The development of territorial economic clusters is one of the important conditions for the growth of the competitiveness of economy, for the intensification of public-private partnership instruments and, ultimately, is a significant aspect of ensuring the sustainable development of territories [1,2,3,4]. It should be noted that the sustainability of such development is determined, first of all, by the establishment of close integration links both in terms of resources and products generated by the cluster participants. This leads to their joint interest in the overall end result of the cluster, cross-interest in the efficiency of the participants, insurance of the risks of each of them, and a number of other useful economic and social effects [5,6,7]. At the moment, the cluster approach to the intensification of development has taken a prominent place in the relevant concepts and strategies of a number of Russian regions and their municipalities. Today, it can be argued that a set of mechanisms has been formed at the state and regional levels, allowing, for example, to provide flexible financing for measures for the development of clusters [8,9]. Nevertheless, the situation is paradoxical when, in the presence of tools, the conceptual and methodological-instrumental part of the solution to the problem of assessing the effectiveness of cluster activities has not yet been sufficiently reflected and developed. This article examines this problem and identifies approaches to overcoming it.

The article is devoted to the sustainable development of municipality. To develop a long-term strategy for sustainable development, the authors use the methods of generalization of scientific literature and model-ing of a balanced system of elements of sustainable development and the subjects of goal-setting, the for-mation of the concept of a balanced model and forecasting its development. The authors reveal the ways of interaction of actors in the municipal formation. Particular attention is focused on the creation of successful public-private partnership and the strategic potential of the territory. The results indicators and methods of their determination for actors are considered. The authors give a description of economic, social and envi-ronmental instruments of sustainable development. On the basis of the accepted aspects of sustainable devel-opment and the selected factors, the municipal formation sustainability matrix was created. At the moment, the model of sustainable development of the state is defined as the most relevant.

Unevenness is a feature of sustainable development of Russian territories. It arises due to the impressive difference in the provision of natural resources, residents’ mentality, natural and climate factors, the infrastructure that has formed over the years of territory’s existence, and other various conditions. The purpose of the issue is the research of the main factors reflecting the sustainability of development of Russia and proposes directions for improving the social, economic and environmental policy of the country.

Abstract The objective of the study is to theoretically ground and develop methodological foundations for urban ecosystems cluster projection in the context of the ecological, systemic and cluster provisions of the sustainable development concept. The theoretical research was carried out using methods of analysis and synthesis of existing scientific development in the sphere of urban ecosystems territorial organization, including on the cluster approach basis. According to the study findings, the following results were obtained: - basic provisions of the cluster paradigm in the context of the network essence of the cluster are explored; - the essence of the cluster project is clarified from the position of network connections and agglomeration approach; - the ecosystem characteristics of the cluster for the purposes of urbanized ecosystems projection are explored; - elements of the ecosystems cluster projection concept, based on the cooperative mechanism, are proposed.

Th e article discusses practical aspects of sustainable development necessary for the introduction of public-private partnership in the work of the Institute in the Russian Federation. Th e author analyses the requirements of the fi nancier for a private partner in terms of sustainable develop-ment mechanisms in diff erent countries of the world. Th e requirements that currently exist in the methodology for calculating the economic effi ciency of public-private partnership projects in the Russian Federation are also analyzed. Th e article describes not only diff erences in effi ciency assessment mechanisms, but also proposes an author’s method of integrating the principles of sustainable development into fi nancial mechanisms for implementing public-private partnershipprojects. Th e author proposes to change the methodology for assessing the risks of public-private partnership projects, introduce into the Russian methodology for assessing the eff ectiveness of projects requirements not only on the need to substantiate the applied calculation mechanisms, but also on the development by a private partner of strategies for the sustainable development of the project, as well as a strategy for the sustainable development of the project region. Th e changes will qualitatively supplement the fi nancial settlement mechanisms that aff ect the implementation of all public-private partnership projects in the Russian Federation, including minimizing thefi nancial risks of the state partner.

Enhancing the sustainability of cities is a timely, complex task. It involves the challenge of identifying the concerns and goals of different stakeholders in an inclusive manner and bringing into dialogue the various forms of knowledge and know-how that can address these concerns. At the moment, the lack of suitable concepts and methods for taking on this challenge limits our ability to conceive appropriate measures for promoting the sustainable development of cities. We propose three theses outlining the value of metaphors in tackling the challenge, demonstrated through the analysis of three prominent urban metaphors, and as an outcome, suggest three avenues for future work. With our contribution, we wish to encourage the construction of new approaches to urban sustainability based on transdisciplinary knowledge creation and the inclusive acknowledgement of different sustainability requirements.

The development of public-private partnerships is identified as a key mechanism for attracting investment to achieve the Sustainable Development Goals, including Objective 9 “Sustainable Infrastructure, Promoting Comprehensive and Sustainable Industrialization and Innovation” and Objective 17 “Strengthening the Global Partnership for Sustainable Development and Enhancing It”. It is proposed to introduce into scientific circulation the concept of international-public-private partnership, taking into account the interests and funds of international organizations and international donors. The mutual coherence of the interests of the state and the private sector in the partnership is analyzed. Different variations of the interaction of institutional intermediaries through the prism of specific actors (state, business, civil society and international organization) are considered. The institutional support of international-public-private partnership to achieve the Sustainable Development Goals of the old industrial regions is analyzed. It is determined that in order to develop and support international-public-private partnership projects to achieve the Sustainable Development Goals in the old industrial regions it is necessary to create a single system for implementation and monitoring of international-public-private partnership projects taking into account all established institutions. The system of institutions for the development of international-public-private partnerships includes financial and non-financial institutions. It is proposed to establish the Center for International-Public-Private Partnership as an independent expert body, the purpose of which is to prepare, organize and support international-public-private partnership projects, as well as to provide support to public administration and business.

Skadar Lake, located in Montenegro, is a valuable natural resource that combines a favorable climate, unique flora and fauna, as well as numerous cultural and historical monuments. For the sustainable development of the Skadar Lake, a new system of natural and human resources management is needed that corresponds to the cluster approach. An analysis determined the main components of tourist and recreational clusters necessary for the transition from the development of single territories with a tourist potential to the sustainable development of the whole territory of the Skadar Lake, creating a synergistic effect. The possibility of creating tourist and recreational clusters on the territory of the Skadar Lake in Montenegro, is considered as a system integrated into the national and local framework of strategic planning, increasing the viability of tourism and having a multiplier effect on it as well as related services. The analysis confirmed the need for a strategic and systematic approach in the sustainable development of Skadar Lake, and also emphasized the relevance of the cluster approach in the tourism development. Skadar Lake should be considered as a whole region and unique system of tourist and recreational cluster in order to create an efficient and flexible structure, which, within the framework of ecotourism and in accordance with the principles of sustainable development, will benefit both nature and visitors.
