AbstractThe IAU Joint Discussion 16 (JD16) was held in conjunction with the XXVth General Assembly in July, 2003. Papers related to the maintenance of the International Celestial Reference System were presented in the one-day session, and these were followed by discussion that pointed out the need for standard nomenclature. This issue was addressed by the formation of a Division 1 Working Group on the subject. JD16 also pointed out the requirement for a dynamical expression for precession which was addressed by the creation of a Division 1 Working Group on Precession and the Ecliptic. It also showed that although plans are being implemented to provide reference frames for the future, there is a need for improved coordination of astrometric observations. Finally it should be noted that the discussion pointed out the concern for the future organization of IAU Division 1.

This report covers the period from 1 July 1987 to 30 June 1990. The ephemerides that have been published during this period have made use of the system of astronomical constants adopted at the 16th General Assembly of the IAU in Grenoble. At the same time that the use of the FK5 system on the J2000 epoch is increasing and catalogues are becoming available for that system, there is an IAU Working Group on Reference Systems with subgroups on astronomical constants, nutation of the Earth, time and reference frames/origin. The purpose is to define a future reference system and resolve some of the difficulties that occur in the system. It is anticipated that this Working Group will develop recommendations for consideration at the 21st General Assembly of the IAU.

Business ethics in business training: Oratory or the actuality. This article is the culmination of an in-depth literature study. On the one hand an attempt is made to incorporate the views of different authors, while on the other hand an attempt is made to take part in the debate which is initiated by the current renewal of interest in the subject Business Ethics. Within this framework attention is paid to the question of whether business ethics can be taught and if so, to what extent it's influence will be felt. Secondly, an insight into the teaching of business ethics in the future is provided. Within this context the approach to the teaching, the content, the role of the student and the responsibility of the educator in particular are addressed. Opsomming Hierdie artikel is die resultaat van 'n indringende literatuurstudie. Daar word gepoog om enersyds verskillende skrywers se standpunte saam te vat, maar andersyds ook kritiese kommentaar te lower en deel te neem aan die debat wat deur die huidige opiewing in die belangstelling in Bestuursetiek bestaan. Binne die raamwerk sal aandag aan die volgende geskenk word: Die beantwoording van die vraag of Bestuursetiek onderrig kan word en indien wel die trefwydte daarvan. Tweedens 'n toekomsblik op die onderrig van Bestuursetiek. Binne die konteks word die benadering tot die onderrig/ die inhoud en die rol van die student en die verantwoordelikheid van die dosent bekvk.

The article argues for the key strategic line in giftedness development to be the support of a child’s formation as the subject of his/her own life. Therefore the fundamental research tasks are to be the development and testing of the projective giftedness formation models based on subjectivity practices and the subsequent evaluation of the effectiveness of these models. The author analyses available theoretic conceptions of giftedness to propose a general methodological framework opening the subjectivity perspective. The particular focus is on the abilities of philosophic substantialism, on the one hand, and personality oriented anthropologic conceptions, on the other, to solve the problem of giftedness conceived as a phenomenon of subjectivity.

The two years that elapsed since the establishment of Division 1 have been characterised by a large variety of tasks of common interest to the five Commissions forming the Division. This is shown in particular by the activity of the Working Groups on Astronomical Standards (Chairman, T. Fukushima) and on Reference Frames (Chairman, L.V. Morrison) which include members from the five Commisions and were actually Division 1 Working Groups. This is also reflected by the very close relationship that prevailed between Commissions 8 and 24. They actually are preparing an eventual merging between the two commissions by proposing that both commissions have the same Vice-President for the next term (E. Schilbach). Last, but not least, three of the Joint discussions accepted for the Kyoto General Assembly are sponsored by the whole Division, one of its Commissions being the proposer. However, these common actions are only a small fraction of the activity of each Commission as described in their reports.

A recommendation to the Union concerning the construction of certain tables was accepted.A discussion was opened on the subject of collaboration in the study of open clusters. An application to the General Assembly was passed for a recommendation as follows: “That the Union call attention to the important problems connected with the open clusters and determinations of proper motions, radial velocities, magnitudes and spectra along the lines already inaugurated at several observatories.”It was agreed that Dr Mineur should approach the observatories of the Carte du Ciel on the subject of photographing the open clusters for the future determinations of proper motions.

The reference frames are of fundamental importance in all kinds of the precession and nutation studies involving the theory, the coordinate transformation and the observations. The aim of this paper is to review all the frames used in such studies and to lead to a better consistency between them in order that theory and reductions of observations be referred, as close as possible, to the frames to which observables are actually sensitive.The equations of Earth rotation can be expressed either as Euler equations in the Terrestrial Reference System (TRS), or as perturbation theory in the Celestial Reference System (CRS) (Kinoshita 1977). Euler equations are transformed to the CRS in the astronomical approach (Woolard 1953) and solved by the method of variation of the parameters, whereas, in the geophysical approach (Melchior 1971), the solutions, first obtained in the TRS, are transformed to the CRS and then solved by an integration with respect to time.

To speak of the ‘future’ of strategy is to reveal a deep tension in the way we commonly think about the subject. On the one hand we are confronted by revolutionary changes in the geo-political landscape. The transformation of Europe, the fragmentation of the Soviet Union, and the dissolution of the Warsaw Pact, for example, encourage the belief that the Cold War—a term which has been almost synonymous with-strategy for nearly half a century—is now an historical artifact. These events, analyzed so intensively by leaders and commentators, open up significant questions about the future of strategy.


The aim: The research of the influence of profession-oriented syllabus of future primary school teachers with regard to the subject “Occupational safety in the field” on their motivation to prepare for the provision of pupils’ physical activity. Research material: 90 students of the specialty “Primary education” of the Rivne State University of Humanities (gender – female; year – the 5th) have taken part in the research. All the respondents attended classes of “Occupational safety in the field”. Their participation in the study was anonymous and voluntary. The motives to prepare for the provision of pupils’ physical activity were researched. The B. Pashniev’s methodology “The Motives of Educational Activity” was used for diagnostics. Results: Profession-oriented syllabus of “Occupational safety in the field” has resulted in positive changes with regard to the motivation of the future primary school teachers’ preparation to the provision of pupils’ physical activity in the future professional practice. In particular, the motive of obligation and responsibility and the cognitive one have grown stronger; the motive of prestige and the one of orientation on the socially dependent conduct have weakened. Obviously, although not feasibly, the motive of external coercion and avoidance of trouble has weakened as well. Conclusions: Profession-oriented syllabus of the subject “Occupational safety in the field” positively influences the motivation of the future primary school teachers to prepare for the provision of the pupils’ physical activity.

Phenomenological literary criticism has long taken the one-on-one exchange with an other as the model for thinking about the reader-to-text relationship. However, new novels portraying genocides and civil wars are more likely to position readers as witnesses. Drawing on Jean-Luc Marion’s description of the subject as witness as well as works by Kelly Oliver and Jacques Derrida, this article offers a phenomenological description of the reader as witness. As witness, the reader is situated both by the literary text and also by his or her particular embodied and intersubjective relations to the world. Constituted and no longer constituting, the reader/subject as witness finds herself a site in which other’s decisions have already been made, and her responsibility arises from the decisions she makes possible for others in the future.
