RESUMO O presente artigo traz uma reflexão acerca da presença das tecnologias em ambientes educacionais, as políticas públicas envolvidas na inserção desses recursos e o perfil do estudante do século XXI frente a esse cenário.  O perfil discente deste século, inserido na chamada Era Digital e nomeado por Prensky como ‘nativo digital’, é marcado por seus processos interativos constituindo uma nova cibercultura. Surge, dessa forma, uma nova demanda em ambiente escolar, já que renovar as práticas pedagógicas inserindo as novas tecnologias torna-se essencial. O percurso das políticas públicas nacionais e do município de Joinville – Santa Catarina, frente à inserção da tecnologia da informação e comunicação (TIC) nas instituições escolares, vêm se construindo em uma nova realidade para muitas escolas. Este cenário revela que o avanço da TIC e a velocidade das transformações psicossociais e culturais, decorrentes desse avanço, são temas que, cada vez mais, exigem dos sistemas educacionais uma mudança significativa em seus processos.   Palavras-chave: Tecnologia educacional. Políticas públicas.         ABSTRACT The following paper focus on technologies within educational environments, public policies involved in inserting such resources and the 21st century student profile regarding such scenario. The 21st century student profile, within the so-called Digital Era and named by Marc Presnsky as “digital native”, is characterized by its interactive processes, which is the base of a new cyberculture. Thus, there is a new demand regarding school environments since it is essential to renew the pedagogical practices through new technologies. The evolution of national public policies as well as in the city of Joinvile, Brazil, regarding the use of Communication and Information Technology (CIT) within schools, has become a new reality for several of them. Such scenario unveils the advancement of CIT and the speed of social and psychosocial transformations, deriving from such advancement, which are issues that require a significant change in their processes.   Keywords: Educational technology. Public policies.           RESUMEN En este artículo se presenta una reflexión acerca de la presencia de la tecnología en los centros educativos, las políticas públicas que participan en la integración de estos recursos y el estudiante del siglo XXI perfil frente a este escenario. El perfil de los estudiantes de este siglo, se inserta en la era digital llamado y nombrado por Prensky como "nativo digital", está marcada por su proceso interactivo que constituye una nueva cibercultura. Se plantea, por lo tanto, una nueva demanda en el entorno escolar, como renovar las prácticas pedagógicas inserción de las nuevas tecnologías se convierte en esencial. La ruta de las políticas públicas nacionales y el municipio de Joinville - Estado de Santa Catarina, la inserción de la información y la comunicación (TIC) en las escuelas, han sido la construcción de una nueva realidad para muchas escuelas. Este escenario muestra que el avance de las TIC y la velocidad de las transformaciones psicosociales y culturales que resultan de este avance, son temas que requieren cada vez más los sistemas educativos un cambio significativo en sus procesos   Palabras clave: tecnología educativa. In this paper, the authors study the evolution of the demand for new professional profiles and new skills in Emilia-Romagna in the decade 2008- 2017, through the analysis of the SILER database (Mandatory Notifications to the Ministry of Labour). The focus of the analysis is on digital skills. The results, among the few available for Italy, are in line with those offered in the international literature. The proposed methodology provides a measure, built on employment balances, that allows to identify `winners and losers' in a small open economy and is a useful tool to monitor business choices and public policies.

Las nuevas tecnologías se han convertido en un factor esencial para el desarrollo de los países, puesto que su uso conlleva a una serie de impactos positivos tanto a nivel económico y social. Lamentablemente, este sector se ha desarrollado a un ritmo muy lento dentro de la región andina, a consecuencia de falta de políticas públicas orientadas a desarrollar y adoptar nuevas tecnologías, por un lado; y, por el otro, existe una heterogeneidad en términos de políticas orientadas a tal fin. El documento tiene como objetivo establecer propuestas de políticas públicas orientadas a fomentar el uso de la Ciencia, Tecnología e Innovación (CTI) en los países andinos, en aras de alcanzar un desarrollo sostenible e inclusivo en la región. Abstrac New technologies have become an essential factor for the development of countries, since their use leads to a series of positive impacts both at an economic and social level. Unfortunately, this sector has developed at a very slow pace within the Andean region, because of a lack of public policies aimed at developing and adopting new technologies on the one hand; and on the other, there is a heterogeneity in terms of policies oriented to that end. The document aims to establish proposals for public policies aimed at promoting the use of STI in the Andean countries, in order to achieve sustainable and inclusive development in the region. Most comparative studies of public strategies for competitiveness focus on the links between public agencies and industrial sectors. This paper argues that the professions—or knowledge-bearing elites—that animate these organizational links are equally significant. For public policies to promote technological advance, the visions and self-images of knowledge-bearing elites are particularly important. By examining administrative and technical elites in France and Germany in the 1980s, the paper identifies characteristics that enable these elites to implement policy in some cases but not in others. France's “state-created” elites were well positioned to initiate and implement large technology projects, such as digitizing the telecommunications network. By contrast, Germany's state-recognized elites were better positioned to facilitate framework-oriented programs aimed at the diffusion of new technologies throughout industry. The linkages between administrative and technical elites also explain why French policymakers had difficulty adapting policy to changing circumstances over time, whereas German policymakers managed in many cases to learn more from previous policy experiences and to adapt subsequent initiatives accordingly.

