The subject-matter of African politics has always presented a special challenge and a special problem to political scientists, namely to develop a theory which would make sense of a vast, inchoate, and unfamiliar body of material. This problem has become particularly acute in the last year or two. The rapid deterioration of African political parties, a series of military coups, recurrent crises of national unity, and heightened tendencies towards anomic and violent behaviour have not only cast doubt on previous assumptions as to the nature of African political life but have also led to a heightened mood of theoretical uncertainty among political scientists.

Much valuable information on the dynamics of Poland's political life between the world wars is still to be uncovered in the records of national elections. Of particular interest are the contests of 1919, 1922, and 1928, since in all of these elections political parties were still allowed to participate directly (as they were not in 1935 and 1938), and governmental restraint and manipulation were not yet so massive as to cast doubt on the entire result (as in 1930).

It has seemed fitting, at this second meeting of the Association in New Orleans, where it was organized a quarter of a century ago, to give some attention to significant happenings during this period, in the affairs of the Association, in the field of political action, and in the analysis and interpretation of political phenomena. At least two former presidents have discussed some phases of these topics; but there is perhaps room for a difference of approach and emphasis.When this Association was organized, the systematic study and teaching of political problems was but slightly developed. Only a few courses in public law and government were given in some of the larger universities. Of the twenty-five persons who were present at the organization of the Association, and the 214 who became members during the first year, a large proportion were primarily interested in history, economics, and other social studies with political bearings, rather than in political problems themselves.In the constitution of the Association, its object was stated to be: “The encouragement of the scientific study of politics, public law, administration, and diplomacy.” In the first presidential address, President Goodnow outlined the field of work of the Association as including political theory, constitutional and administrative law, comparative legislation, historical and comparative jurisprudence, and political parties. He also noted the opportunity of the Association to secure the active coöperation of teachers of these subjects, and to bring together the student and those actively engaged in political life. A further indication of the plans of those who established the Association may be seen in the appointment of a series of standing committees on different branches of the field outlined, and the reorganization of these a year later into sections.

The last decade of the twentieth century was characterised by a resurgence of multipartism in Africa. The return of political parties produced a discontinuity not only in the continent's political life, but also in the study of African politics. A number of new researches were carried out that were largely based on existing theories and concepts in political science. These new works thus contributed to an increased integration of the study of politics south of the Sahara with mainstream political science. The present article provides an overview of the insights and advances that these studies have produced, focusing on the key issues raised by the return of party pluralism in Africa and on the utility of existing models, theories and approaches for its understanding. There is little doubt that recent research efforts have advanced our knowledge of the changing politics of the continent. However, neither the elaboration of theoretical frameworks nor the detail of empirical knowledge has achieved adequate levels of development as yet.

The article covers the manifestations and peculiarities of the ideology of socialism in the social-political life of Armenia at the end of the 19th century and the beginning of the 20th century. General characteristics, aims and directions of activity of the political organizations functioning in the Armenian reality within the given time-period, whose program documents feature the ideology of socialism to one degree or another, are given (Hunchakian Party, Dashnaktsutyun, Armenian Social-democrats, Specifics, Socialists-revolutionaries). The specific peculiarities of the national-political life of Armenia in the given time-period and their impact on the ideology of political forces are introduced.

This book examines how ideas of war and peace have functioned as organizing frames of reference within the history of political theory. It interprets ten widely read figures in that history within five thematically focused chapters that pair (in order) Schmitt and Derrida, Aquinas and Machiavelli, Hobbes and Kant, Hegel and Nietzsche, and Thucydides and Plato. The book’s substantive argument is that attempts to establish either war or peace as dominant intellectual perspectives obscure too much of political life. The book argues for a style of political theory committed more to questioning than to closure. It challenges two powerful currents in contemporary political philosophy: the verdict that premodern or metaphysical texts cannot speak to modern and postmodern societies, and the insistence that all forms of political theory be some form of democratic theory. What is offered instead is a nontraditional defense of the tradition and a democratic justification for moving beyond democratic theory. Though the book avoids any attempt to show the immediate relevance of these interpretations to current politics, its impetus stems very much from the current political circumstances. Since the beginning of the twenty-first century , a series of wars has eroded confidence in the progressively peaceful character of international relations; citizens of the Western democracies are being warned repeatedly about the threats posed within a dangerous world. In this turbulent context, democratic citizens must think more critically about the actions their governments undertake. The texts interpreted here are valuable resources for such critical thinking.

