ABSTRACTIn order to explore the conditions for successful communal irrigation management, this study investigates the determinants of household contributions to the cleaning of irrigation channels and the availability of water. By using household-level data collected in a large-scale gravity irrigation scheme in Uganda, whose management was transferred from the government to the community, we find that household contributions to the cleaning of irrigation channels are determined by the scarcity of irrigation water, the opportunity cost of labor and the private benefit associated with plot size. We also find that the availability of irrigation water increases in the tertiary irrigation canal where the coefficient of variation of plot size is large, which may indicate that farmers of larger plots are particularly active in water management. These findings suggest that farmers are responsive to private benefits and, hence, the support of the government for communities to implement punishment may be effective for successful irrigation management.

Oriental philosophers have given top priority to food for orderly state affairs as well as personal wellbeing. In past, Nepal had a strong agricultural economy based on indigenous Farmer Managed Irrigation System (FMIS). State policy helped promote these systems. But contemporary Nepal opted for state control on irrigation water by building large scale public irrigation systems. In the last 43 years of planned development (1957-2002), the government has spent 70% of US$1.3 billion on these systems, covering 30% of the irrigated area in the country; the remaining 70% is with the FMIS. Despite the investment, these systems neither promoted themselves as an enterprise nor helped enhance agricultural productivity leading to social insecurity. This social insecurity is reflected in the country's increasing import of food, mass workforce exodus for employment abroad, and added socio-economic vulnerability due to climate change.Donor and government recommendations centered on (i) expansion of irrigated area, (ii) irrigation management transfer, and (iii) agriculture extension seem to have failed in Nepal. These failures asked for alternative institutional development solutions, whereas public irrigation systems are (i) localized to establish system's operational autonomy with ownership and governance, (ii) treated as a rich resource-base with water, land and labor, and (iii) recognized as cooperative enterprise of local stakeholders by law with authorities to enter into joint actions with relevant partners for promoting commercialization and environmental quality of irrigated agriculture.DOI: http://dx.doi.org/10.3126/hn.v11i1.7223 Hydro Nepal Special Issue: Conference Proceedings 2012 pp.95-99

The Indian industrial policy made a major transition towards liberalization in the mid-1980s with the proponents of liberalization expecting not only a general increase in the efficiency of Indian industry but also improvement terms of innovative performance. Extensive industrial studies, as well as macro-level data, suggest that liberalization in the field of industrial licensing and foreign technological collaborations has resulted in large-scale entry of new firms across different segments of the economy. In this context, this chapter makes an attempt to review the promotion-oriented industrial policies of the Indian Engineering industry and also trace the industrial growth from 1950-51 onwards. It has been observed that there were mainly two breaks (kinked points) during this period, one in 1965-66 and the other in 1984-85. A review of policies suggests that these breaks were associated with major shifts in policies of the government. The study indicates that the first break came through industrial policies of the government with a focus on the heavy industries during the initial phases, while the other break came during 1984-85, which could be attributed to changes in policies from a restrictive one in the mid-'60s and '70s to a liberalized one in this sector in the '80s.

The land system of state-owned farms in China is different from that in rural areas. Whether the land tenure of state-owned farms can play a role in protecting cultivated land is an important issue for the high-quality development of state-owned agriculture in China. This article develops a dynamic model to examine how land tenure influences farmers’ decisions on land improvement. It then analyzes this relationship based on cotton farmers’ household-level data from state-owned farms of Xinjiang in China. We applied methods that take into account the possible endogeneity of the land tenure. The results reveal that the stability of land tenure in the past will not affect the current behavior of farmers for they have a relatively stable expectation of current land tenure and a high degree of trust in the government and its policies. The intergenerational transfer of land tenure is not the key factor that affects farmers’ land conservation, and the relatively long-term duration of land tenure (possibly five years or more) during their careers is more important. Our findings also reveal that non-property factors, such as government intervention (e.g., technology promotion) that alleviates the limited rationality of farmers, cannot be ignored because they played a crucial role in past land improvement when land tenure was less stable.

