Child neglect is a phenomenon that often occurs in society which means that adults fail to take responsibility for providing various needs or adequate needs for the child. This can be seen from the needs such as clothing, food, shelter, education to the health of the child himself. This study aims to examine the legal protection of children who are victims of neglect and uncover criminal sanctions against perpetrators of neglect of children. This study uses a normative method considering that there is still a lack of legal norms, with a legislative approach. The data sources used are primary and secondary data obtained through library or recording techniques. After the data is collected, it is then processed descriptively qualitatively. Legal protection for neglected children is a right for every citizen, especially children, which can be divided into preventive and repressive protection. Law Number 35 of 2014, regulates various matters relating to the protection of children about what is prohibited until the sanctions in Article 76B contain that all forms of exploitation such as neglect and involving children in bad or wrong conditions can be subject to the threat of punishment as stated in Article 77B sentenced to imprisonment for 5 years or a fine of up to IDR 100,000,000.

The aim of this study is to determine whether basic housing, financial, and food insecurities in part explain the relationship between childhood neglect and violence as documented in the “cycle of violence” literature. Using a prospective cohort design, neglected children (under the age of 12) with court substantiated histories (1967–1971) in one metropolitan Midwest area and demographically matched non-neglected children were followed into adulthood. Housing, financial, and food insecurities were assessed in 2003–2005 interviews at mean age 41. Official arrest data were used to measure violence ever and from 2003 through 2013. Mediation was tested using probit structural equation modeling. Controlling for age, sex, and race, childhood neglect predicted violent arrests and housing, financial, and food insecurities in middle adulthood. Housing and financial securities predicted violent arrests ever and after 2003, whereas food insecurity only predicted any violent arrest ever. Housing and financial insecurities partially mediated the relationship between childhood neglect and violent criminal behavior. Greater attention and efforts need to focus on providing basic housing, financial, and food support for neglected children to reduce their risk for violent criminal behavior.

Language difficulties are frequently characterized by a significantly lower mean length of utterances (MLU) among children experiencing neglect. More opportunities to experience positive interactions, such as in early childhood education (ECE) settings, could help increase these children’s MLU. This study aims to examine the relationship between the quality of interactions within the group in ECE settings attended by children experiencing neglect and the presence of difficulties based on MLU (MLU-Ds). Eighteen (18) neglected (age = 48.26 months, standard deviation [ SD] = 0.37) and 86 non-neglected children (age = 48.07 months, SD = 0.24) participated in this study. To estimate the prevalence of difficulties, the MLU of all the participants was measured using a language sample. The Classroom Assessment Scoring System Pre-K was used to measure the quality of interactions in ECE settings attended by children experiencing neglect. Behavior Management ( p = .0072, adjusted R2 = .47) and Concept Development ( p = .019, adjusted R2 = .15) are associated with the MLU of neglected children presenting MLU-Ds. Although not statistically significant, the results obtained for the dimension of Regard for Child Perspectives ( p = .090, adjusted R2 = .12) raise relevant trends to examine. This study highlights specific dimensions of quality of interactions that are associated with language skills of children experiencing neglect. It also supports the need to continue studies to have a more comprehensive portrait of this association.