This essay reexamines the famous 1831 prison tours of Alexis de Tocqueville and Gustave de Beaumont. It reads the three texts that emerged from their collective research practice as a trilogy, one conventionally read in different disciplinary homes ( Democracy in America in political science, On the Penitentiary in criminology, and Marie, Or Slavery: A Novel of Jacksonian America in literature). I argue that in marginalizing the trilogy’s important critique of slavery and punishment, scholars have overemphasized the centrality of free institutions and ignored the unfree institutions that also anchor American political life. The article urges scholars in political theory and political science to attend to this formative moment in mass incarceration and carceral democracy.

The Late King Hussein’s last Speech from the Throne in 1997 was given amidst public outcry over the outcomes of the parliamentary elections which resulted the triumph tribal figures with regional affiliations after the boycott of most political parties. This brought to public debate the questions of maintain the long-established balance between the several socio-political structures in the political life in Jordan. While the speech can be perceived as a reflection of King Hussein’s vision about ‘Jordanian democracy’, it can also be interpreted as an elaborate scheme to construct the conventional understanding of the exceptionality of Jordan and its socio-political institutions; including democracy. This article discusses the representation of ‘Jordanian democracy’, the state, and the socio-political structures in Jordan as reflected in the Late King’s last speech from the throne (1997). The analytical framework follows a critical metaphor analysis perspective in which all instances of metaphors used to epitomise these issues are primarily acknowledged from there sociocultural context. Herein, the article focuses on revealing the aspect of metaphorical language by which the Late King Hussein legitimizes and, hence, constructs, the prevailing ideology pf the ‘exceptionality’ of Jordan.

Is power-sharing an effective way for endangered transitional democracies to reduce political tensions and improve government performance? We provide one of the first quantitative tests of this question in Tunisia, the Arab Spring's only success story. We argue that power-sharing may reduce polarization for a limited time, but at the cost of undermining democratic institutions. To measure polarization, we examine all rollcall votes from Tunisia's first and second post-transition parliaments. We employ a time-varying ideal point model and examine whether power-sharing agreements led to convergence in political parties' ideal points. Our analysis reveals that Tunisia's national unity government in 2015 temporarily moderated political tensions and allowed for parliamentary activity to resume. However, despite a broadening of the coalition in mid-2016, polarization reemerged and crucial legislation stalled. Moreover, longitudinal survey data suggest that the failure of power-sharing in Tunisia contributed to disillusionment with political parties, parliament, and democracy.

The level of social harmony in society and the development of democracy depends to a large extent on the level of development of parties, their ideological and political orientation, methods and means of action. The purpose of the article is to study the party system of Ukraine and directions of its development, which is extremely complex and controversial. The methods. The research has led to the use of such scientific search methods as a system that allowed the party system of Ukraine to be considered as a holistic organism, and the historical and political method proved to be very effective in analyzing the historical preconditions and peculiarities of the formation of the party system. The results. The incompetent, colonial past and the associated cruel national oppression, terror, famine, and violent Russification caused the contradictory and dramatic nature of modernization, the actual absence of social groups and their leaders interested in it, and the relatively passive reaction of society to the challenges of history. Officials have been nominated by mafia clans, who were supposed to protect their interests and pursue their policies. Political struggle in the state took place not between influential political parties, but between territorial-regional clans. The party system of Ukraine after the Maidan and the beginning of the war on the Donbass were undergoing significant changes. On the political scene, new parties emerged in the course of the protests and after their completion — «Petro Poroshenko Bloc», «People’s Front», «Self-help»), which to some extent became spokespeople for not regional, but national interests. Pro-European direction is the main feature of the leading political parties that have formed a coalition in the Verkhovna Rada of Ukraine. Conclusion. The party system of Ukraine as a result of social processes is at the beginning of a new stage in its development, an important feature of which is the increase in the influence of society (direct and indirect) on the political life of the state. Obviously, there is a demand from the public for the emergence of new politicians, new leaders and new political forces that citizens would like to see first and foremost speakers and defenders of their interests.
