SummaryWhen the Spaniards discovered and conquered the Canary Islands in the 15th Century, they found a type of hair sheep, a breed described by the colonists as “white in colour, large in size and with horns in the males”. This discovery provokes the question: from where did these sheep originate? All other breeds of wool-less sheep in the world in that period were located in the sub-Saharan regions, far away from the Canary Islands and with no possible connection.Archaeologists claim that Northwest Africa was populated by wool sheep from 4000–3000 BC. Northwest Africa is the nearest geographical point of the African continent to the Canary Archipelago. It was also there that the native pre-Hispanic human population is thought to have originated. Did the wool-less sheep breed arrive with these people? The answer is probably yes. It is likely that the population of hair sheep arrived between 3000–2000 BC in a northern expansion of these animals, accompanying the first inhabitants of the islands.After the Spanish conquest, the Canary Islands provided a necessary stop for the explorers of the New World. Various testimonies exist describing the arrival of the first sheep to the Caribbean Islands. This process of animal introduction started with Columbus′ second voyage, after which domestic animals formed a usual part of the shipment arrangements. This raises a third question: what role did the Canary Island sheep play in the origin and evolution of the present Caribbean and Latin-American hair breeds? The majority of researchers working with these animals in America and the Caribbean think that the origin of their wool-less sheep breeds is related to the traffic of black slaves during the 17th and 18th centuries. It may be claimed that this influence of sub-Saharan animals exists as an additional influence of other wool-less sheep breeds, which arrived in the Caribbean from the Canary Islands two centuries earlier. Today, the ancient native hair sheep breed is extinct in the Canary Islands although some wool-less sheep have recently been introduced from Venezuela.All these questions and ideas are investigated in this paper, through historical references and current research.

The Caribbean and Central America represent a formidable challenge for researchers and policy makers in the HIV field, due to their pronounced heterogeneity in terms of social, economic, and cultural contexts and the different courses the HIV epidemic has followed in the region. Such contrasting contexts and epidemics can be exemplified by 2 countries that share the island of Hispaniola, the French Creole-speaking Haiti, and the Spanish-speaking Dominican Republic. Haiti has experienced the worst epidemics outside of sub-Saharan Africa. Following a protracted economic and social crisis, recently aggravated by a devastating earthquake, the local HIV epidemic could experience resurgence. The region, strategically located on the way between coca-producing countries and the profitable North American markets, has been a transshipment area for years. Notwithstanding, the impact of such routes on local drug scenes has been very heterogeneous and dynamic, depending on a combination of local mores, drug enforcement activities, and the broad social and political context. Injecting drug use remains rare in the region, but local drug scenes are dynamic under the influence of increasing mobility of people and goods to and from North and South America, growing tourism and commerce, and prostitution. The multiple impacts of the recent economic and social crisis, as well as the influence of drug-trafficking routes across the Caribbean and other Latin American countries require a sustained effort to track changes in the HIV risk environment to inform sound drug policies and initiatives to minimize drug-related harms in the region.

International students are increasingly enrolling in U.S community colleges as a starting point to their higher education. However, limited research examines the factors contributing to their successful transfer to a 4-year institution and bachelor degree attainment. Utilizing longitudinal transcript data from a large community college district in Texas, this study uses hierarchical logistical regression to compare college experiences and transfer outcomes based on region of origin. Findings demonstrate that while Sub-Saharan African students have a significantly higher probability of transfer than Asian and Latin American students, the majority of bachelor degree recipients were Asian students graduating in STEM fields. Delayed enrollment into college and academic preparedness in math were negatively associated with transfer for Latin American and Caribbean students.

