NGO Influence in International Organizations: Information, Access and Exchange

While there is broad consensus that non-governmental organizations (NGOs) sometimes succeed in influencing policy making within international organizations (IOs), there is much less agreement on the factors that make NGO lobbying effective. This article makes two contributions to this debate. First, the determinants of influence among NGOs active in different IOs, issue areas and policy phases are examined. The analysis builds on original survey data of more than 400 NGOs involved in five different IOs, complemented by elite interviews with IO and state officials. Secondly, the article advances a specific argument about how the strategic exchange of information and access between NGOs and IOs increases NGO influence in IOs. This argument, derived from theories of lobbying in American and European politics, is contrasted with three alternative explanations of NGO influence, privileging material resources, transnational networks and public opinion mobilization, and the broader implications of these results for research on NGOs in global governance are explored.

Late in the 1980s, several major U.S. private foundations concluded that the concern for Africa in the country was weak. This weakness was reflected in the faint focus on U.S. foreign policy toward Africa in all three branches of government, in the halting voice for Africa or for U.S. interests there in the non-governmental organizations (think-tanks, religious organizations, lobbies), and in the small concern for U.S. policy or for affecting it in the African studies scholarly community. Indeed, the voice for Africa in the United States was neither strong nor effective.

This chapter examines the role of transnational non-governmental organizations (TNGOs) in world politics. It considers what distinguishes TNGOs from other actors in international politics, what types of influence NGOs exert in international relations, and whether TNGOs contribute to more democratic policy-making at the international level. The chapter also discusses the growing importance of TNGOs and presents two case studies that illustrate how they contribute to the emergence of new norms through their engagement with international governmental organizations (IGOs), provide assistance to those in need, but also highlight the diversity that exists among the organizations. The first is about the adoption of United Nations Security Council resolution 1325 ‘Women, Peace, and Security’ to which TNGOs contributed in a significant manner, while the second is about the search and rescue missions of migrants which TNGOs undertake in the Mediterranean Sea. There is also an Opposing Opinions box that asks whether TNGOs contribute to more democracy at the international level.

In this interview with UCL’s Aris Komporozos-Athanasiou, Lefteris Papagiannakis explains his role as Athens’ vice mayor for migrants and refugees. He discusses the city’s responses to the arrival of thousands of refugees and migrants in the last few years. He reflects on the complex relationship of the municipality of Athens with non-government support networks, such as non-governmental organizations (NGOs), international organizations, as well as autonomous local activists, in providing support services to migrants. Papagiannakis also addresses how Athens negotiates its support for these groups in the current European anti-immigrant climate, and the relationship between the Greek economic crisis and the so-called “refugee crisis.”

This chapter examines the nature of international organizations and their role in global politics. It first explains what an international organization is before discussing the rise of international organizations from a historical perspective, focusing on developments from the nineteenth century onwards. It then considers the major intergovernmental institutions that emerged in the twentieth century and which have made significant contributions in shaping the global order, including the League of Nations and its successor, the United Nations. It also looks at non-governmental organizations and concludes with an analysis of ideas about social movements and global civil society, along with their relationship to the contemporary world of international organizations.


Virtually every important question of public policy today involves an international organization. From trade to intellectual property to health policy and beyond, governments interact with international organizations (IOs) in almost everything they do. Increasingly, individual citizens are directly affected by the work of IOs. This book gives an overview of the world of IOs today. It emphasizes both the practical aspects of their organization and operation, and the conceptual issues that arise at the junctures between nation-states and international authority, and between law and politics. While the focus is on inter-governmental organizations, the book also encompasses non-governmental organizations and public policy networks. The book first considers the main IOs and the kinds of problems they address. This includes chapters on the organizations that relate to trade, humanitarian aid, peace operations, and more, as well as chapters on the history of IOs. The book then looks at the constituent parts and internal functioning of IOs. The text also addresses the internal management of the organization, and includes chapters on the distribution of decision-making power within the organizations, the structure of their assemblies, the role of Secretaries-General and other heads, budgets and finance, and other elements of complex bureaucracies at the international level.

Data covering about 90% of the estimated intake of dogs and cats to Danish shelters from 2004 to 2017 were used to study the effects of tight control of dogs and of efforts to increase shelter services for unwanted or stray cats. During the period, there was a low and decreasing intake of dogs, while the annual proportion of euthanised dogs increased from 6% to 10%. The number of cats entering shelters increased by about 250%, while the annual proportion of euthanised cats increased from 15% to about 29%. At the same time, there seemed to be a decrease in the population of stray cats. The major increase in cat intake may be due to animal protection non-governmental organizations (NGOs) making it easier to relinquish cats into shelters. Dog shelters can successfully handle surplus animals because dogs are well controlled by owners and are tightly regulated. Cats are more difficult to confine, are often allowed to roam freely and are less regulated. Therefore, cat shelters cannot solve the problem of surplus cats on their own. It is argued that an economic analysis may serve as a point of departure for a discussion on better policy making for NGOs in charge of shelters.

Abstract During the international tuna fishery management crisis in 2009, an epistemic community emerged at the International Commission for the Conservation of Atlantic Tunas (ICCAT) that employed collective efforts to deal with shared problems and improved the effectiveness of agreements, in terms of the recovery of Eastern Blue Fin Tuna (EBFT) stocks. This event resulted in the question: when and why does power listen to science? Through a combination of elite interviews and process tracing, this investigation analyzed the roles and influences of science and epistemic communities in the ICCAT EBFT political decisions, from 2004 to 2014. We have concluded that the EBFT case illustrates a situation where effective agreements to handle a fishery crisis in an uncertain environment were enhanced, when a transnational network of non-governmental organizations (NGOs) and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), helped to pressure the decision-makers.

This chapter explores the range of participants involved in international law-making, including corporations, non-State armed groups, and non-governmental organizations, in addition to States and international organizations. The approach taken in this chapter is that of global legal pluralism, which recognizes that there can be multiple actors participating in a legal system to create law, and which accepts disparities in powers. In addition, the chapter indicates that the terminology of ‘subjects’ is deeply problematic in international law and should be abandoned.
