Abstract How is a sovereign prerogative brought to market? We know much about how states shape markets and vice versa, but less about the dynamics when states not only set market rules, but are also the sole producer of the good. This article takes up the case of citizenship by investment—“golden passport” programs that offer citizenship in recognition of an investment in a country—to unpack the challenges that appear when states commodify sovereign prerogatives. In these cases, the state holds multiple roles that generate conflicts of interest and a concern for credibility. To address these concerns, states may adopt two strategies: institute a division of labor in issuing the product, and outsource elements of supervision to third-party actors. Empirically, the analysis shows how migration service providers retooled murky discretionary grants of citizenship in peripheral countries into formal citizenship by investment schemes. The conclusion addresses how these strategies apply in markets for other sovereign prerogatives, particularly government debt, and discusses the implications for citizenship and neoliberalism.

This paper presents a survey of Indian third-party logistics (3PL) providers and compares the state of the industry with that in 2004 based on an earlier survey. The 3PL industries of India and North America are also compared. The survey finds that the Indian 3PL industry lags behind North America in terms of global reach and breadth of service. Indian 3PL providers also underperform in key variables that determine performance levels. Other problems identified by the survey are the lack of awareness among Indian shippers, shortage of management talent, inadequate infrastructure, complex documentations, and multiple tax systems. Despite these limitations, the Indian 3PL industry is growing. Many global players are entering the Indian market through direct investments, acquisitions, and alliances. The Indian government is also improving the infrastructure, reducing paperwork, simplifying taxation systems, and implementing economic policies conducive to growth. This paper provides significant insights for logistics managers, government, and other stakeholders.

Also, most obviously, conflicts of interest occur at the national level where political stakes are usually highest, one of the determining factors of this segment being the changing role of the state itself, which creates opportunities for individual gain through its transformations.

Background: Currently, Cloud Service Provider (CSP) or third party usually proposes principles and methods for cloud security risk evaluation, while cloud users have no choice but accept them. However, since cloud users and cloud service providers have conflicts of interests, cloud users may not trust the results of security evaluation performed by the CSP. Also, different cloud users may have different security risk preferences, which makes it difficult for third party to consider all users' needs during evaluation. In addition, current security evaluation indexes for cloud are too impractical to test (e.g., indexes like interoperability, transparency, portability are not easy to be evaluated). Methods: To solve the above problems, this paper proposes a practical cloud security risk evaluation method of decision-making based on conflicting roles by using the Analytic Hierarchy Process (AHP) with Aggregation of Individual priorities (AIP). Results: Not only can our method bring forward a new index system based on risk source for cloud security and corresponding practical testing methods, but also can obtain the evaluation result with the risk preferences of conflicting roles, namely CSP and cloud users, which can lay a foundation for improving mutual trusts between the CSP and cloud users. The experiments show that the method can effectively assess the security risk of cloud platforms and in the case where the number of clouds increased by 100% and 200%, the evaluation time using our methodology increased by only by 12% and 30%. Conclusion: Our method can achieve consistent decision based on conflicting roles, high scalability and practicability for cloud security risk evaluation.

Venezuela’s state-led national-popular Bolivarian process opened up a new political field for feminism—an approach that was both institutional and popular, aiming to combine forces from above and from below and use state gender institutions to foment popular women’s organization. Yet this field was conflictual, containing contesting popular feminist projects with different implications for the gendered division of labor. Analysis of popular women’s organizing around Venezuela’s 2012 organic labor law shows that state adoption of feminism marked a gendered political opening for popularizing feminism while also presenting risks of state co-optation of popular women’s organizing. The state understood popular women’s organization and mobilization as central to the revolution, yet it generally attempted to limit their autonomy and organizing to challenge the gendered division of labor. El bolivarianismo nacional-popular liderado por el estado venezolano abrió un nuevo campo político para el feminismo: un enfoque que era tanto institucional como popular y cuyo objetivo era combinar fuerzas tanto de arriba como de abajo, así como utilizar las instituciones estatales de género para fomentar las organizaciones populares de mujeres. Sin embargo, este campo resultó conflictivo, y parte de su contenido impugnaba proyectos feministas populares con diferentes implicaciones para las divisiones de género en el trabajo. El análisis de la organización popular de las mujeres en torno a la ley orgánica del trabajo de Venezuela de 2012 muestra que la adopción estatal del feminismo marcó una apertura política de género con intenciones de popularizar el feminismo a la vez que presentaba el riesgo de que la organización popular de las mujeres fuera cooptada por el estado. El estado consideraba la organización y movilización popular de las mujeres como esenciales a la revolución. Sin embargo y hablando generalmente, se abocó a limitar su autonomía y organización cuando se trataba de desafiar las divisiones de género en el trabajo.

