The paper discusses the main prerequisites for the development of parking lots. The main problems are estimated, the solution of which is the construction of multi-level intercept parking lots. The urgency of the problem is associated with the increasing gas pollution in the city, an increase in the number of accidents, a decrease in the speed of delivery of goods and the availability of parking spaces in the city center. The parking lot is considered, which provides its functions all year round regardless of weather conditions. At the same time, design solutions and materials were selected to minimize financial costs. The use of steel as the main material for supporting structures makes it possible to reduce the cost of construction. Structural columns, vertical ties and beams are made from it. Floor slabs should be made of reinforced concrete on fixed formwork from galvanized corrugated sheet of various grades. When using sheets with a high corrugation, it is possible to create a ceiling without secondary beams. Staircases, stairways and elevator shafts should also be made from reinforced concrete or from concrete blocks in order to achieve the required fire resistance limit corresponding to that required for parking lot. The appearance of the multi-level intercept parking lot meets modern aesthetic requirements and also has a positive effect on the minds of motorists, appearing as part of a comfortable living environment.

Parking difficulty is being a highlighted problem in nowadays' cities. As a reality of planning of parking lots in Chinese cities are later than other countries, and also parking lot planning are based on city blueprint and needs of parking places, as well as limit of making parking lot plan, we can make a model on planning and choosing parking lot fields to find the most suitable scheme. Thus it can bring the greatest benefit to the whole area in the city, and also make a reference to planning of the parking lot construction in area.

Transportation science and integrated logistics of passengers in the cities provide a detailed study of the movements both on entry to the urban areas than within them. Parking lots are, very often, places of exchange between the motorized and the pedestrian or cycling mode, or between individual and collective motorized modes. As the modern urban civilization is known by its impetuous car parking expansion it becomes essential to design the parking lots bearing in mind the needs of those who will really use them and not referring to the political lobbies in the city administration. The study of parking lot in terms of business and financial design, planning and management after the construction needs is a more accurate determination of the experimental parameters, which enable choice of the model to minimize the uncertainty of the data that will define the revenues according to the Project Financing procedures.

In recent years, it has been observed that it becomes time-consuming and cumbersome job to find a vacant parking lot, especially in urban areas. Thus, it makes difficult for potential visitors or customers to search a vacant space for parking their vehicles and keeps on revolving round the parking area which not only increases frustration level but also wastes time and energy. In order to get an optimal parking lot immediately, there is a requirement of an efficient car-park routing systems. Current systems detecting vacant parking lots are either based on very expensive sensor based technology; or based on video based technologies which do not consider various weather conditions like sunny, cloudy and rainy weather. In the proposed work, a hybrid model is designed for detecting outdoor parking which detects the empty spaces available in the parking lots and the spaces/ slots getting vacant in the real-time scenario. This model is based on training, validating and testing the images (dataset) collected from various heights and angles of different parking areas stored in the repository. In this research, more advanced feature extractors and machine learning algorithms are evaluated in order to find the vacant parking lots in the outdoor park-ing areas.

In this research the best cost and time are identified to implement a multi-level car park. The aim of this research is to develop a time frame model, including time and cost analysis, and to find optimal alternatives for a multi-level garage project during the planning phase. The proposed model has been developed using Solver program in Excel built for combining cost and time calculations by adopting the Project Management Software (MS-Project) to facilitate optimal solution access. In future the same project can be implemented at the lowest possible cost. This research concluded that it is possible to obtain the optimal solution after analyzing the alternatives using the Solver program and then taking the results of the optimization process to perform the improvement of the timeline. The research highlights the factors such as: the estimated cost, the planned time and the alternatives available for optimum performance aimed at finding optimal solutions and thus enhancing overall performance. The research was applied to the case study of one of the projects implemented within the city and found that the results are consistent with the research objective. According application of the model, the solution shows it will reduce cost and time to about 190292 $ and 91day from the cost and time of actual project.

