Given the anticipated increase in the amount of scientific data, it is widely accepted that primarily disk based storage will become prohibitively expensive. Tape based storage, on the other hand, provides a viable and affordable solution for the ever increasing demand for storage space. Coupled with a disk caching layer that temporarily holds a small fraction of the total data volume to allow for low latency access, it turns tape based systems into active archival storage (write once, read many) that imposes additional demands on data flow optimization compared to traditional backup setups (write once, read never). In order to preserve the lifetime of tapes and minimize the inherently higher access latency, different tape usage strategies are being evaluated. As an important disk storage system for scientific data that transparently handles tape access, dCache is making efforts to evaluate its recall optimization potential and is introducing a proof-of-concept, high-level stage request scheduling component within its SRM implementation.

In recent years, there has been increasing demand for higher voltage SEMs, in the field of surface observation, especially that of magnetic domains, dislocations, and electron channeling patterns by backscattered electron microscopy. On the other hand, the resolution of the CTEM has now reached 1 ∼ 2Å, and several reports have recently been made on the observation of atom images, indicating that the ultimate goal of morphological observation has beem nearly achieved.

In Bangladesh, demand for judicial independence in practice has been a much debated issue and the demand is fulfilled but expectation of people is not only limited to have an independent judiciary but to have an impartial system and cadre of people, which will administer justice rationally being free from fear or force. The independence of judiciary and the impartial judicial practice are related concepts, one cannot sustain without the other and here existence as well as the need of practicing impartiality is well recognized. But the art of practicing impartiality does not develop overnight as it’s related to development of one’s attitude. It takes a considerable time resulting from understanding, appreciating and acknowledging the moral values, ethics and professional responsibility. The judiciary includes Judges, Advocates mostly who are expected to demonstrate a high level of moral values and impartiality towards people seeking justice and ‘rule of law’. This is true that bench officers and clerks are also part of the process to ensure rule of law with same level of participation by the law enforcing agencies such as police. However the paper includes only those who either join judiciary as Judge/Magistrate or Advocate to explore level and extent of ethical knowledge they receive being key role players of the system. The market of tobacco products in Ukraine is one of the most dynamic and competitive. It develops under the influence of certain factors that cause structural changes, therefore, the aim of the article is to conduct a comprehensive analysis of transformation processes in the market of tobacco and their alternatives in Ukraine and identify the factors that cause them. The high level of tax burden and the proliferation of alternative products with a potentially lower risk to human health, including heating tobacco products and e-cigarettes, are key factors in the market’s transformation process. Their presence leads to an increase in illicit turnover of tobacco products, which accounts for 6.37% of the market, and the gradual replacement of cigarettes with alternative products, which account for 12.95%. The presence on the market of products that are not taxed or taxed at lower rates is one of the reasons for the reduction of excise duty revenues. According to the results of 2019, the planned indicators of revenues were not met by 23.5%. Other reasons for non-fulfillment of excise duty revenues include: declining dynamics of the tobacco products market; reduction in the number of smokers; reorientation of «cheap whites» cigarette flows from Ukraine to neighboring countries; tax avoidance. Prospects for further research are identified, namely the need to develop measures for state regulation and optimization of excise duty taxation of tobacco products and their alternatives, taking into account the risks to public health and increasing demand of illegal products.

AbstractDespite the increasing demand for artificial intelligence research in medicine, the functionalities of his methods in health emergency remain unclear. Therefore, the authors have conducted this systematic review and a global overview study which aims to identify, analyse, and evaluate the research available on different platforms, and its implementations in healthcare emergencies. The methodology applied for the identification and selection of the scientific studies and the different applications consist of two methods. On the one hand, the PRISMA methodology was carried out in Google Scholar, IEEE Xplore, PubMed ScienceDirect, and Scopus. On the other hand, a review of commercial applications found in the best-known commercial platforms (Android and iOS). A total of 20 studies were included in this review. Most of the included studies were of clinical decisions (n = 4, 20%) or medical services or emergency services (n = 4, 20%). Only 2 were focused on m-health (n = 2, 10%). On the other hand, 12 apps were chosen for full testing on different devices. These apps dealt with pre-hospital medical care (n = 3, 25%) or clinical decision support (n = 3, 25%). In total, half of these apps are based on machine learning based on natural language processing. Machine learning is increasingly applicable to healthcare and offers solutions to improve the efficiency and quality of healthcare. With the emergence of mobile health devices and applications that can use data and assess a patient's real-time health, machine learning is a growing trend in the healthcare industry.

An ongoing challenge in functional epigenomics is to develop tools for precise manipulation of epigenetic marks. These tools would allow moving from correlation-based to causal-based findings, a necessary step to reach conclusions on mechanistic principles. In this review, we describe and discuss the advantages and limits of tools and technologies developed to impact epigenetic marks, and which could be employed to study their direct effect on nuclear and chromatin structure, on transcription, and their further genuine role in plant cell fate and development. On one hand, epigenome-wide approaches include drug inhibitors for chromatin modifiers or readers, nanobodies against histone marks or lines expressing modified histones or mutant chromatin effectors. On the other hand, locus-specific approaches consist in targeting precise regions on the chromatin, with engineered proteins able to modify epigenetic marks. Early systems use effectors in fusion with protein domains that recognize a specific DNA sequence (Zinc Finger or TALEs), while the more recent dCas9 approach operates through RNA-DNA interaction, thereby providing more flexibility and modularity for tool designs. Current developments of “second generation”, chimeric dCas9 systems, aiming at better targeting efficiency and modifier capacity have recently been tested in plants and provided promising results. Finally, recent proof-of-concept studies forecast even finer tools, such as inducible/switchable systems, that will allow temporal analyses of the molecular events that follow a change in a specific chromatin mark.

