This paper will provide the school-based speech-language pathologist (SLP) with an overview of the federal requirements for Medicaid, including provider qualifications, “under the direction of” rule, medical necessity, and covered services. Billing, documentation, and reimbursement issues at the state level will be examined. A summary of the findings of the Office of Inspector General audits of state Medicaid plans is included as well as what SLPs need to do in order to ensure that services are delivered appropriately. Emerging trends and advocacy tools will complete the primer on Medicaid services in school settings.

In this article, we describe a process, wraparound planning, for extending educational services to students with emotional and behavioral disorders (EBD) and their families which allows the children to remain in their home communities and schools. A merger of community and school-based wraparound has been established in the La Grange Area Department of Special Education (LADSE) and currently is being implemented in pilot school districts throughout the state of Illinois. Guidelines for implementing school-based wraparound for students with EBD are provided, and implications for the organization of schools to facilitate the wraparound approach are discussed.

This article identifies the apps that are most frequently used in 148 Australian primary schools and categorises them by their stated treatment of identifiable information. Rather than providing a legal analysis, we use this as evidence of Internet governance insofar as it illuminates the influence of the education sector on the behaviour of technology companies. Teachers’ decision-making in the selection of apps is far from uniform, making individual guardian consent an inadequate approach to the protection of children. The failure of consent leads to other legal and self-regulatory approaches through which the state and technology companies together recreate the school’s role as administrator over the conduct and formation of future digital citizens.

The practice of divorce in classical Athens sheds light on relationships which are fundamental to our understanding of Athenian society: between husband and wife, between separate households, and between household and state. The power which informs these relationships, as illuminated by divorce, can be measured not only in juridical terms, but in social and economic terms as well. The main primary sources for the study of divorce in classical Athens are the forensic speeches of the Attic orators. These speeches show that whereas it was easy, legally, to obtain a divorce, it was often complicated in actual practice. Divorce, in fact, was often avoided—even when the state intervened to mandate the dissolution of a marriage—and I argue that the practice of divorce, as opposed to the laws governing it, reveals an unexpected balance of power between the constituents to an Athenian marriage.

Nowadays much attention is paid to testing the preparation of graduates for professional activities. The main assessment procedure is the state final certification. In order to form certification tools, it is relevant to study the experience of testing since the beginning of their introduction into the educational process. The article deals with a detailed analysis of the state final certification of graduates in universities of Russia from the 18th century to the beginning of the XXI century. The author considers the issues of forming the procedure of state final certification, as well as the reasons for changes in the forms and nature of certification tests in different historical periods. At the same time, the purpose of the certification of graduates is substantiated, based on the position of the educational policy of the country at a certain period of time. Special attention is paid to the problem of teacher training at school. Based on the specificity of pedagogical education, the state final certification takes a unique form, different from the one carried out in classical specialties. At the same time, certification tests in pedagogical areas have also undergone changes in the historical process. The analysis allows to see the logic of changes in approaches to the state final certification in different historical periods, as well as to highlight the issues of modern trends in the development and implementation of certification tests.
