Allies or Antagonists? Philanthropic Reformers and Business Reformers in the Progressive Era

In the early twentieth century, amid heightening industrial tensions, many large corporations introduced welfare work to co-opt their employees' loyalties and pacify public anger. Many of the techniques and ideas of what became known as “welfare capitalism” were adapted from charity aid and settlement work. Over time, however, labor relations moved from being identified as a social reform issue—bound up with other issues on which the new profession of social work concentrated—to a business management prerogative. This article argues that professionalization played a significant role in these developments. Philanthropic reformers initially claimed welfare work as part of their professional agenda. However, in the second decade of the century, the social work profession began to narrow its field of operations. As social work's ambivalent claims on the factory and shop floor atrophied, business schools were introducing elements of industrial social work into their new management curriculums. The burgeoning field of professional labor management incorporated welfare work as one of its essential tools.

Social partnership is the most important type of social and labor relations in the modern economy, which is based on the active participation of trade unions in the enterprises management, payroll rate determination, and improvement of its conditions. In addition, in the framework of the conditions of extensive application of digital technologies the employees being outside the premises of the employer’s organization began to perform a significant part of the functions of many organizations, and for a certain category of employees, the possibility of their replacement with intelligent machine systems will become the reality in the near future. The paper shows that one of the optimality criteria for the parameters of the social system is the country’s living standards. The proposed criterion takes into account GDP per capita, the Gini ratio and the crime rate. The paper also shows that in the digital economy one of the main factors of the living standards growth is the application of new scientific results. The specific measures are proposed to create new forms of social and labor relations in the digital economy.

This report seeks to explore the findings of a qualitative research study concerning the motivations behind child welfare work. Child welfare is a major field within the social work profession that demands a great deal of expertise and effort from workers. Professionals employed as case managers within the child welfare field are held accountable for a wide variety of social work roles, often placing these individuals at risk of emotional trauma and high levels of work-related stress. Due to this, workers who remain in the field for extensive periods of time often experience strong sensations of purpose relative to their work. Our study found that child welfare caseworkers were motivated by altruism and a deep desire to improve the lives of their clients.  They were also kept motivated by the successes that came from time to time. While trials seem to be experienced on a regular basis, child welfare caseworkers generally found their work to be a positive presence within the families they serve. Further research is needed to expound upon the findings of this study.

This chapter examines, using a historical approach, two lines of research regarding the Progressive Era in the Unites States. The first approach concerns the relationship between social work and social policy. In the first section, the article describes the main features of and lessons from the involvement of social work pioneers in social work and social reform in the context of the public and social policies process. The second dimension analysed focuses more specifically on the methods and strategies adopted by the Settlement Movement, but also by some Charity Organization Societies’ leaders and other social reformers. Both of these approaches also concern the policy formulation and decision-making processes conceptualised and adopted by social reformers in the Progressive Era.

Despite evidence of widespread increasing interest in the arts as mechanisms for personal and social change, social work is conspicuous for its lack of organized conceptual attention to this area. This article argues that there are four potential perspectives that might be adopted as a means of expanding social work science and professional practice: the arts as adjunct to clinical treatment and healing, the arts as the “work” in social work, the arts as tool for social investment, and the arts as driver of political and ideological commitment. An argument is presented for a new vision of the profession in academic environments in which the arts are defined as one of the fundamental pillars. This might lead to reimagining of scholarship, the reconstruction of social work education, and acceleration of social reform.

Social work literature, research, and practice on disabilities has lagged behind other topical areas dealing with oppressed groups. The social work literature remains “expert focused” and generally fragmented into discussions of specific disabilities or subpopulations. A viable general model that deals with the personal experience of disability is not available. This exploratory study presents a social work literature search and analysis as well as interviews with six individuals with disabilities about their experiences with social workers. Individuals with disabilities assert that they were treated as though they had categorically fewer aspirations, abilities, and perhaps even fundamental rights than did nondisabled people. This study provides a base for follow-up research on models of consumer-focused social work practice in the area of disability.

Supervision practice in social work is understood as the mainstay of the profession. However, various studies have pointed to the inadequacies of supervision to facilitate quality service provision. Previous studies have reflected a general misalignment between the approach to supervision practice and the approach to social work practice as one inadequacy leading to the failure of supervision practice. Although there are numerous supervision models in the profession, some of which are aligned with certain practice approaches, none is directly identifiable with the social development approach, which should be at the core of social work orientation in South Africa. Thus, this article provides a process model of supervision in social work that aims to establish a dialectical relationship between supervision and the social development practice approach. The study was underpinned by Thomas’ research and design process, which was used to design and develop a social work supervision model mirroring a social development approach. The paper concludes with recommendations related to the use of the developed model.

Drastic transformations of the social and labor sphere have led to the emergence of new health risks and sanitary and hygienic problems associated with unreliability of employment. A new socio-economic and psychological phenomenon “precarity” has emerged, which has aff ected the employment conditions of employees, so the description of the phenomenon “precarity” needs to be clarifi ed.The forms of labor employment that diff er from the typical model and worsen the employee’s situation are considered. The criteria based on which non-standard employment is considered unstable are given.Generalized types of unstable employment are identifi ed, the specifi city of which is determined by a combination of two factors: working time and the term of the contract. Unstable working conditions are possible not only in informal employment, but also in legal labor relations. Unreliability and instability of labor has an objective character and is a natural manifestation of the emerging economic and social order. The phenomenon of “precarity of employment” appears as a new determinant of the health of employees. The main feature when referring employment and labor relations to the phenomenon of “precarity” is their unreliability.Specifies the terms used: “precariat”; “precarious work”; precompact; the precariat. An essential characteristic of precarious employment is the violation of social and labor rights and lack of job security. A significant indicator of precarity is underemployment. Precarity induces the potential danger of dismissal of the employee and the resulting stress, psychosomatic disorders and pathological processes in the psyche.Precarious employment and related labor relations have become widespread. Many employees are deprived of social guarantees, including those related to labor safety, payment for holidays and temporary disability, and provision of preventive measures. Th is leads to a violation of the state of well-being, as well as the deterioration of individual and public health.

The more globalised the world becomes, the more important local identities are. The global becomes effective in the local sphere. This phenomenon, called ‘glocalisation’ since the 1990s, poses many challenges to people and to the social structures in which they operate.