Lucerne (Medicago sativa) has not been a significant part of the feedbase of the Murray-Dairy Region of Australia. However, under future climate regimes, which are indicating an overall decline in rainfall as well as water available for irrigation of pastures, lucerne is emerging as a potential forage species because of its adaptability, productivity and resilience. A large-scale field experiment was conducted at Tatura, Victoria, Australia, over four years to determine the dry matter (DM) production and nutritive characteristics of lucerne under a range of limiting and non-limiting irrigation management practices. Nine irrigation treatments were imposed that ranged from full irrigation to no irrigation in either a single, or over consecutive, irrigation seasons. Plots were harvested using plant-based criteria over the irrigation season and DM production and nutritive characteristics were determined. DM production generally increased as the total water supply (irrigation plus rainfall plus changes in soil water) increased, with the fully irrigated treatments producing significantly more DM than the treatments where the irrigation water had been restricted. Mean annual DM digestibility concentration was 66% of DM and was not affected by treatment. Similarly, mean crude protein concentration, which was 22% of DM, was also not affected by treatment. There was no consistent effect of restricted irrigation on the neutral detergent fibre concentration of the lucerne plants. These results suggest that in seasons where irrigation is restricted because of limited water supply, the reduction in lucerne productivity is not associated with a penalty in forage nutritive characteristics, with lucerne able to provide sufficient nutrients to form a large proportion of the total diet for a high-producing dairy cow.

Despite the signs of distress and fatigue in Indian agriculture, the use of machines in crop operations has increased manifold in recent times. Proponents of mechanization argue that mechanization saves time and cost, and improves agricultural productivity. The Government of India has also encouraged mechanization through subsiding farm machinery and establishing custom hiring centres. Earlier studies have found significant regional variation in the spread of agricultural mechanization. Cost of cultivation data collected by Commission for Agricultural Costs and Prices (CACP) reveal that although the share of machine labour in the cost of cultivation per hectare has increased, there exist significant differences across crops in the use of mechanical input. Empirical studies in different regions have found a significant presence of the rental market for services of agricultural machinery. However, in recent years there have been very few studies on the patterns of mechanization based on household-level data on ownership and investment in agricultural machinery and implements. Agro-ecological characteristics of a region are said to have a significant impact on the level of mechanization. Ownership of machinery is also significantly influenced by the factors such as size of landholding, access to irrigation and access to institutional credit. The pattern of investment and ownership of machinery has important implications on the profitability of farming. This article uses unit-level data from the All-India Debt and Investment Survey (NSS 70th round 2013) to study the pattern of agricultural mechanization in India based on the ownership of agricultural machinery and implements. Using ownership and expenditure data it studies the questions of recent patterns in agricultural mechanization across agro-ecological regions and land classes.

Water is a key input of agriculture. In the past, the area under cultivation was small and there was less stress on farmers to grow more and more of each crop. Water was considered a free good. The situation has changed since. The increase in cropping intensity has led to a rise in the demand for irrigation water. Water is not a free good any more. The provision of irrigation water to the farmer’s fields is going to be costlier. The Government of Pakistan is spending heavily on the operation and maintenance of the irrigation system yet shortage of funds is a major reason for deferred maintenance, which threatens the operational integrity of the irrigation system [World Bank (1988) and Haq (1995)]. The shortfall in O&M funding was estimated to be more than 24 percent in 1993 [World Bank (1994)]. As poor O&M has direct effect on the productivity of agriculture, indirectly it affects the whole economy [Carruthers (1981)]. The allocation of funds for the increasing O&M costs is becoming a problem for the Government of Pakistan with every successive year. One logical answer to this problem is to increase abiana1 fees from the users of irrigation water supplies. The revenue collected through abiana may be used for O&M purposes, but it has been reported that the revenue collection is far less than the expenditures incurred. Resultantly the gap has been increasing every year [Chaudhry (1989)].

