The article focuses on the spatial conditions of sustainable urban development. They cannot develop without taking into account its inherent tendencies. Using the example of the Russian Federation, the authors performed an analysis of the spatial factor of urban development. The directions of its influence are established; the zoning in the spatial development of the country is highlighted; the laws and tendencies of the transformation of cities under the influence of changes in the economic space were established. The authors substantiated the need to coordinate the development strategies of Russian cities with the measures of the state regional policy. This will allow taking into account the peculiarities of the regions and territories in which the cities are located. It also shows the need for faster development of transport infrastructure in Russia, which increases the coherence of the economic space of the country, stimulates interregional and intercity (inter-settlement) communications. Concerning the zone of the Russian European Core, recommendations were given on prioritizing measures and tools for sustainable urban development. It has been proposed to take into account in the state and municipal policy the main vectors of spatial development (West - East; North - South; Center -Periphery).

Cities are an important resource for the socio-economic and regional development of the state. Urban development depends on resources, capital, labour force, which mobility from the impact of scientific and technological progress increases all the time. Resources don't belong largely to the concrete place anymore as it was before. That is why cities could think about the possibilities of increase of their attraction and competitiveness at the context of sustainable development. It means that one of the most important goals of the urban development and management is to create such kind of the urban environment which will be in line with the needs and requirements of the city inhabitants, which will be attractive for the foreign investors and tourists, which could compete with other cities. But the most important is that urban environment could give us all an opportunity to be active, participate and enjoy. The world practice shows that the use of the principles and instruments of the marketing for provision of sustainable urban development has positive impact on the socioeconomic and regional development of the state – it improves the investment environment, increases the rate of the economic investments, promotes business and tourism, improves the quality of education, increases welfare and mental development. The necessity of more detailed analysis of the importance of place marketing for sustainable urban development determines actuality of this research.

In this chapter, options for smart urban transportation infrastructure development and the technological means for achieving broader goals of sustainable communities and urban development are explored.


Today, physical growth and spatial development without urban plans are inevitable due to population growth and increasing migration, which in some cities has caused the city sprawl and disrupt the city and degrade its environment. Therefore, it recognizes the spatial and physical development of the city as well as presents a pattern It is considered as one of the most important issues facing urban planners for the future of metropolitan cities, in order to guide it towards sustainable urban development. A model that identifies the directions of physical extension of the city, land use, physical form, and spatial distribution of activities in order to minimize damage to agricultural and environmental land around the city. Shiraz city has experienced five different structure along its life.the existence of different structures in Shiraz caused the observation of multiple patterns of development in it. Accordingly, the purpose of this research is to identify, analyze and organize the spatial development pattern of the city of Shiraz. The research methodology is applied based on its nature, descriptive-analytical, and in terms of its purpose. The data and information needed to conduct the research was collected through library studies and field operations, and then the obtained data were analyzed based on Shannon and Heldren entropy models. Surveying the results of this work shows that in the period of 1385-95, 59% of its growth has been due to population growth and the remaining 41%, due to horizontal and sprawl growth, which has resulted in decrease in grass population concentration and increase in gross capitation of town land. So, in order to prevent inefficient use of urban lands and reduce the costs of creating infrastructure and facilities and urban amenities and achieving sustainable urban development, the proposed model for physical development of the city of Shiraz is a compact city model, which, given the existing capacities and potentials, It can be used in the city.

The article discusses the problems of spatial development of modern Russia: the growth of interregional inequality, the increase of center-periphery differences and the disintegration of the economic space. It is argued that the key component of the government spatial policy should be institutional support for the synergy of interregional interaction. The necessary practical steps are justified: the priority development of the network of modern transport infrastructure; support for projects of interregional cooperation and initiatives aimed at creating high-tech products within the interaction of technologically complementary companies; the creation of economic macro-regions; reorientation of the budget system from inter-budget transfers to stimulating regional development.

