Most rational choice theories of committee decision making predict a process of competitive coalition formation leading to a minimum winning coalition. Committee experiments reported to date tend to support these theories. However, both theories and committee experiments are contradicted by the evidence of real-world legislatures making distributive decisions; these decisions are characterized by coalitions of the whole providing virtually all members with a share of distributive benefits. The results in this article help to resolve this contradiction by showing that if the committee experimental design includes a universalistic alternative which provides a high level of expected benefits for committee members, it will be selected. Competitive coalition formation occurs in experimental settings which do not include such an alternative. The results call into question the generality of ordinalist theories of competitive coalition formation.

Digital transformation of Australian hospitals is occurring rapidly. Although the clinical community has had limited ability to influence high-level decision making and investments into digital health technologies, as these technologies increasingly transform the way patients are cared for, the clinical community must influence the digital health agenda and be an integral part of the decision-making process. This case study details the process and lessons learnt during the development of the state-wide consensus statement detailing the clinical requirements for digital health initiatives to form the Queensland Digital Health Clinical Charter. To the best of our knowledge, Queensland is the first Australian jurisdiction to create a Digital Clinical Charter to be specifically referenced in the investment in and governance of digital health in hospitals. By developing this clinical charter for digital health, and in articulating the needs of clinicians, a clinical framework will be added to both the decision-making process around the investments in digital health and the definition and realisation of the expected benefits from these sizable investments. What is known about the topic? Digital transformation of healthcare is occurring rapidly. The clinical community has had limited ability to influence high-level decision making and investments into these digital health technologies. Tension currently exists between the clinical community who must use the new digital technologies and the technical groups that govern the introduction of the new technologies. This tension can be manifest as clinicians refusing to adopt new systems, safety concerns and an inability to reach consensus on direction. There are few peer reviewed publications addressing this tension between the clinical community and technical providers. What does this paper add? This paper is the first attempt to create a list of clinical requirements for digital transformation that crosses professional streams and is endorsed by the state-wide executive leadership team to inform the acquisition and governance of digital health technologies. What are the implications for practitioners? Clinicians can feel excluded and marginalised during the decision-making process for new digital technologies, despite the fact that they are often using these technologies to deliver hands-on care to patients. This charter clearly articulates the requirements of clinicians for digital transformation and has been endorsed by the executive leadership team of Queensland Health. The charter adds a clinical framework to be referenced during the decision-making process around the investments in digital health, and the definition and realisation of the expected benefits from these sizable investments. As the digital landscape in public hospitals evolves, clinicians are becoming increasingly reliant upon digital technologies. It is critical that clinicians have a strong effect on technology acquisition and governance to maximise the quality and efficiency of the care they provide.

Research from behavioural sciences shows that people reach decisions in a much less rational and well-considered way than was often assumed. The doctrine of informed consent, which is an important ethical principle and legal requirement in medical practice, is being challenged by these insights into decision-making and real-world choice behaviour. This article discusses the implications of recent insights of research on decision-making behaviour for the informed consent doctrine. It concludes that there is a significant tension between the often non-rational choice behaviour and the traditional theory of informed consent. Responsible ways of dealing with or solving these problems are considered. To this end, patient decisions aids (PDAs) are discussed as suitable interventions to support autonomous decision-making. However, current PDAs demand certain improvements in order to protect and promote autonomous decision-making. Based on a conception of autonomy, we will argue which type of improvements are needed.

