress, strain, and bolted joints looseness. Long range sensors are deployed for transmitting the messages a longer distance than existing techniques. From the simulated results, different sensors record the monitoring information and transmit to the blockchain platform in terms of pressure points, temperature, pre-tension force, and the architecture deems the criticality of transactions. Blockchain platform will also be responsible for storage and accessibility of information from a decentralized medium, automation, and security.

In their pavement management decision-making processes, U.S. state highway agencies are required to develop performance-based approaches by the Moving Ahead for Progress in the 21st Century (MAP-21) federal transportation legislation. One of the performance-based approaches to facilitate pavement management decision-making processes is the use of remaining service life (RSL) models. In this study, a detailed step-by-step methodology for the development of pavement performance and RSL prediction models for flexible and composite (asphalt concrete [AC] over jointed plain concrete pavement [JPCP]) pavement systems in Iowa is described. To develop such RSL models, pavement performance models based on statistics and artificial intelligence (AI) techniques were initially developed. While statistically defined pavement performance models were found to be accurate in predicting pavement performance at project level, AI-based pavement performance models were found to be successful in predicting pavement performance in network level analysis. Network level pavement performance models using both statistics and AI-based approaches were also developed to evaluate the relative success of these two models for network level pavement performance modeling. As part of this study, in the development of pavement RSL prediction models, automation tools for future pavement performance predictions were developed and used along with the threshold limits for various pavement performance indicators specified by the Federal Highway Administration. These RSL models will help engineers in decision-making processes at both network and project levels and for different types of pavement management business decisions.

Local self-government has faced a number of challenges over the past decade. The financial crisis has revealed new dimensions of the eternal question of financing self-governing local communities, while distrust and a lack of interest in participation in local democracy among the people have led to considerations of different approaches to public decision-making concerning local issues. A comparative overview shows that the question of the “perfect size” of municipalities is currently very relevant and aimed at finding dimensions that would enable the municipality to ensure both local-level democracy and identity and economic efficiency in the delivery of public services. The most popular tool for achieving this goal is the merger of municipalities, although other approaches also exist, including various forms of inter-municipal cooperation. Some forms of inter-municipal cooperation have already taken firm hold in Slovenia, although the question of the potential impacts of alternative forms of inter-municipal cooperation on the democratic legitimacy of decision-making processes and the potential of these processes for the developmental breakthrough of Slovenian municipalities has yet to receive adequate attention.