The article analyzes the results of the state policy implementation withing the formation and development of the Soviet judicial system on the example of Smolensk Governoral Court. The authors set the goal, based on the analysis of sources not introduced into a wide scientific circulation, primarily stored at the State Archive of the Smolensk Region to restore the history of the creation and operation of justice institutions in the Smolensk region in the 1918s–1923s. The source base of the study was composed of documents stored at Smolensk State Regional Archive, materials on the history of the judiciary, statistical materials of the period under the study, documents on the history of the party-state bodies of the Smolensk region. The article studies current office documentation of both the higher and regional state bodies (Workers 'and Peasants' Government, People's Commissariat of Justice, Smolensk Governoral Executive Committee) and local authorities (Smolensk Council of Working People's Deputies, Executive Committee of Smolensk Governoral Council of Workers, Peasants' and Red Army Deputies), as well as Smolensk Governoral Court. The authors analyze the Soviet experience in the formation and development of judicial bodies under specific historical conditions; they consider transformations in the judicial system of the Smolensk Governorate in the 1917s–1922s, as well as the formation of Smolensk Governoral Court. The article studies legal foundations of the Soviet judicial system formation, characterizes processes of creating a judicial apparatus in the first years of Soviet power and analyzes activities of Smolensk Governoral Court during its formation. The authors reveal the essence, degree of efficiency, concrete results, political and socio-economic consequences, positive and negative lessons from the Soviet judicial system existed in Russia. The authors assume that the development of new legislation system in the 1920s was caused by the need to reform legal sources as the main means of socialism building. The authors conclude that the transformation of the Soviet judicial system completed the transition from the principle of «revolutionary expediency» to the principle of «revolutionary legality».

The presented study addresses the problems of development of small and medium towns in Russia. Aim. The study aims to examine a town as a socio-economic environment where its residents exist and as the fundamental factor for the development of society.Tasks. The authors identify key problems in the development of small and medium Russian towns, which interferes with the historical appearance and has a negative impact on the living environment.Methods. Problems in the development of small and medium towns in Russia are examined using theoretical methods: systematic approach, statistical analysis, social and philosophical analysis.Results. The study identifies the main negative effects of the existing model of development of small and medium Russian towns, such as destruction of their historical and cultural appearance, distortion of the overall architectural motif, increased load on communications, and congestion of the transport infrastructure.Conclusions. At the current stage, efficient development of small and medium towns in Russia is impossible within the framework of the existing infill development. This chaotic process cannot be stopped without a new conceptual approach and changes in the legislative and normative framework of urban development. The only factor that determines the boundaries of the existing approach to urban development is the lack of physical space for new buildings in urban areas. The authors formulate proposals that would help to solve the problems of development of small and medium towns in Russia.

Rapidly changing framework conditions for city development such as globalization, demographic trends, deindustrialization, technological developments or the increasing urbanization as well as the economic, social and political changes are profound and change our urban life. This leads, that the cities of tomorrow will differ essentially from today´s city principles. Therefore innovative, strategically wise and quick action becomes a criterion for success. Here, more than ever, local conditions and requirements must be taken into account as well as global framework conditions. The responsible parties have to set the course so that the “City” remains competitive and sustainable in the future. Therefore, innovation processes and sustainable strategies for dealing with the diverse and complex agendas of a city in dialogue with those who are responsible for it must be initiated and management systems established so that new things can develop continuously and systematically. This work illustrates how the boundaries created to manage and market future liveable and sustainable city destinations are the root of the practical and academic problems that trouble city management these days.  This paper aims to develop the new integrated Smart Urban Profiling and Management model, which presents a new integrated approach for city marketing as an instrument of sustainable urban development. In this way, comprehensive research was conducted to evaluate if the holistic city marketing concept that integrates elements of smart city strategies and adaptive management is a more suitable instrument and integrative process than conventional city marketing in order to improve the sustainable urban development. Therefore, in this work, the designed “Smart Urban Profiling and Management model” for city management introduces an alternative and holistic perspective that allows transcending past boundaries and thus getting closer to the real complexities of managing city development in dynamic systems. The results offer the opportunity to recognize the city and consequently allow to developing successful strategies and implementation measures. This study targets to contribute to this endeavor in order to produce new impulses and incitements in the city management field and shall provide a fresh impetus for a new understanding of city marketing as the initiator of development processes, mobilization and moderator in concerning communication and participation processes. This paper is written from a perspective addressing those responsible for the city- management, city- & urban marketing and development.