This document evaluates the impact of computer use on wages in Colombia in 2018. For this analysis, a Propensity Score Matching model is used to evaluate the impact of the use of learning technologies on the wages and years of education of Colombians, based on the 2018 quality of life survey. The results show that the use of the computer, laptop, tablet, internet, transferred files, Excel and radio for learning have a positive impact on the wages of Colombians. This research allows a better understanding of the technological effects on wages and provides information for the design of public policies in the development of technological skills.

This analysis of “neoliberalism” and its economic and social consequences is presented in six sections. Section I begins by describing the impact of neoliberal public policies on economic growth and inflation, on business profits and business investments, on productivity, on business credit, on unemployment and social inequalities, on social expenditures, and on poverty and family debt. The author shows that, except in the area of business profits and control of inflation, neoliberal policies have not proved superior to those they replaced. Section II deals with unemployment and social polarization in the developed capitalist countries. The author criticizes some of the theories put forward to explain these social problems, such as the introduction of new technologies and globalization of the economy, and suggests that a primary reason for these problems is the implementation of neoliberal policies. Section III challenges the widely held neoliberal perception that the U.S. economy is highly efficient and the E.U. economies are “sclerotic” due to their “excessive” welfare states and “rigid” labor markets. The author shows that the U.S. economy is not so dynamic, nor the E.U. economies so sclerotic. Some developed countries with greater social protection and more regulated labor markets are shown to be more successful than the United States in producing jobs and lowering unemployment. The reasons for the growing polarization in developed capitalist countries, rooted in political rather than economic causes, are discussed in section IV—especially the enormous power of the financial markets and their influence on international agencies and national governments, and the weakness of the labor movements, both nationally and internationally. Section V questions the major theses of globalization. The author shows that rather than globalization of commerce and investments, we are witnessing a regionalization of economic relations stimulated by political considerations. He also analyzes the globalization of capital finance, criticizing the thesis that capital markets are determining public policies. The economic determinism that underlies the globalization position is questioned, uncovering the importance of political explanations for understanding major social problems such as unemployment. Finally, section VI shows that neoliberal public policies on the deregulation of labor markets are creating enormous instability in the labor force, worsening the living conditions of the majority of the populations.

This article presents and reflects upon the results of a survey involving a sample of women who have experienced gender-based violence and who have turned to an institutional centre to tackle their situation. In aiming to move beyond a descriptive treatment, we consider the plurality of user types and their remote use patterns in relation to the resources offered by virtual feminist communities designed to promote increased sociopolitical mobilisation in the fight against violence against women. We will observe the progressive emergence of protest actions organised by Spanish virtual feminist communities, which make use of new technologies to contribute productively to the debate and to political action in innovative organisations and formats. The article discusses how feminist virtual communities are using digital spaces for their work combatting violence against women, and whether this work is apparent to those who experience this violence. Finally, we tackle the implications of this work for online feminist activism in terms of a more interactive and social constructivist model of activism, as well as considering its relationship to institutional-legal discourse and public policies that require women to recognise themselves as victims.

Only recently it became possible to expand scanning electron microscopy to low vacuum and atmospheric pressure through the introduction of several new technologies. In principle, only the specimen is provided with a controlled gaseous environment while the optical microscope column is kept at high vacuum. In the specimen chamber, the gas can generate new interactions with i) the probe electrons, ii) the specimen surface, and iii) the specimen-specific signal electrons. The results of these interactions yield new information about specimen surfaces not accessible to conventional high vacuum SEM. Several microscope types are available differing from each other by the maximum available gas pressure and the types of signals which can be used for investigation of specimen properties.Electrical non-conductors can be easily imaged despite charge accumulations at and beneath their surface. At high gas pressures between 10-2 and 2 torr, gas molecules are ionized in the electrical field between the specimen surface and the surrounding microscope parts through signal electrons and, to a certain extent, probe electrons. The gas provides a stable ion flux for a surface charge equalization if sufficient gas ions are provided.