Choices made in coalition formation are costly to participants, complex, and difficult to measure with precision because observable coalitions are multi-person, non-zero-sum games. At least eight decision costs are included in the process. The purpose of this paper is to identify them and to examine their usefulness in explaining coalition formation. Decisions include: (1) information costs, (2) responsibility costs, (3) intergame costs, (4) costs of division of payoffs, (5) dissonance costs (6) inertia costs, (7) time costs, and (8) persuasion costs.Coalition building is an essential aspect of decision making within any political system. Whether one is studying the behavior of a municipal planning commission, a committee or sub-committee of a legislative body, the United Nations Security Council, or any other decision-making institution in which more than one person is involved in reaching a decision, the essential problem is often one of establishing a winning coalition within the entire group membership. A winning coalition is any portion of the group that can decide to do or not to do something that is on the agenda of the group and over which it has competent authority. The requirements of what constitutes a winning coalition are determined by the formal and informal rules of the game. Most commonly, one of the rules is that a winning coalition must consist of one-half the members of the group plus one and this assumption is made for purposes of this paper. The size of the coalition needed is important for individual and coalition strategies, but it is not important conceptually. That is, the problems involved in securing a winning coalition on the United States Supreme Court when only four votes are needed in order to agree to hear a case affects the strategy of the members of the court, but is of no theoretical importance to coalition formation.

This paper concerns an analysis regarding the performance of X-ray equipment as well as the radiological safety in veterinary facilities. Data were collected from 380 X-ray veterinary facilities countrywide during the on-site regulatory inspections carried out by the Greek Atomic Energy Commission. The analysis of the results shows that the majority of the veterinary radiographic systems perform within the acceptable limits; moreover, the design and shielding of X-ray rooms as well as the applied procedures ensure a high level of radiological safety for the practitioners, operators and the members of the public. An issue that requires specific attention in the optimization process for the proper implementation of veterinary radiology practices in terms of radiological safety is the continuous training of the personnel. The above findings and the regulatory experience gained were valuable decision-making elements regarding the type of the regulatory control of veterinary radiology practices in the new radiation protection framework.


In automated control systems for technical processes, the conversion of a continuous signal into a digital code and vice versa from a digital code to a continuous (analog) value is widely used. For direct type converters often used the term ADC, the reverse - DAC. The characteristics of the converters often dramatically affect the parameters of the entire automated system. The importance of the correct choice of ADCs and DACs has especially increased recently in connection with the mass introduction of microcontrollers MC. Indeed, in addition to the ADC and DAC, it is necessary to place the processor core in the microcontroller's crystal, I/O interfaces and many other elements necessary for the functioning of the MC. The use of information converters in the construction industry imposes additional requirements on converters: for example, in building monitoring systems, precision ADCs with extremely high accuracy are often required (while performance may be low), in other applications it is necessary to provide the necessary parameters at a high level of industrial interference, etc. This article explores issues related to the rational choice of ADCs and DACs, taking into account current trends in the IT field and the specifics of work in the construction industry. Sigma-Delta converters are noted as the most promising models of direct type converters.

The present study was undertaken to explore the decision making patterns of college girls in relation to clothing and their satisfaction level with these decision making patterns. Thirty under graduate college girls from Panipat city were approached to record their responses regarding decision making in relation to clothing and satisfaction level through a well structured questionnaire. It was found that most of the girls (56.66%) themselves made the decisions about the type of garment (Indian, western or both) they wear and majority of girls (70%) were highly satisfied with this decision making. Parents performed the role of buyers for their college going daughters' garments in most of the cases (63.33%) and the 73.33% girls had high level of satisfaction with this. In most of the cases (60%) the decision about the garment design was made by the girls themselves and they were highly satisfied with it. Keywords: clothing, college, girls, decision making.

A recommender system (RS) refers to an agent that recommends items that are suitable for users, and it is implemented through collaborative filtering (CF). CF has a limitation in improving the accuracy of recommendations based on matrix factorization (MF). Therefore, a new method is required for analyzing preference patterns, which could not be derived by existing studies. This study aimed at solving the existing problems through bias analysis. By analyzing users’ and items’ biases of user preferences, the bias-based predictor (BBP) was developed and shown to outperform memory-based CF. In this paper, in order to enhance BBP, multiple bias analysis (MBA) was proposed to efficiently reflect the decision-making in real world. The experimental results using movie data revealed that MBA enhanced BBP accuracy, and that the hybrid models outperformed MF and SVD++. Based on this result, MBA is expected to improve performance when used as a system in related studies and provide useful knowledge in any areas that need features that can represent users.
