In October 2012 the Danish Socialist People's Party chose Annette Vilhelmsen as its leader. With her ascension to power, women simultaneously headed all three of Denmark's governing parties for the first time. Though an exclusively female-led coalition government remains exceptional, in developed democracies the number of female prime ministers and party leaders has grown in recent years. Since 2000, women have governed in Denmark, Germany, Finland, Iceland, New Zealand, and Australia and have commanded coalition partner parties in Austria, Ireland, and Sweden. Just as there are now more female leaders, governments are also nominating more women to cabinets than ever before. Women recently held half of all ministerial posts in Finland, Iceland, Sweden, and Spain. Female ministers are also serving in high-prestige portfolios from which they were traditionally excluded, including finance and foreign affairs.

<p>Sir Keith Holyoake, New Zealand Prime Minister from 1960 to 1972, famously counselled first-term Members of Parliament to ‘breathe through their noses’, suggesting that it was in their best interests to keep their heads down and mouths shut. Perhaps this recommendation is instrumental in the low profile of first-term MPs in New Zealand and the subsequent dearth of information available about these individuals. Within political science, scholarly attention has tended to focus on the ‘power holders’ – senior leaders and those perceived to have the most influence. In New Zealand, this has resulted in a growing field of literature about prime ministers, party leaders, and the few parliamentarians who reach cabinet. This thesis steps back from power holders to shed light on new MPs. It is important to know who new MPs are. Within parliamentary systems MPs often serve long apprenticeships before being promoted to the senior positions of their party and government. Thus MPs who enter parliament today may hold significant influence in the future. However, very little is known about legislators when they enter parliament. Do all Members of Parliament wish to become ministers or prime ministers, or do they have more modest aspirations, such as being the best local MP they possibly can? By understanding the motivations of our neophyte politicians we can better understand the types of people who are likely to become significant political actors in the future. This study aims to understand how and why individuals become MPs and how they adapt to the role once they have been elected. This thesis uses information gained from two rounds of interviews conducted with first-term Members of Parliament during their first nine months in office. Thus this research presents an insight into how MPs view candidate selection and follows them through their first few months in the job as they reconcile their pre-election expectations with the roles expected of MPs. The result is an account of how individuals become MPs and the roles they develop once elected.</p>

The rules and processes that govern and guide how Prime Ministers lose office, and how Prime Ministers take it over, are many, scattered, uncodified, and therefore not easy to access. This is a constitutional lacuna for those who operate the system, and for citizens who wish to understand it. This chapter considers for the first time the arguments for and against reducing all that into a readable, coherent, and authoritative document. The issues that would arise if such a project were to be undertaken are set out. The chapter concludes with a unique draft code on choosing a Prime Minister. It sets out in direct language the rules about the office, the qualifications required, the right to be Prime Minister, a coalition government, deputizing for a Prime Minister, and resignation.

The article brings up an obscure episode in the rivalry of the Orthodox and Melkite communities in Syria in the late 19th century. In order to strengthen their superiority over the Orthodox, the Uniates attempted to seize the church of St. George in Izraa, one of the oldest Christian temples in the region. To the Orthodox community it presented a threat coming from a wealthier enemy backed up by the See of Rome and the French embassy. The only ally the Antioch Patriarchate could lean on for support in the fight for its identity was the Russian Empire, a traditional protector of the Orthodox Arabs in the Middle East. The documents from the Foreign Affairs Archive of the Russian Empire, introduced to the scientific usage for the first time, present a unique opportunity to delve into the history of this conflict involving the higher officials of the Ottoman Empire as well as the Russian embassy in ConstantinopleВ статье рассматривается малоизвестный эпизод соперничества православной и Мелкитской общин в Сирии в конце XIX века. Чтобы укрепить свое превосходство над православными, униаты предприняли попытку захватить церковь Святого Георгия в Израа, один из старейших христианских храмов в регионе. Для православной общины он представлял угрозу, исходящую от более богатого врага, поддерживаемого Римским престолом и французским посольством. Prime ministers dominate, but still lose office. Why? This chapter explores the conundrum that infests debates on the prime ministers’ power and influence. It examines the ambiguous and uncertain institutional environment with its scope for initiatives and choices. It rejects normative notions of what prime ministers should do and illustrates that accusations of excessive power and ambition have been thrown at prime ministers from the very beginning. It identifies the strategy of the book: to compare institutional arrangements in four Westminster systems—Britain, Australia, Canada, and New Zealand—to see how prime ministers have chosen to define their role. It proposes tests for assessing prime ministers and for judging their performance and options.

AbstractThe lichen genus Lecanactis Körb. in Tasmania comprises six species: L. abietina (Ach.) Körb., which is widespread and pan-temperate; L. latispora Egea & Torrente and L. neozelandica Egea & Torrente, both shared with New Zealand and with the former recorded here from the Auckland Islands for the first time; L. mollis (Stirt.) Frisch & Ertz, shared with Victoria and New Zealand; L. aff. dilleniana (Ach.) Körb., a European species recorded provisionally for Tasmania on the basis of several sterile collections; L. scopulicola Kantvilas, which is described here as new to science and apparently a Tasmanian endemic. This new taxon occurs in rocky underhangs and is characterized by a thick, leprose thallus containing schizopeltic acid, and 3-septate ascospores, 19–30 × 4.5–6 μm. Short descriptions and a discussion of distribution and ecology are given for all species. A key for all 11 Australian species of the genus is provided, including L. subfarinosa (C. Knight) Hellb. and L. tibelliana Egea & Torrente, which are recorded for Australia for the first time, and L. platygraphoides (Müll.Arg.) Zahlbr., a first record for New South Wales. Lecanactis spermatospora Egea & Torrente and L. sulphurea Egea & Torrente are also included.

