This article covers the problem of rational use of land taking into account the economic and environmental aspects, aiming to eliminate any irrational use of land plots in the future. For this reason, it specifies the parameters characterizing the components of a rational land use concept, namely, its compliance with the intended use, sustainable soil fertility and environmental situation. The achievement of rationalization often contradicts the basic objectives of the concept of territorial development. To avoid such contradictions, the authors disclose the principles of rational land use. As of today, the concept of rational land use covers aspects in various spheres, such as ecology, economics, sociology, and, besides, affects environmental measures. Land resources management refers not only to the use of land resources, when natural and economic conditions and properties of the territory are the most fully taken into account, the fundamental socio-economic interests of the society are ensured, high efficiency of production and other activities is achieved, and the productive and other soil properties are recovered and ensured, but also to the possibility of using land by legitimate land users.

The article is devoted to improving the efficiency of management of regional and municipal property objects. In recent years, the problem of the presence, identification and use of ownerless property has become one of the key issues in the rational use of property. The analysis of data on the redistribution of property between the Russian Federation and the Udmurt Republic, between the Udmurt Republic and municipalities has been carried out. One of the topical directions of the modern management system is the work on identifying ownerless objects, registering them and involving them in the economic turnover. It is formulated that the most often ownerless objects are municipal infrastructure. According to the results of the analysis, the number of unused real estate objects in the territory of the Udmurt Republic is growing. The authors propose a mechanism for involving ownerless real estate objects in economic turnover as one of the tools for rational use of property and a source of budget replenishment. A justified example of the result of the use of an ownerless object is given. Within the framework of the Concept of property and land resources management in the Udmurt Republic for the period up to 2030 the authors have proposed an action to solve the problem of the use of a real estate object in the territory of Izhevsk. The expected effect will be preservation of the intended use of the object, reducing the burden on the budget, creating additional places for pre-school children. The conclusion is formulated about the advantages of the concession and the need to conclude concession agreements in order to use the property more efficiently, as well as to solve the problem of ownerless objects.

Introduction. Under decentralization, there is a gradual transfer of powers and resources to local governments. In this case, one of the most urgent problem for rural areas, is the organization of rational land management from the position of financial support improving through the disposing of lands, and using available lands for community needs. Methods. General and special methods – monographic and abstract-logical, methods of generalization, comparison and analysis have been applied for data processing. Results. During the decentralization reform, it was found that 488 rural united territorial communities were formed, covering almost half the area of all UTCs created. In addition, nearly 800 village councils joint to the city-based UTCs. The ways of the redistribution of powers on the UTC land resources management are established at the expense of acquiring their own powers, obtaining delegated ones, as well as acquiring the rights of other institutions. Emphasis is placed on the benefits of managing land resources of rural communities at the local level. It has been determined that the applicable law restrict communal land use of UTC. At the same time, the importance of agricultural land outside the settlement transfer to the disposal of communities is emphasized. The importance of the land payment in the structure of local budget revenues is analyzed in detail, the key problems and contradictions that accompany the process of land management powers reallocation are identified. Suggestions are made to improve the rural communities land resources management through their inventory, accounting and monitoring, revision of rental rates for communal property, strengthening control over compliance with the terms of land use agreements, use of free lands in the interests of communities. Discussion. Further studies in this area are going to be aimed at developing a comprehensive mechanism for ensuring effective management of land resources in rural areas after the completion of decentralization. This article analyzes the main problems of implementation of the program "Digital Agriculture". The role of modern land administration in realization of the tasks of effective land resources management is shown. The possibilities of modern departmental information systems in solving issues of geoinformation support of AIC are considered. New approaches and digital technologies of land administration providing substantial (to 30%) are Proposed Improvement of land use efficiency. The necessity of preparation of new personnel support of the branch in the conditions of digitization is noted.


The concept of land management and rational land use is defined. The influence of digitization on the state administration of rational use of agricultural land is investigated. The analysis of the development of electronic administrative services in the field of land relations of Ukraine on the principle of its extraterritoriality is carried out. Modern ways of counteracting irrational conduct of agrarian activity on the state level have been revealed. Methods of stimulating responsible use of land resources by agricultural producers are investigated. The problems of environmental management at the level of economic entities are explored that mainly covers the principles, peculiarities of positioning and the importance of prudent use of agricultural land. The necessity of fixing the principles of stimulating the process of efficient and environmentally friendly land use in the agricultural sphere on the state level is substantiated. As a new high-technology with large amount of information, strong temporal resolution, high efficiency and low cost, remote sensing provided a useful tool for related researches of land use and land cover in different spatial and temporal scales. Firstly, concepts and characteristics of the remote sensing technology were introduced. Secondly, its applications were elaborated in land use and land cover such as land resources survey, land resources change monitoring, land use evaluation, overall planning of land use and land consolidation aspects. At last, future application trends and several aspects noticed were pointed out.

Agrarian zoning is a zoning of the land in the agricultural sector of the economy, based on climatic, economic and environmental indicators, includes homogeneous land with appropriate production potential, the level of ecological and anthropogenic load, characterized by a certain ratio of the land, type of agricultural production and agricultural specialization, the level of labor efficiency and allows to determine the public administration with the potential of production activities of agricultural enterprises. Agrarian zones have been formed on the territory of Sumy and Kharkiv regions. According to the affiliation of the enterprise to the agricultural zone the agricultural enterprise is provided with information on zoned crops and types of crop rotations that are most suitable for growing on its territory, implementation of technological measures for land use and protection, the level of impact of these measures on productivity and efficiency of land use. Ecological zoning provides restrictions on the cultivation of certain crops on the territory of the agricultural enterprise, taking into account its local characteristics and the optimal ratio of crops in crop rotations. Such economic indicators in the organization of the economy as specialization, concentration and integration of production with skillful application will help increase the efficiency of land use of agricultural producers. Socio-economic classification features of agricultural zoning will determine the level of employment and integration of labor by raising the qualification level of the population by sending them to study at the expense of enterprises in connection with the need to provide qualified personnel. The result is the investigation of scientific and methodological provision and the necessity to introduce a zonal approach of land resources management at agricultural enterprises. Component structure of agrarian zoning as branch land zoning in the agrarian sector of the economy for the purpose of administrative actions improvement as to competitive agricultural commodity producer formation was distinguished and revealed.

The article substantiates the need to apply new, modern methods of assessing the level of rational use of land resources. The list of legal, methodological and technical solutions used for the organization of rational land use is given. The scheme of information model of territory development is proposed. The scheme contains infrastructure and economic mechanisms for developing a strategy for economic use of land resources. A list of criteria for evaluating the rational use of land resources was developed. The content of each criterion is shown. The influence of the level of land use rationality on the cadastral value of real estate objects is shown. The concept of «sustainable cadastral value» of real estate objects is considered. This term defines the overall efficiency of land use and the level of socio-economic activity of the population.

Abstract Some Aboriginal, conservationist, mining and urban people are placing pressures on politicians and administrators to alter the nature and extent of land use in northern Australia. This paper identu3es some of the legislative and administrative changes which could arise from these and future pressures. Consideration is given to pastoralists' political strength, the growth of the mining and tourist industries, possible changes in the position of Aboriginals and possible changes in the grazing rights of pastoralists. It is suggested that in the future more people will attempt to influence the way pastoral lands are used and that increased demands for the more conservative land use practices and livestock management techniques will constrain pastoralists' activities.