AbstractThis article explores the understudied issue of urban problems in pre-modern China and examines the responses to the negative impact of urban development on life in the populous city of Kaifeng in the Northern Song (960–1127). Although writers, painters, and historians have portrayed the capital city's splendor for centuries, various urban problems emerged as medieval China became a more urbanized society. This article investigates Ouyang Xiu's (1007–1072) accounts of how extreme weather conditions adversely affected the lives of Kaifeng residents. These experiences, which he discussed in letters and poems, are associated with longer trends that result in climatic anomalies and disasters in the city. Ouyang Xiu also complained about living costs and medical services in Kaifeng. These reflect the difficulties in maintaining good urban provisions and services in a city of this scale.

This article is devoted to the study of the most urgent problem of large megacities such as acute shortage of free areas and an acute shortage of parking spaces. Modern methods of solving this problem are considered, foreign experience is learned and practical examples of mechanized multi-level parking in different countries. Currently, most of the residential property, as well as hotels and business centers are being built with standard parking spaces. During the operation of such parking lots, the developer understands that the number of parking spaces provided is significantly less than the number of cars that want to leave their car in the parking lot. The shortage of free parking spaces and parking spaces for parking lots significantly increases the importance of building and arranging multi-level parking lots. The system of high-altitude automatic parking lots offers a serious alternative to the generally accepted ideas about parking of vehicles.

In the article various variants of the decision of such acute problem, as shortage of parking places in system of a city infrastructure are considered. The necessity and expediency of constructing high-speed mechanized car parks for cars is caused by the acute problem of temporary and permanent storage of vehicles in the conditions of large cities, in places of intensive human flows such as the central part of the city, supermarkets, railway stations, shopping centers, as well as business centers and residential sector cities. To date, most of the real estate (residential buildings, hotels, offices, shopping and entertainment and multifunctional centers) are built with standard parking spaces. During the operation of such standard parking lots, the developer understands that the number of cars exceeds the number of parking spaces provided in the parking lot. The shortage of parking spaces and free parking areas significantly increases the importance of the construction and arrangement of multi-level parking lots. The system of high-altitude automatic parking lots offers a serious alternative to the generally accepted ideas about parking of vehicles [1].

Nowadays, the problem of parking guidance information (PGI) is one of the great challenges of smart cities. Sensor networks have been traditionally used, but they sometimes constitute a high administrative cost. For this reason, this paper presents social parking, a system that is based on the citizens as sensors paradigm, where data are collected by users and are processed using data mining techniques. Moreover, an ontology is used to enable the standardization of information. This way, social parking is compatible with the FIWARE platform. A forecast algorithm was also designed and verified to estimate the number of free parking spots inside a parking lot. With this aim, we used public parking data from eight parking lots in the city of Zaragoza. Client applications allowed testing of all the functions of the parking system. These tests were carried out in three experimental parking lots in the city of Málaga.

Currently, prefabricated reinforced concrete structures are widely used for the construction of buildings of various functional purposes. In this regard, has been developed SP 356.1325800.2017 "Frame Reinforced Concrete Prefabricated Structures of Multi-Storey Buildings. Design Rules", which establishes requirements for the calculation and design of precast reinforced concrete structures of frame buildings of heavy, fine-grained and lightweight structural concrete for buildings with a height of not more than 75 m. The structure of the set of rules consists of eight sections and one annex. The document reviewed covers the design of multi-story framed beam structural systems, the elements of which are connected in a spatial system with rigid (partially compliant) or hinged joints and concreting of the joints between the surfaces of the abutting precast elements. The classification of structural schemes of building frames, which according to the method of accommodation of horizontal loads are divided into bracing, rigid frame bracing and framework, is presented. The list of structural elements, such as foundations, columns, crossbars, ribbed and hollow floor slabs and coatings, stiffness elements and external enclosing structures is given; detailed instructions for their design are provided. The scope of the developed set of rules includes all natural and climatic zones of the Russian Federation, except seismic areas with 7 or more points, as well as permafrost zones.