The demand of water by various competing sectors, such as industry, power, drinking and irrigation, is increasing while the supply of available fresh water remains the same. This calls for efficient use of water in all sectors especially irrigation, which consumes the highest amount of water in India. Due to recurrence of drought and flood India suffered from famine, so after the Independence the government has rigorously pursued the construction of irrigation dams to increase agricultural production and meet the increasing demand of food. Construction of dams was given priority than management of irrigation projects. But due to a large gap between irrigation potential created and irrigation potential utilized, there was a paradigm shift in the irrigation sector. As a result, the concept of participatory irrigation management (PIM) was widely spread through seminars, National Water Policies and specific irrigation Command Area Development (CAD) programme. The first National Water Policy in 1987 and the subsequent policies had provisions for involvement of farmers in irrigation management for efficient use of irrigation water. Many states in India implemented PIM Act under the policy. It also applies to the northeastern region (NE region) of India. This region has a traditional irrigation system such as bamboo drip irrigation in Meghalaya, water conservation among the Apatanis of Arunachal Pradesh, zabo system of Nagaland and dong irrigation among the Bodos of Assam which are traditionally managed by the farmers. This article examines the farmers’ participation in irrigation management in the NE region. It attempts to highlight the changes of PIM policies, involvement of farmers or the Water Users’ Associations (WUAs) in irrigation management, constraints and suggest ways to strengthen them for efficient use of irrigation water in the NE region of India.

This paper analyzes the irrigation management transfer (IMT) experience in four middle-income developing countries and explores the links for private sector participation in providing water service and irrigation management. The four countries considered in the analysis are Mexico, Morocco, South Africa and Tunisia. The IMT program was successful where farmers had their water rights established, farms are medium and large scale with good access to markets and the government had a strong political willingness to empower users. The IMT programs that focused mainly on farmers' participation and empowerment through Water User Associations (WUA) have not been very successful. Private sector management has proved a feasible alternative in a number of countries. Experiences from Australia, China, France and Mali show that the private sector can efficiently manage irrigation systems and collect water charges, even in the absence of formal WUAs. Two additional alternatives could be of interest for irrigation schemes; these are management contracts and lease contracts. Another alternative would be to reform public entities and create new models that can ensure efficiency and transparency. The establishment of water rights is key in many cases since it guarantees access to water. The water rights are most effective in improving water use when allocated to farmers rather than to the private/public operator. After the establishment of water rights, farmers will have an incentive to organize in order to obtain better service. The paper also provides an overview of different types of water markets where private operators may play the intermediate role between willing buyers and sellers of water based on information obtained through the management of the network.

This paper reviews Jordan's relatively short experience gained since participatory irrigation management (PIM), was introduced with due consideration of the traditional social and cultural merits. The introduction of PIM was a meaningful partial shift in the paradigm of operation of the Jordan Valley irrigation system that has been undertaken by government agencies since its staged implementation between 1960 and 1988. The Jordan Valley Authority (JVA) of the Ministry of Water and Irrigation, among other responsibilities, is the current government agency in charge of operation and maintenance of the irrigation system. The advantages of the introduced mode of operation, the PIM, especially in an environment of perpetual irrigation water shortage, are presented. The paper further discusses the multi-dimensional facets of PIM expressed by the representation of users’ community and by the level of representation as well as the interaction between the targeted groups and the government and highlights the virtues of “learning while implementing” in which midcourse corrections can be made in order to arrive at a state of equilibrium between the various stakeholders. The adoption of traditional cooperation as a basis for setting up water users associations (WUAs), is presented. The emergence of PIM as a competitor to management contracts adopted in municipal water and wastewater management in Jordan is touched upon and the dynamics of PIM application in the Jordan Valley, including the division of labor between the WUAs and JVA, is described.

This study assessed farmers’ soil and irrigation water management practices, perceptions, and major constraints at Koga, a large-scale irrigation scheme in Ethiopia. Key informant interviews, structured and semi-structured questionnaires, focus group discussions, and field visits were used for data collection. Soil samples were collected for the assessment of soil properties and a comparison with the respondents’ perception of soil-related constraints. A total of 385 respondents were involved in the questionnaire. All of the respondents had a good perception of soil acidity and its management strategies. Respondents’ perception was in line with the mean soil pH, soil texture, infiltration rate, exchangeable acidity, and soil organic carbon obtained from lab analysis and field tests. Soil acidity, unwise use of water, water scarcity, and lack of market linkages hampered the performance of the Koga irrigation scheme. Yet, respondents had a low awareness of irrigation water management. Farmers never used irrigation scheduling, but apply the same amount of water regardless of the crop type. As a result, low yield and water use efficiency were reported. To reduce soil acidity, an adequate lime supply for farmers with hands-on training on how to apply it would be desirable. Farmers should be aware of how to design effective irrigation scheduling and adopt water-saving management strategies.
