Sometimes we may ask ourselves how can astronomy, a science with apparently few points of contact with technology or industrial production, help the economic development of people?My paper is an account of an experiment undertaken in Uruguay on the teaching of astronomy in secondary schools. We seek to show how astronomy may contribute to the development of nations that, like Uruguay, need to create their own technologies to overcome their economic backwardness.Though the introduction of astronomy in the secondary education curriculum in Uruguay dates back to 1889, in 1986 the Educational Supervisory Office made a radically different proposal for the methodological and programmatic orientation of astronomy teaching. The proposed goal is clear: the teaching of astronomy in secondary education should be geared not to train technicians but to create a scientific-minded youth. It is not important if later, in their university studies, these young people go into medicine, engineering, or economics; the important thing is a reevaluation of sciences in the eyes of adolescents, who often slide along the comfortable slope of certain humanistic areas, in which they wind up by the process of elimination. (One often hears the argument, “I’m studying law because it doesn’t have mathematics.”) Further, above all those considerations, the most important thing is to create thinking minds, the minds of free people.

The identity of young people, and the state of a school’s fulfilment of its tasks, as presented in the article, are based on the results of the author’s own field explorations carried out in the school year 2003/2004 and repeated in the same territory of the Silesian Voivodeship in the zone of intensive social and economic development in 2016/2017. The results of the research conducted have shown that schools brought young people with different personal and social resources, and living in different historical and socio-cultural contexts, to a similar value of identity capital. The study, conducted in two stages with an interval of 13 years, has revealed the greatest shifts in the following areas: extension of the range of interactions (change 13.2%); ambivalence (change 8.1%); revitalization (change 7.7%); and ethos (change 6.8%). The least change occurred in the provision of offers of identification (1.7% change). A slight decline was noted in the extension of the developmental moratorium (1.5% change). The identified, described and empirically verified tasks of a school form a specific map of educational activities, which can be successfully used as a matrix to describe and interpret a school’s participation in the shaping of young people’s identities.

Islamic tradition promotes a holistic approach of personality development in which, we argue, three educational concepts take the centre stage: tarbiyah, ta’leem and ta’deeb. Looking through the lens of these concepts, we analyse two Islamic religious education (IRE) curricula: the 2001 and 2012 curricula for Flemish public secondary education provided by the Representative Body for IRE. We conduct a systematic thematic document analysis of the 2001 and 2012 curricula to map curricula elements that potentially contribute to Islamic personality development through IRE classes. Crucially, this article seeks to investigate whether the 2001 and 2012 curricula for Flemish public secondary education are in line with these central IRE concepts. We observe that the 2012 curriculum does contain relevant anchor points to work on tarbiyah, ta’leem and ta’deeb and to strengthen an Islamic personality in Muslim pupils. Hence, we argue that there is an urgent need for a new, adequate and sufficiently comprehensive IRE curriculum for Flemish public secondary education, developed by an expert committee—which should include Belgian-educated educational experts—in order to meet the expectations of all the stakeholders. Since in our view, this is the first step for a qualitative update of Flemish IRE. Further reflections on both curricula and recommendations for a new IRE curriculum are outlined in the discussion and conclusion sections.

Economic development is strongly connected to the longevity, growth and structure of country’s population [Bloom and Canning (2003)]. Pakistan currently has the largest cohort of young people in its history (25 million aged 15-24, Census 1998) that has serious implications for the provision of schooling, health services and adequate jobs. Therefore the well being of these valuable young cohorts is profoundly important for the social and economic development and prosperity of Pakistan [Population Council (2003)]. This demographic lift can promote economic lift-off [Bloom and Canning (2003)]. In fact, Pakistan will face dire consequences if this resource is not capitalised and young people remain uneducated and unskilled [Faizunnisa and Ikram (2003)]. Work is one of the key transitions in the lives of young people. It is an important marker of adulthood, with strong implications for a country’s social and economic development. Work depending on its nature and remuneration can be the most important factor shaping adult lives. Youth employment has many implications for the labour market, poorer households and for the youth themselves.

The article reviews the ties between secondary schools/gymnasia and universities, and also discusses complementary mathematics education. Major attention is directed to the general mathematics curricula of general education and secondary education. A proposal of developing an integral mathematics education curriculum for gymnasium as well as withdrawing the state school graduation curriculum (by organising the examination under the general mathematics education curriculum) has been put forward.

Transformations in the sphere of federal relations concern the most important directions of the reforming processes in the country. However, not all proposed and actually developing components of the federal reform seem well-argued and corresponding to long-term, strategic interests of the Russian statehood. The basic course of reform should meet the objective requirements of further decentralization of governing economic and social processes and the need to ensure strengthening the responsibility of RF subjects’ executive bodies and local self-management for steady social and economic development of their territories. The solution of these problems calls for a new model of federal policy of regional development, specification of some important components of the municipal reform as well as inserting certain amendments into the system of intergovernmental fiscal relations in order to stir up their stimulating function.

The article contains a general comparative study of four strategies of social and economic development: "Inertia", "Renter", "Mobilization", and "Modernization". The context for comparison is explanation of correlation between adaptive features of Russia’s contemporary economic system and particularities of the mentioned strategies with corresponding ways of managing economic development problems. The comparison is based on description of strategies essence, ways and tools to achieve results. Perspectives of achieving strategic purposes as well as expected results of implementation of each strategy are shown. Special comparative study of four strategies on the base of development of competitive markets as one of strategic aims of the Russian government is presented.

The article on the basis of extrapolation of system laws of management of social and economic development illustrates the system reason of the Cobra effect, that is, a situation where, despite the rather attractive goals that managers formulate, the result of the activities of subordinates is opposite to what was intended. The main problem of management is the development of a system of indicators, in which, working on the indicator, employees would change the state in the right direction. The reason for the Cobra effect is the manifestation of systemic patterns of socio-economic development. The main system regularity is the desire of the system for stability and self-preservation. This state of the system is achieved using the least energy-consuming way. It is shown that any worker, realizing system regularities, aspires to stability and self-preservation. Therefore, the employee is always forced to work for achieving the indicator. The article analyzes the manifestation of these laws at the level of enterprises and state. When managers understand these patterns explicitly or covertly, changes in the economic system are moving in the right direction. It is shown that the existing system of target indicators used as indicators to assess the effectiveness of management does not meet the goals and objectives of socio-economic development. At the meso- and macrolevel, absolute, volumetric indicators, such as gross national product and others, reduce the range of benefits to the population. The article defines the vector of change in the system of indicators for assessing the effectiveness of management at the regional and state levels, based on the fact that the key element is the family. At the same time, the targets should be indicators to assess the availability of benefits for households.
