Farmers have difficulty in developing community forest and their derivative products because they are constrained by funds. So, The Ministry of Environment and Forestry issued a credit program to delay cutting down trees. Loans use trees as collateral for credit. The experimental site is in Kawengen Village Ungaran East Ungaran, Semarang Regency Central Java Province (7˚1021 N 110˚4814 W) at 216 m above sea level. Data is obtained from Lestari farmer grup. Lestari farmer group is a farmer organization that participates in the delayed cutting down trees credit program. The purpose of the study was to find out the implications of implementing credit program to delay cutting down trees for sustainable community forest management. The study indicated that delayed cutting loan is beneficial for farmers and forest suistainability. The result is the delay in cutting trees useful for providing longer opportunities of tree life, thus trees can be functioned ecologically and economically longer. On the other hand, if it fails to pay, there will be fragmentation of community forest land. The ecological and economic functions of trees will also be lost.

This research was conducted in central Java, with secondary data which supported by the primary data from interviewing result with competent party. This research used Adaptive Expectancy Model as its analysis tools, namely, rationalization model which proposed by Nerlove (as in the Econometrics Gujarati book), namely, called as Stock Adjustment Model or Partial Adjustment Model (PAM)The result of this research acquired is for lower education, labor recruitment still can be done to decrease the unemployment level in the province. While for middle educational level, there is obstacle in recruitment of labors, even though; it still can be overcome because of the little relative. Yet, for the higher education, even though, in this analysis concluded that none of independent variable which used has the significant influence toward the dependent variable of unemployment, this is enabled because the higher education tends to search for the job not only in solely Central Java Province, but also they can search for the job in the other province that has leading sector of effort agreeing with that education. The higher education level is, then the lower the influence of burden level will not influence unemployment level either in short or long term is.

Abstract : This paper describes the policy of the implementation of Community-Based Forest Management program (CBFM) in Bulukumba district. CBFM Program consists of policies regarding Forest Villages, Community Forests and Community Plantation Forests. In these schemes, CBFM concept is applied in different region and different case. Research location for this paper is in Bulukumba, the location of the implementation of Community Forest to some Forest Farmers Group. The results found that CBFM scheme, which is the process of power transfer, devolution of forest resources to local users, has its own limitations and possibilities. The program was running well within the context of improvement of tenure security of forest communities, but on the other hand, this scheme does not have the authority to reform the structure of forest land tenure that has already crippled and been confirmed by this CBFM scheme.