Larks constitute an avian family of exceptional cryptic diversity and striking examples of convergent evolution. Therefore, traditional morphology-based taxonomy has recurrently failed to reflect evolutionary relationships. While taxonomy ideally should integrate morphology, vocalizations, behaviour, ecology, and genetics, this can be challenging for groups that span several continents including areas that are difficult to access. Here, we combine morphometrics and mitochondrial DNA to evaluate the taxonomy of Calandrella larks, with particular focus on the African C. cinerea and the Asian C. acutirostris complexes. We describe a new range-restricted West African taxon, Calandrella cinerea rufipecta ssp. nov. (type locality: Jos, Plateau State, Nigeria), with an isolated relic population 3000 km from its closest relative in the Rift Valley. We performed molecular species delimitation, employing coalescence-based multi-rate Poisson Tree Processes (mPTP) on cytochrome b sequences across 52 currently recognized lark species, including multiple taxa currently treated as subspecies. Three species-level splits were inferred within the genus Calandrella and another 13 across other genera, primarily among fragmented sub-Saharan taxa and taxa distributed from Northwest Africa to Arabia or East Africa. Previously unknown divergences date back as far as to the Miocene, indicating the presence of currently unrecognized species. However, we stress that taxonomic decisions should not be based on single datasets, such as mitochondrial DNA, although analyses of mitochondrial DNA can be a good indicator of taxa in need of further integrative taxonomic assessment.

This paper discusses the main issues concerning sovereign fiscal and financial risks from public–private partnerships (PPPs) with a focus on contingent liabilities (CLs). It is based on the presentations and discussions that took place during the XI Annual Meeting of the Group of Latin American and the Caribbean Debt Management Specialists (LAC Debt Group), held in Barbados in August 2015. The main issues discussed include PPP risks assessment, institutional framework for PPP risk management, and accounting and reporting of CLs generated by PPPs. Six country cases (Chile, Colombia, Costa Rica, Honduras, Suriname, and Turkey) are presented to illustrate experiences with different degrees of development regarding the management of risks and CLs related to PPPs. The document concludes that PPP risk management should encompass the whole lifecycle of a PPP project, risks need to be identified and CLs must be estimated and monitored, and the institutional capacity of governments to evaluate and manage PPP risks plays a central role in the successful development of PPP contracts. Although institutional capacities in this regard have improved in recent years, estimations of CLs involved in PPPs are not regularly performed, and there is still room for improvement on the assessment, measurement, registration, budgeting, and reporting of risks and CLs related to PPPs.

Manifestos and literary programs in French-Speaking sub-Saharian of Africa: About ‘invisibility’ of the corpus in literary criticism. Despite an abundant production, the corpus of literary manifestos and programmes from sub-Saharan Francophone Africa is relatively invisible in literary criticism. With the exception of a few studies, critical works devoted to the programmatic works of writers are rare. This article proposes some hypotheses that can explain why the body of literature of authors’ ideas in this space is generally ‘invisible’. The approach of the literary field, applied to the sociology of scientific production, makes it possible to highlight three main causes for this invisibility: the importance of identity and cultural discourse, which makes it impossible to delimit the geographical space of writers from sub-Saharan Francophone Africa, whose production and reception are dominated by that of their colleagues from the West Indies and the Caribbean; the omnipresence of political and social discourse which takes precedence over poetic reflection; the metalanguage of the manifesto due to the fact that writers are also generally literary critics.

In this paper, we assess the economy-wide impact of Climate Change (CC) on agriculture and food security in 20 Latin American and the Caribbean (LAC) countries. Specifically, we focus on the following three channels through which CC may affect agricultural and non-agricultural production: (i) agricultural yields; (ii) labor productivity in agriculture, and; (iii) economy-wide labor productivity. We implement the analysis using the Integrated Economic-Environmental Model (IEEM) and databases for 20 LAC available through the OPEN IEEM Platform. Our analysis identifies those countries most affected according to key indicators including Gross Domestic Product (GDP), international commerce, sectoral output, poverty, and emissions. Most countries experience negative impacts on GDP, with the exception of the major soybean producing countries, namely, Brazil, Argentina and Uruguay. We find that CC-induced crop productivity and labor productivity changes affect countries differently. The combined impact, however, indicates that Belize, Nicaragua, Guatemala and Paraguay would fare the worst. Early identification of these hardest hit countries can enable policy makers pre-empting these effects and beginning the design of adaptation strategies early on. In terms of greenhouse gas emissions, only Argentina, Chile and Uruguay would experience small increases in emissions.
