In this study, we examine how important juvenile race and other factors are in juvenile commitment classification in the New Jersey Family Court. Data from the Family Court in New Jersey for the year 2010 comprise the population. Given the class imbalance in the dependent variable, we employ balanced random forest (RF). Variable importance plots and an information gain summary are used to assess the role of the juvenile’s race and other variables for classes of the dependent variable. The results from balanced RF indicate that the juvenile’s delinquency history and the offense seriousness make the most important contributions to commitment to juvenile state incarceration. The juvenile’s race makes a very weak contribution to commitment; in fact, when the balanced RF was rerun with the juvenile’s race omitted, the estimated misclassification error slightly dropped for commitments. Balanced RF is an attractive procedure for handling dependent variables with highly imbalanced classes. The juvenile’s adjudication history and offense seriousness emerged as the most important variables to state incarceration. The race of the juvenile was not an important variable with respect to commitment.

It is important to know what the courts can do and cannot do in the area of abused and neglected children. Often the Family Court is listed as an agency. It is not an agency. It is part of the court system. Its operation is circumscribed by the concept of being a real court. For a long time there was a theory that the Family Court or Juvenile Court could be a kind of social work oriented operation, not quite a real court, not truly a social work agency. This concept has been abandoned. The Family Court is a court of record and is in all aspects a court. It is dependent in the action it takes on evidence which must conform to strict rules that are laid down. It is an adversary proceeding. It is not enough to produce a child that looks as if it has been beaten. A judge in the Family Court also has before him the person who may be charged with having beaten the child. That person, be it a parent or guardian, is entitled to counsel, to help in his defense. The adversary process then takes place. Persons bring forth evidence to show that the parent did abuse the child. The parent is enabled under the court system to bring forth before the judge evidence that he or she did not do it. It is then up to the judge to give this evidence due weight and make a decision as to whether or not the allegations have been proven.

This article uses the medium of film to analyze masculinities at the intersection of the regionally specific with the typical: the peripheral factory town with the universalizing panelák, or apartment block. This article addresses how the private spaces in industrial regions achieve new meaning when the role of the factory or public space, idealized in communist propaganda, has undergone a dramatic transformation. After the narratives that made spaces “great” became irrelevant in 1989 and the paneláky and factories lost their metaphorical meanings, they became simply apartment buildings and privately owned worksites. Within these spaces, many working-class men in industrial regions have faced more difficult transitions than women because they, as idealized workers under socialism, were more invested in the system and lost more from its collapse. Through an analysis of common themes in films released roughly fifteen years after the Velvet Revolution, the author asks how these men relate to the panelák, or private space, when excluded from the masculine, public space of the factory. How does the employment situation impact the family unit? What solutions do directors present to these men who find themselves ill-equipped for life in the industrial periphery after the post-1989 transition? This article draws from and contributes to recent work in the field of Czech gender studies and functions as a Czech case study on the relationship between gender and space in the former Eastern Bloc.

(Role of Fisher’s Wife to Increase the Household Income (Case study in the Penjajab Village, Pemangkat Sub District of Sambas))Uncertainty income earned by the head of the family as a fisher push other household members, such as wives and children to work in order to meet the household needs. This study was conducted to determine the role of the fisher’s wife to increasing household incomes in terms of the type of work and the income earned as well as the contribution of such the revenues to increase household income. Study was conducted in 2013 in Penjajab village of Sambas Regency. Survey method was used in this study. The selection of respondents used a purposive sampling. Data were analyzed descriptively. Results showed that most of the fisher’s wife in the Penjajab Villages has a job as a processing fishery products (crackers, dried fish and shrimp paste). Average income of the fisher’s wife is Rp.372.400, - / month. Wife revenue contribution to total household income is equal to 24.04%. Work performed by the wife and the head of the family in the fisher households have the same characteristics, is highly dependent on the season. When the head of the family income increases, the tendency of the fishers wife revenue also increased. This is because the raw material processed fish catch comes from the husband. Increasing the participation of wife and family members in work is one of the current strategic effort to increase the househods revenue. Business development outside of the fisheries sector is very important because the level of income from the fisheries sector is still low and heavily depend on season.