In a series of articles in this Journal, Professor Robert Wilson drew attention to the incorporation of references to international law in United States statutes, a technique designed to allow recourse to international law by the courts in interpreting and implementing those statutes, and, consequently, to help ensure conformity between international and U.S. law. The purpose of this article is to survey the references, direct and indirect, to international law in the 20th-century statutes of two Commonwealth countries in order to see to what extent similar techniques have been adopted. The choice of the United Kingdom and the Commonwealth of Australia as the subjects of this survey is no doubt somewhat arbitrary (although passing reference will be made to the legislation of Canada and New Zealand). But the United Kingdom, a semi-unitary state whose involvement in international relations has been substantial throughout the century, and the Commonwealth of Australia, a federal polity with substantial legislative power over foreign affairs and defense -whose international role has changed markedly since 1901, do provide useful examples of states with constitutional and legislative continuity since 1901, and (as will be seen) considerable legislative involvement in this field.

This paper gives a systematic revision of feather mites of the genera Dubininia Vassilev, 1958 and Cacatualges Dabert, Badek and Skoracki, 2007 (Xolalgidae: Ingrassiinae) associated with parrots (Aves: Psittaciformes) of the Old World. Five new species are described: Cacatualges probosciger sp. n. from Probosciger aterrimus (Gmelin) (Cacatuidae) from New Guinea, Dubininia charmosynae sp. n. from Charmosyna pulchella Gray GR (Psittaculidae) from New Guinea, D. micropsittae sp. n. from Micropsitta pusio pusio (Scaltter) (Psittaculidae) from New Guinea, D. nestori sp. n. from Nestor notabilis Gould (Strigopidae) from New Zealand, and D. pezopori sp. n. from Pezoporus wallicus (Kerr) (Psittaculidae) from Tasmania, Australia. Four previously described species of Dubininia are redescribed based on material from type hosts: D. curta (Trouessart, 1885) from Platycercus elegans (Gmelin) (Psittaculidae), D. lorina (Trouessart, 1885) from Lorius domicella (Linnaeus) (Psittaculidae), D. melopsittaci Atyeo and Gaud, 1987 from Melopsittacus undulatus (Shaw) (Psittaculidae), and D. psittacina (Trouessart, 1885) from Strigops harboptilus Gray GR (Strigopidae) from New Zealand. A new diagnosis for the genus Dubininia is provided. A key to all presently known Dubininia species is provided for the first time.

This monograph focuses on the activities of Russian consuls in Sarajevo, as well as the work of diplomats on the Bosnian-Herzegovinian issue both during the Great Eastern Crisis and before the Annexation Crisis. The Congress of Berlin, held after the Russian-Turkish War of 1877–78, placed the region under the control of the Habsburg Monarchy, but under the sovereignty of the Ottoman Sultan. The book shows that the Russian Military Ministry had a plan to prevent the occupation. One of the research subjects is the Russian-Austrian negotiation on the status of the provinces. The decisions made by the St Petersburg were based on an analysis of the situation in the province — the center for collecting information was the Consulate in Sarajevo, hence the author’s attention to its functioning. The assessment of the Austro-Hungarian modernisation policy in the occupied territory by the Russian Ministry of Foreign Affairs is analysed historiographically for the first time. The study of the ethnographic works by Pavel A. Rovinsky and Aleksei N. Kharuzin made it possible to trace the changes in the life of Bosnian and Herzegovinian inhabitants during the Austro-Hungarian occupation. Thus, the author attempts to demonstrate the connection between the internal development of the region and the decisions about its fate at the international level.

The otocepheid oribatid mite genus Leptotocepheus Balogh, 1961 is recorded in the Australasian region for the first time. The taxonomic status of the genera Leptotocepheus Balogh, 1961 and Longocepheus Balogh & Mahunka,1966 is discussed, resulting in the recognition of Longocepheus as a subgenus (stat. nov.) of Leptotocepheus and the following recombinations: Leptotocepheus (Longocepheus) australis (Balogh & Mahunka, 1966) comb. nov., Leptotocepheus (Longocepheus) globosus (Grobler, 1995) comb. nov., Leptotocepheus (Longocepheus) longus (Balogh, 1961) comb. nov., Leptotocepheus (Longocepheus) youngai (Mahunka, 1984) comb. nov. A new species of Leptotocepheus (Longocepheus) is described from New Zealand, Leptotocepheus (Longocepheus) neozealandicus sp. nov., which differs from other species of the subgenus by the presence of short, slightly developed prodorsal costulae. Revised generic and subgeneric diagnoses, an identification key and distributions for the known taxa of Leptotocepheus are presented.