Fifth Generation mobile networks (5G) promise to make network services provided by various Service Providers (SP) such as Mobile Network Operators (MNOs) and third-party SPs accessible from anywhere by the end-users through their User Equipment (UE). These services will be pushed closer to the edge for quick, seamless, and secure access. After being granted access to a service, the end-user will be able to cache and share data with other users. However, security measures should be in place for SP not only to secure the provisioning and access of those services but also, should be able to restrict what the end-users can do with the accessed data in or out of coverage. This can be facilitated by federated service authorization and access control mechanisms that restrict the caching and sharing of data accessed by the UE in different security domains. In this paper, we propose a Data Caching and Sharing Security (DCSS) protocol that leverages federated authorization to provide secure caching and sharing of data from multiple SPs in multiple security domains. We formally verify the proposed DCSS protocol using ProVerif and applied pi-calculus. Furthermore, a comprehensive security analysis of the security properties of the proposed DCSS protocol is conducted.

Economic motivations are key drivers of human behavior. Unfortunately, they are largely overlooked in literature related to medical decisionmaking, particularly with regard to end-of-life care. It is widely understood that the directions of a proxy acting in bad faith can be overridden. But what of cases in which the proxy or surrogate appears to be acting in good faith to effectuate the patient’s values, yet doing so directly serves the decision-maker’s financial interests? Such situations are not uncommon. Many patients care as deeply about economic wellbeing of their families as they do for their own lives and health. This brief work examines three scenarios that raise ethical issues regarding the role of pecuniary motives in making critical medical decisions. Each scenario presents a potential financial conflict of interest between an incapacitated patient and a third-party decision-maker and offers a framework for integrating ethical and legal concerns into clinical care. It is our hope that this work prepares physicians for unexpected ethical conflicts of interest and enables them to further the interests of his or her patients.

Reverse logistics is an important way to realize sustainable production and consumption. With the emergence of professional third-party reverse logistics service providers, the outsourcing model has become the main mode of reverse logistics. Whether the distribution of cooperative profit among multiple participants is fair or not determines the quality of the implementation of the outsourcing mode. The traditional Shapley value model is often used to distribute cooperative profit. Since its distribution basis is the marginal profit contribution of each member enterprise to different alliances, it is necessary to estimate the profit of each alliance. However, it is difficult to ensure the accuracy of this estimation, which makes the distribution lack of objectivity. Once the actual profit share deviates from the expectation of member enterprise, the sustainability of the reverse logistics alliance will be affected. This study considers the marginal efficiency contribution of each member enterprise to the alliance and applies it to replace the marginal profit contribution. As the input and output data of reverse logistics cannot be accurately separated from those of the whole enterprise, they are often uncertain. In this paper, we assume that each member enterprise’s input and output data are fuzzy numbers and construct an efficiency measurement model based on fuzzy DEA. Then, we define the characteristic function of alliance and propose a modified Shapley value model to fairly distribute cooperative profit. Finally, an example comprising of two manufacturing enterprises, one sales enterprise, and one third-party reverse logistics service provider is put forward to verify the model’s feasibility and effectiveness. This paper provides a reference for the profit distribution of the reverse logistics.