AbstractFor the intelligence of metamaterials, the -sensing mechanism and programmable reaction units are two important components for self-recognition and -determination. However, their realization still face great challenges. Here, we propose a smart sensing metasurface to achieve self-defined functions in the framework of digital coding metamaterials. A sensing unit that can simultaneously process the sensing channel and realize phase-programmable capability is designed by integrating radio frequency (RF) power detector and PIN diodes. Four sensing units distributed on the metasurface aperture can detect the microwave incidences in the x- and y-polarizations, while the other elements can modulate the reflected phase patterns under the control of a field programmable gate array (FPGA). To validate the performance, three schemes containing six coding patterns are presented and simulated, after which two of them are measured, showing good agreements with designs. We envision that this work may motivate studies on smart metamaterials with high-level recognition and manipulation.

The CERN IT Storage group operates multiple distributed storage systems and is responsible for the support of the infrastructure to accommodate all CERN storage requirements, from the physics data generated by LHC and non-LHC experiments to the personnel users' files. EOS is now the key component of the CERN Storage strategy. It allows to operate at high incoming throughput for experiment data-taking while running concurrent complex production work-loads. This high-performance distributed storage provides now more than 250PB of raw disks and it is the key component behind the success of CERNBox, the CERN cloud synchronisation service which allows syncing and sharing files on all major mobile and desktop platforms to provide offline availability to any data stored in the EOS infrastructure. CERNBox recorded an exponential growth in the last couple of year in terms of files and data stored thanks to its increasing popularity inside CERN users community and thanks to its integration with a multitude of other CERN services (Batch, SWAN, Microsoft Office). In parallel CASTOR is being simplified and transitioning from an HSM into an archival system, focusing mainly in the long-term data recording of the primary data from the detectors, preparing the road to the next-generation tape archival system, CTA. The storage services at CERN cover as well the needs of the rest of our community: Ceph as data back-end for the CERN OpenStack infrastructure, NFS services and S3 functionality; AFS for legacy home directory filesystem services and its ongoing phase-out and CVMFS for software distribution. In this paper we will summarise our experience in supporting all our distributed storage system and the ongoing work in evolving our infrastructure, testing very-dense storage building block (nodes with more than 1PB of raw space) for the challenges waiting ahead.

This paper explores the determinants of ministerial duration within the German Länder between 1990 and 2010. In arguing that different terminal events ceasing ministerial tenures should be analyzed separately, it distinguishes four exit types: voluntary, forced, collective (ministers leaving office because their whole party does so) and exits that are neither volitional acts of the minister nor politically induced. Depending on the exit type, competing-risks Cox-models show different effects for one and the same variable on the hazard for ministerial turnover. Seniority in high-level politics for example helps not to be forced out of office while it has no effect on voluntary or collective exits. Heading an important ministry on the other hand increases the chances to rise to other positions in high politics or private business, but does not impact the other two hazards. The analysis furthermore shows that the principal-agent-logic known from Westminster systems with the prime minister being largely sovereign in hiring and firing cabinet members must be adapted to the German context of frequent coalition governments. In coalition governments, only ministers from the same party as the prime minister exhibit higher hazards for forced exits, while ministers from other coalition partners are much safer in that regard.

Due to the complex timing sequence of NAND flash, a unified design process is urgently required to guarantee the reliability of storage system of nano-satellite. Unified Modeling Language (UML) is a widely used high level modeling language for object-oriented design. This paper adopts the UML as the design and modelling tool in the low level storage system design to elaborate the UML application in each phase of design in detail. The result shows taking UML as the modelling tool results in a clear and unambiguity design, which promotes the reliability and quality of software. At last, the feasibility of object-oriented implementation in C is presented.

This paper presents an evaluation on elastomeric mount used to isolate vibration from powertrain to chassis or structure vehicle. The assessments started with measurement of noise inside compartment, and exhaust noise. This is followed by the measurement of vibration on both sides of elastomeric mounts. The noise in the compartment and exhaust noise is measured according to BS 6086: 1981 and BS ISO 5130: 2007. The noise in the compartment and vibration is tested in three conditions. Firstly, engine is run-up with load (driving at second gear); secondly, without load; and thirdly, without load but hanging. A microphone is fixed at the ear of the mannequin. The fast response and A weighting sound level meter were used for measurement noise in the compartment and exhaust noise. The vibration is measured in terms of acceleration on both sides of each elastomeric powertrain mounts. Two accelerometer transducers are fixed on both sides of powertrain elastomeric mounts. One side was identified as a source of vibration and the other as receiver of vibrations. The results showed that the pattern of overall vibration level on source and receiver increased from 1050 RPM (idling) to 4000 RPM on all test conditions. Vibration transmitted to chassis or receiver structure was analyzed using transmissibility concept. By evaluating test condition of engine run-up without load, informed that the front and rear mounts showed a high level transmissibility contributing to structure-borne noise.
