Skadar Lake, located in Montenegro, is a valuable natural resource that combines a favorable climate, unique flora and fauna, as well as numerous cultural and historical monuments. For the sustainable development of the Skadar Lake, a new system of natural and human resources management is needed that corresponds to the cluster approach. An analysis determined the main components of tourist and recreational clusters necessary for the transition from the development of single territories with a tourist potential to the sustainable development of the whole territory of the Skadar Lake, creating a synergistic effect. The possibility of creating tourist and recreational clusters on the territory of the Skadar Lake in Montenegro, is considered as a system integrated into the national and local framework of strategic planning, increasing the viability of tourism and having a multiplier effect on it as well as related services. The analysis confirmed the need for a strategic and systematic approach in the sustainable development of Skadar Lake, and also emphasized the relevance of the cluster approach in the tourism development. Skadar Lake should be considered as a whole region and unique system of tourist and recreational cluster in order to create an efficient and flexible structure, which, within the framework of ecotourism and in accordance with the principles of sustainable development, will benefit both nature and visitors.

Lake Skadar in Montenegro is a unique natural resource that combines a favorable climate, good geographical position, diverse flora and fauna, numerous cultural and historical monuments located throughout the basin. This valuable natural resource is a new and undeveloped tourist niche in Montenegro. It requires a special approach, taking into account the socio-cultural environment and the principles of sustainable development. The cluster approach is one of the outstanding ways of organizing and structuring in tourism. Consequently, the possibility of creating tourist and recreational clusters on the territory of the Lake Skadar reserve in Montenegro is considered as a new multicomponent structure integrated into the national and local strategic planning frameworks, increasing the viability of tourism activities and providing a synergistic effect on tourism and related services. An analysis is carried out to determine the main components of tourist and recreational clusters necessary for the transition from the development of individual territories with a tourist potential to the sustainable development of the territory of Lake Skadar, creating a synergistic effect. The analysis confirmed the need for a strategic and systematic approach in the sustainable development of Lake Skadar and the use of its potentials, as well as the relevance of the cluster approach in the development of recreation and travel. Also, the study carried out confirmed that the lake should be considered as a whole and that tourism and recreation clusters represent the most efficient and flexible structures that will benefit both nature and the visitor.

In the article the sustainable development as the alternative concept of further transformation of the economic system in general and an enterprise in particular is considered. The concept of the sustainable development cycle of enterprise was improved by the authors; they specified the important role of human resources management in this cycle. The paper emphasizes the need to focus the human resources management not only on the operational activities’ results, but also on increasing the employees’ personal competitiveness and intensifying collaboration and mutual support to form a corporate knowledge due to developing corporate universities and E-learning systems aimed at continuous sustainable development of human resources. A significant attention in the concept of an enterprise sustainable development is paid to creation an effective human capital management strategy. This strategy should be focused on decomposition of the objectives in sustainable development, building a favourable organizational culture, developing business models that are based on effective communication with consumers, selecting the state-of-the-art forms of business organization and doing business; this is including, but not limiting, to those that have emerged in the field of social business, which allow to move towards implementation of the main objectives of sustainable development.

This article describes on the one hand statistical methods for assessing informal employment based on the requirements as set by international standards. On the other hand it describes the potential of integrating various data sources to generate informal employment statistics. With as example official statistics of the Russian Federation, the authors show the features of applying the requirements of international standards. Methods are proposed for assessing informal employment in the formal sector of the economy, i.e. in enterprises that submit employment reports to the National Statistical Office. This phenomenon appears in the employment situation of many countries. However, there is no uniformity between countries in how they evaluate the application of the international standards in such assessment exercises. A theoretical model of informal employment is developed and validated based on statistical data published by international organizations. The validation focuses on assessing the causal relationships between informal employment indicators and the main components of the sustainable development goals. This analysis contributes to coordinated decisions on regulating informal employment and ensuring the achievement of the Sustainable Development Goals (SDGs).

Despite the ‘immense’ water resources available, Nepal has not been able to transform this abundance of water resources into desired economic growth and societal welfare. This paper attempts to analyze the reasons for such incessant challenges that loom over water resources development in Nepal. This paper finds that it is not the resource that limits the development of water resources, but the approaches and wishes that are framed on the foundation of persistent myths. In this article, the author examines the reasons for social stratification of the country’s regions and singles out the difficult socio-economic situation of the majority of single-industry municipalities in Russia as one of the main ones. The aim of the study is to analyze the efficiency of use of human resources in the country as a whole, as well as the current state of single-industry towns and create a step-by-step plan for their modernization and restructuring as a necessary vector for sustainable economic development. The article emphasizes the need to integrate efforts on the part of the state, society and business in solving social problems in certain territories. The study was carried out using the following methods: observation, modeling, method of scientific abstraction, analysis and synthesis. The study result was development of a universal step-by-step plan for development of single-industry municipalities, substantiation of the possibility of its application as one of the factors for the effective use of human resources in a particular territory.

The mechanism of recreational areas management is improved in this article based on the sustainable development, which means the interaction of components that in their dialectical unity provide a synergistic effect of their rational use and protection. The purpose of article is to generalize and develop scientific and methodological bases and practical recommendations for substantiating the innovative aspects of the use of recreational resources in the context of sustainable development. Sustainable use of lands of recreational potential is focused on the following components of the mechanism, including legislative and regulatory support, mapping of territories, land management, maintaining the state cadaster of territories and objects of recreational use. Using the main approaches to the concept of sustainable development in practice is aimed at determining the effectiveness of recreational activities. Attention is focused on the method of determining the main economic indicators of the use of recreational areas. It is determined that the main components of the land management project are territorial planning of recreational areas, organization of recreational areas, system of measures for protection and restoration of recreational resources and project effectiveness.

The water community should do more to get outside its safety zone and work with all water-related sectors. The SDG 6 IWRM Support Programme is assisting countries to use water as a connector between their SDG targets.

. Community smallholder forests in various places in Indonesia have different characteristics that depend on many factors that cause the development of community smallholder forests. This study aims to determine the characteristics of community smallholder forest management, the components and the interrelationships between the components that constructed the community smallholder forest system. The study was conducted at Semoyo Village, Gunungkidul Regency. Data were collected by interviewing seventy-two respondents who were purposively chosen, then tabulated and analyzed in a descriptive qualitative manner. Diameter of tree measurements on the respondent's forest land are carried out by census. In the next stage, the construction of the community smallholder forest system is carried out in a causal loop diagram based on the management characteristics found. The results show that the community smallholder forest system is composed of the main components of cultivated land, plant resources, human resources, management activities, and the purpose of managing forests. The component of land resources and human resources determines the agroforestry planting patterns chosen. The activity components, which are planting, maintaining, and cutting, have a positive loop and form different stand structures in different agroforestry planting patterns
