In this article, the author examines the reasons for social stratification of the country’s regions and singles out the difficult socio-economic situation of the majority of single-industry municipalities in Russia as one of the main ones. The aim of the study is to analyze the efficiency of use of human resources in the country as a whole, as well as the current state of single-industry towns and create a step-by-step plan for their modernization and restructuring as a necessary vector for sustainable economic development. The article emphasizes the need to integrate efforts on the part of the state, society and business in solving social problems in certain territories. The study was carried out using the following methods: observation, modeling, method of scientific abstraction, analysis and synthesis. The study result was development of a universal step-by-step plan for development of single-industry municipalities, substantiation of the possibility of its application as one of the factors for the effective use of human resources in a particular territory.

Abstract Bratton & Gold (2000) stated that socio economic development is playing crucial role in managing human resource progression in developed and developing countries. In the contemporary era developed countries such as USA, UK, Australia and many other European countries are using such progression strategies. National Socio-Economic Development Plan is one of the major strategies that involve welfare of unemployment, poverty, infrastructural development and transportation up gradation. Moreover, socio economic development also includes set up of hospitals and educational institutions (Bambangi, 2007). Such development statistics and process are outlined in various newspapers, magazines and periodical articles. These informative papers help the local human resource management in gaining proper insights on working and economic policies. In the current study importance and relation between socio-economic development and the human resources management will be outlined.

The article examines the heuristic and methodological potential of socio-cultural anthropoecology as an element of human resources management policy in the context of sustainable development. The author defines socio-cultural anthropology ecology as the science of the laws of structure, functioning and development of the ecosystem “man - nature - society - culture”. The article shows that the development of socio-cultural anthropoecology as a scientific discipline makes it possible to get new knowledge in such spheres as general principles of human interaction with the living environment and its individual components; favorable and unfavorable living conditions (natural, social, cultural) typology of personality, the criterion of which construction is the nature of the interaction of the individual with the environment of life. The article concludes that the institutionalization of socio-cultural anthropoecology and its development as a scientific and educational discipline are necessary for strengthen of theoretical base and increasing of effectiveness of human resource management policy in the context of sustainable development

It shows that the understanding of human capital in management science should be based on the concept of human being and human activity as well as on ethics. Interesting knowledge is gained by researching and re-examining how human resources management works in our region - the city. Human resource management in every business system becomes completely different from what it has been. It is no longer understood only as a mere functional activity, but as a new business philosophy to be implemented at all managerial levels. In this century, human resources are not only the key competitive advantage of any organization, but of every country. A holistic, coherent human resource management of the organization in order to ensure the maximum value added and the best positioning for the achievement of organizational strategic goals, in broad terms, leads directly to general socio-economic development and progress. One of the key functions of HRM is to spread the various components of the strategic plan to all employees in the organization. An important function of human resources management can and should be to provide information on the strategic readiness of human capital - whether and to what extent available human resources have the required knowledge, skills and motivation to support and implement an organization’s strategy. There is no efficient strategic management of human resources without the support of information technologies and information systems. The development of information technologies and information systems dramatically changes the management of human resources. The strategic readiness of information capital (IT and systems) is the most meaningful measure of the value of the information capital of the organization. The greatest availability of information capital in human resources management is measured by the level of development of online transaction processing systems, whether it is a module of an ERP system, or that it is HRIS (Human Resources Information Systems). Another technology that has even more strategic significance is BI (Business Intelligence) technology and BI decision support systems. A particular challenge is to examine the state of and opportunities for the development of human resources in profit and non-profit institutions in our narrower region. This scientific work will attempt to obtain the missing information on the content and method of human resources management in the profit and non-profit sector, observed in the context of information systems.

In the current state of play concerning economic development towards the success of the enterprise, decisive factors are the employers with high potential and dedication to the enterprise. To achieve this goal, to a large extent affects the compilation of a motivational platform that will serve as a stimulating structure of human resources at the enterprise. The motivation concept besides achieving the goals of the employer, should also be combined with a balance between work and life (work-life-balance). Motivation can include one or more goals, such as preserving and increasing the commitment of actual workers, their strengthening links with the existing enterprise and higher commitment to new workers. The motivation plan should have a timetable and a planned cost. The purpose of a motivation system that should be part of the management concept, that will increase job satisfaction and which would result in motivation of workers and all this should encompass assessment system with the aim of developing the systematic motivation.The paper contains a brief summary of the motivational issues and will focus on the applicable aspects of employees’ motivation at targeted enterprises. Moreover, the main purpose of the paper is to analyse the current state of the managers motivational concept and their assessment on the impact of motivational instruments on human resources management. To prepare this paper, human resource management literature was studied, with special emphasis on motivation. Empirical research was conducted through surveys during last year’s period involving enterprises that have more than eight employees in the surroundings Municipality of Gostivar.

In the article the sustainable development as the alternative concept of further transformation of the economic system in general and an enterprise in particular is considered. The concept of the sustainable development cycle of enterprise was improved by the authors; they specified the important role of human resources management in this cycle. The paper emphasizes the need to focus the human resources management not only on the operational activities’ results, but also on increasing the employees’ personal competitiveness and intensifying collaboration and mutual support to form a corporate knowledge due to developing corporate universities and E-learning systems aimed at continuous sustainable development of human resources. A significant attention in the concept of an enterprise sustainable development is paid to creation an effective human capital management strategy. This strategy should be focused on decomposition of the objectives in sustainable development, building a favourable organizational culture, developing business models that are based on effective communication with consumers, selecting the state-of-the-art forms of business organization and doing business; this is including, but not limiting, to those that have emerged in the field of social business, which allow to move towards implementation of the main objectives of sustainable development.
