Subject. This article examines the issues related to changes in reproduction capacity and heterogeneity of the development of Russian regions. Objectives. The article aims to assess regional differentiation and investigate the main factors influencing the uneven development of the areas. Methods. For the study, we used the methods of comparative and correlation analyses. Results. The article identifies groups of leading and lagging Russian regions and assesses the possibility of convergence of Russian regions according to the analyzed indicators, such as GRP, GRP per capita, and the output of industry. Conclusions. The results obtained can be used when preparing strategic policy documents, spatial development programmes and concepts. The observed heterogeneity suggests that the regions maintain their positions throughout the research period.

The maldistribution of and lack of access to health professionals continues to be a major issue for policymakers at all levels of government. Additionally, the basis by which Health Human Resource (HHR) policy is determined is unclear. Publications found in independent reports, peer-reviewed journals and most importantly, grey literature, can significantly influence or inform major policy decisions for “hot button” HHR issues (1) . We propose a framework that can be used to classify, rank and evaluate HHR policy/planning documents. Our framework creates six major criteria that are used to evaluate policy documents. These criteria are: 1) literature review, 2) source of primary information, 3) nature of recommendations, 4) implementation strategies, 5) credibility of authors and 6) credibility of publisher. Within each category, a score from zero to three (for criteria 1-4) or zero to two (criteria 5-6) is assigned, depending on the caliber of the document. Summing the scores from each section yields a document’s overall score. The intent of this measure is two-fold. Firstly, we want to create a tool that can be widely utilized by policymakers to help inform their decisions. The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

The emergence of dependent contractors challenges the existing institutions regarding social protection and labour regulation. This article aims at identifying the political narratives that explain the emergence of New Forms of Employment (NFE) and dependent contracting along with the policy solutions proposed by the social partners at the EU and international level. By analysing policy documents from the social partners through the lens of a qualitative version of the Narrative Policy Framework (NPF), the authors indentify two distinct narratives – ‘devaluation of work’ and ‘entrepreneurship and flexibility’. The authors show how these rationales lead to various policy solutions and identify oppositions and possible compromise.

Historic gardens are important parts of humanity’s built heritage within the designed landscape, providing many environmental, economic and socio-cultural benefits. Management is a key part of their conservation, perhaps the most difficult because it is costly, must be continual, and requires a skilled workforce. This systematic review looks at the literature addressing historic garden management, with special attention regarding the social, economic and environmental aspects of sustainability. Academic studies on this subject come from many different disciplines, making it both stimulating and fragmented. It is now time to consolidate these interdisciplinary efforts into a clear vision, including a framework of key themes and research methods so as to better coordinate efforts and make the information and innovation generated more accessible to the garden managers “in the trenches”. With this aim, reviewed studies are classified according to 10 criteria: supply or demand orientation; management phase involved; primary sustainability processes addressed; geographic criteria; number of sites covered; policy documents referred to; kind of data collected; study methods employed; possibility of bias specifically regarding historic gardens; garden use. An analysis of these criteria shows that historic garden management literature focuses on describing the gardens themselves, with few studies interested in the people supporting them. Future research should follow recent policy documents’ lead and pay more attention to community value and involvement.

AbstractThe study draws on a relational and intersectional approach to young children’s belonging in Finnish educational settings. Belonging is conceptualized as a multilevel, dynamic, and relationally constructed phenomenon. The aim of the study is to explore how children’s belonging is shaped in the intersections between macro-, meso-, and micro-levels of young children’s education in Finland. The data consist of educational policy documents and ethnographic material generated in educational programs for children aged birth to 8 years. A situational mapping framework is used to analyze and interpret the data across and within systems levels (macro-level; meso-level; and micro-level). The findings show that the landscape in which children’s belonging is shaped and the intersections across and within the levels are characterized by the tensions between similarities and differences, majority and minorities, continuity and change, authority and agency. Language used, practices enacted, and positional power emerge as the (re)sources through which children’s (un)belonging is actively produced.

Drawing on 147 news accounts and five policy documents on the heroin and opioid crisis in Philadelphia, Pennsylvania published between 2016 and 2018, our analysis highlights how media portrayals of opioid users as both tragic victims and public nuisance prompted a schizoid governmental response that draws on rhetorics of treatment and harm reduction to legitimate more punitive interventions. By describing how the state’s quasi-medical responsibilization strategy devolved to fold criminalization into its broader response, we argue the effort to wage a kinder/gentler war on overdose invests in familiar tropes of a recalcitrant drug user class that is a threat to public health. In doing so we provide a basis to critique how drug users are governed in this time of fiscal austerity, resource hoarding, and perpetual, continually evolving drug crises.

Preschool teachers and caregivers have a close working relationship as part of a working team to benefit the children in Swedish preschools. In 2011, a new educational reform was introduced according to which preschools became a school form in their own right within the overall educational system in Sweden. The objective of the policy was to strengthen the profession of preschool teachers by affording them clearer responsibility over the quality of educational practices and curriculum work. It also entailed a division of labour between the preschool teachers and caregivers in the working team. The current study explored how Swedish preschool teachers and caregivers positioned themselves in response to these changes in responsibility. In this qualitative study, data were collected from 17 preschool teachers and caregivers via an open-ended questionnaire. Preschool teachers and caregivers viewed themselves as having equal responsibility in the working team. Specifically, preschool teachers upgraded the competence and position of caregivers while downgrading their own professional competence and position. Caregivers downgraded the profession and position of preschool teachers and upgraded their own competence and position to be equal to that of preschool teachers.
