This article explores the interlinkages between the stages of urban development, improvement and “domestic” urbanization. The issue is considered in the context of historical, economic, socio-demographic, environmental and sanitary factors. The work justifies that the study of processes of agglomeration development of urban areas makes it possible to predict the prospects of formation of engineering and transport infrastructures, to identify the most effective and balanced solution in the context of sustainable development of urbanized areas.

Purpose: The purpose of this paper is to find common ground between the theory of crime prevention by means of architecture and environment design and between the theory of sustainable development. The importance of creating a visually and environmentally friendly urban environment is shown as a means of involving people in the urban infrastructure, and, consequently, increasing the safety level.Methodology/approach: The interdisciplinary approach based on knowledge of urban studies, architecture, town planning, criminology and sociology. The analysis of safety of the urban environment and foreign experience. Exploration of approaches and techniques for creating a safe urban environment based on foreign experience. Modern methods include architectural means, planning and environmental design: lighting, gardening, anti-vandal measures, safe building construction.Research findings: The urban development indicates criminogenic and a relatively safe areas. The use of eco-friendly materials and architectural means is aimed at energy conservation and their positive impact on the urban environment as a whole. The identified aspects of the public safety, sustainable development, ecology and architecture include use of local natural materials or composites that can accumulate energy or respond to environmental changes; vandal-resistant materials; landscaping not only as a decoration, but also as a defense against criminal encroachments and en- vironmental improvement; more intensive planting in the urban structure to improve the environment.Practical implications: Multi-storey apartments are more typical for large Russian cities like in South Korea. Due to their high density, such areas do not experience problems with accessibility and developed infrastructure, but control and security are more important. The reconstruction of existing or creation of new objects (building, park or area) consists of the following algorithm: collection of information about the site, analysis of analogs, the implementation of the selected principles, selection of appropriate tools and materials, and postproject research for quality assessment. The discussed examples can help in the building design and reconstruction. The proposed algorithm for assessing the safety of the urban environment can be introduced into the design process.Originality/value: The value of research lies in the comparison of different concepts of safe built environment. A study of the foreign experience in the urban places and living environment. The paper makes an attempt to draw analogies between different types of multi-storey urban development and identifies the greatest criminality of this or that type of development. The paper provides an overview of the latest studies of the urban environment. For the first time, an attempt is made to adapt the principles of decriminalization to the specific features of the Russian cities. The paper suggests the reconstruction algorithm for the urban areas, taking into account the requirements of criminogenic safety, and proposes the principles of decriminalization.

Abstract Decreasing green spaces is a significant concern in today’s compact cities while they provide various dimensions of sustainability; therefore, sustainable development has become the key idea to solve a series of environmental, economic and social problems. Because urban green space can be seen from different distinct disciplinary perspectives, this study reviews theories and material based on multidisciplinary and transdisciplinary approaches. Urban development and renewal should be accompanied by a green vision, to insert more plantable spaces into the urban environment. Therefore, sustainable urban planning, design and management are needed to improve urban greening by innovative and creative strategies.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

The reuse of industrial zones is becoming one of the determinants of sustainable urban development, which ensures the effective use of urban areas, taking into account the principle of their integrated development. However, the modern urbanized environment has serious environmental problems, which limits the active use of the redevelopment tool. The conducted research of the implemented redevelopment projects showed that their main share is accounted for the construction of apartments and housing, multinational complexes, creative spaces and offices. The results of the cluster analysis of the territories of Russia allowed the authors to identify the most promising regions for redevelopment.

The analysis of domestic and foreign sources on the methodology of construction and use of integral indices of quality of the urban environment and sustainable urban development was carried out. It is shown that these indices can be represented as urban-ecological in a broad sense. A method developed by the authors for the formation of a dynamic quality index of the urban environment, which allows the dynamics of the index and its components to evaluate both the quality of the urban environment and the direction of its change, is presented. Using the example of Kirov, the environmental characteristics of the urban environment, taken into account when calculating the index, and the problems of their measurement and presentation are described in detail. The prospects of the developed methodology for solving problems of urban ecological development are shown.

Government inner city policy has failed to solve problems of unemployment, dereliction, homelessness and social stress. The problems and their possible solutions are linked to environmental problems and the need for environmentally sustainable development in urban areas. Government policy on these issues is incoherent, and existing policies under ‘Action for Cities’ will not reverse current trends of environmental degradation.

Increased interest in developing sustainable urban areas has become an important feature in recent urban development studies. In fact, the question of neighbourhood sustainability assessment is a major part of this interest. Accordingly, a number of methods and tools for evaluating sustainable development projects in the urban areas have emerged particularly at district level. However, the urban development in Algeria is far from having achieved a clearly defined frame. This work therefore aims to demonstrate the contribution of sustainability assessment to any development project as well as the importance of the district level as a lever for local sustainable development. For this study, the district of the “Beach” formerly known as “Casino” located Jijel city centre, in Algeria, is chosen as a case study. We will focus on the assessment of its current state in relation to the principles and objectives of sustainable development, through a shared diagnosis of the Heritage, environmental Quality, Diversity, Integration, social Link (HQDIL) method and the INDicators Impact (INDI) model of the High Environmental Quality (HQE2R) approach. Along the same lines, a comparison between its initial state and the proposed development project by the land use plan study was made. The results obtained enabled us to draw up a detailed representation of each indicator on a sustainability scale. This led to deduce the degree of sustainability of the “Beach” district, thus to define the weak points, the strong points and to lead to a reflection on the issues and the action plan to be taken into account during a sustainable intervention on the latter. This work provides an aid to decision-making for researchers and urban actors, in order to orient urban development or renewal projects towards sustainability

Urban encroachment into the peri-urban areas has blurred the borders between urban and rural areas. Thus, the urban growth boundary (UGB) has been used to encourage the sustainable development of cities and improve long-term planning efficiency. Studying the understanding of the UGB concept in ensuring sustainable development in Malaysia would be beneficial. This study aimed to investigate the perception and understanding of the UGB concept and function to achieve sustainable urban development. An online survey was conducted involving 82 experts, which comprised planners from PLANMalaysia and academicians in the field of urban planning. Results indicated that the perception of the UGB score was significantly greater by 1.16 than the normal score of 3, which indicated that the experts agreed that UGB could improve the urban development. The findings also indicated that the existing planning policy and inclusion of UGB had protected agricultural and natural land; however, stricter and tighter borderless development should be conducted.

The article is devoted to the features of urban planning decisions in thesis projects in the context of modern urbanization and sustainable development. The issues of local and global factors interaction in the cities are viewed as the essential prerequisite for sustainable urban environment. The article gives ground of the concept of innovation in urban development, it focuses on the search for optimal solutions to reconcile urban differences and for a better way out of urban conflicts. The article pays attention to the essence of urban innovations as tools and design methods, ensuring the balance of influencing factors and offering urban planning balanced decisions. Given examples of masters theses illustrate the principles of urban planning taken in the author`s workshop.
