The purpose of this study is to improve the methods for assessing the efficiency of innovation activity of an enterprise. The paper proposes a system of economic indicators to assess the market attractiveness of innovation projects and the readiness of the enterprise to implement them. Using these indicators, it is possible to predict the potential of an innovative product on the market, as well as to determine the financial and economic opportunities of the enterprise. The presented methods for assessing the impact of innovations on the development efficiency of the enterprise’s economic activities allow determining the growth rates of the main economic indicators of the organization. The developed mechanism for a comprehensive assessment of the implementation of innovations at the enterprise allows determining the commercial effectiveness of the introduction of innovations and the impact of new technologies on the intercompany results of the enterprise, resulting in the possibility of taking into account the commercial and intercompany efficiency of investment in projects.

To solve the problems of stimulating the development of innovative activity of domestic enterprises, a number of regulatory acts have been developed in Ukraine today that regulate relations in the sphere of investment in innovation. National legislation defines the following forms of investment of innovative activity: state (municipal) investment, commercial investment, social investment, foreign investment, general investment. In order to receive financial support, the subjects of innovation activity whose innovation projects are listed in the State Register of Innovation Projects shall submit to the State Innovation Financial-Credit Institution (its regional branches) innovative projects and all necessary documents, the list of which is determined by it. The subject of innovative activity, the innovative project of which has been competitively selected, may receive one or more types of financial support from the innovative financial-credit institution, depending on the competitive procedure established by the competitive procedure. Financial support for the implementation of innovative projects can be provided in the form of successive tranches as a result of monitoring the progress of project implementation.The analysis of the structure of state financing of innovation activity by types of economic activity of subjects of innovation in 2018 allows to determine the priority branch of chemical and petrochemical industry. Investing of own funds of subjects of innovative activity is realized through capital investments and financial investments. Structural analysis of sources of financing of innovative activity in Ukraine allows to distinguish the overwhelming share of own funds of the enterprises in the total volumes of financing of their innovative activity. But in the conditions of insufficient level of state support of innovative activity of enterprises and instability of their financial results, as the main source of own funds for investing, the role of financial and credit providing of investments by the subjects of the financial market significantly increases.

Learning-by-export effects exist due to the nature of the creation, accumulation, transfer of knowledge, as well as the companies’ absorption capacity to accumulate and adapt the best experience, competences borrowed from abroadwithin the organization. The length and direction of exports have a significant impact on the innovation activities of organizations, while innovations do not always encourage the leaders to initiate export activities. In the course of empirical research, we have identified the following rules in relation to Russian IT-firms:1) New IT-exporters have no visible link between the introduction of new products, technologies and the start of exports. Investments in research and development, which may have been initiated after entering foreign markets or at the same time, have not yet yielded results. 2) Stable export activity encourages IT-companies to apply new technological, process and marketing innovations that were not previously part of the firm's plans, much more often than firms in the local market. 3) The impact of external knowledge effects on the productivity of IT-companies depends on the geographical direction of exports: a) the markets of the near abroad (CIS countries) and Russia itself;b) the markets of the far abroad. 4) Investments in R&D, marketing and production of new products are more typical for companies located in capitals (Moscow and Saint-Petersburg). On the contrary, the relationship between the presence of an international office and the introduction of innovations has not been proven. The size of companies has only affected the production of new technologies: if a company is a medium-sized enterprise or a larger one, the probability of innovation is increased by 22%. 5) The smaller the firm, the lower its desire to participate in extensive innovation networks, increase the number and diversity of external relations. The size of the company determines the level of influence of cooperation with other market participants on its internal innovation processThe article discusses the classification of knowledge spillover effects, the methodology of the study, the analysis of the economic impact of the process "flow" as a result of entering foreign markets. The paper’s emphasis is on assessment of recipients’ capabilities to accumulate new knowledge in the course of export activities, to extract advantages in terms of future development such as increasing innovation activity and, consequently, attractiveness, resulting in higher performance efficiency.

Introduction. In order to ensure sustainable development of modern society, a transition to an innovative model of economic development is necessary. This requires an annual increase in investment in the sphere of innovation, as well as significant expenditures on fundamental and applied research and development of new technologies. This necessitates the creation of an effective mechanism of financial support for innovative activities based on public and private funding. The aim of this study is to analyze the existing mechanism for funding innovation activities in the Republic of Mordovia and to put forward suggestions on how to improve it. Materials and Methods. The authors analyzed statistical data from the Ministry of Industry, Science and New Technologies of the Republic of Mordovia and from the territorial office of the Federal State Statistics Service in the Republic of Mordovia that characterize the dynamics and intensity of innovation processes in the region and the system of funding them. The correlation and regression analysis, as well as the trend method were used to construct an econometric model making it possible to determine the impact of the level of innovation costs on the dynamics of change in the gross regional product. Results. The current state of the innovation infrastructure as well as that of the innovation activities in the Republic of Mordovia has been assessed. The sources of financial support for the innovation process in a region have been identified. In order to find new sources of funding innovations, it has been proposed to use an innovation voucher that would stimulate commercialization of intellectual activities in small and medium-sized enterprises. A mechanism has been developed for regional authorities to subsidize promising projects through public-private partnerships, with a view to minimizing nonsystematic risks. Discussion and Conclusion. The recommendations on the search for new instruments to attract financial resources for innovation and to stimulate demand for innovation have been developed and will help Mordovia to increase its innovation activity. The results of this research may be used by regional authorities to develop regional programs for scientific and innovative development.

The article analyzes the main indicators of innovation activity of industrial enterprises of Ukraine for 2014–2019. It is established that the share of expenditures on own research and development is consistently low, without showing a clear downward trend. It is shown that foreign trade in light industry goods in Ukraine is not balanced, as imports predominate over exports, which leads to an outflow of funds that can be spent on innovative development of the industry, creation of new high-tech jobs and training of highly qualified personnel. The annual deterioration of innovation indicators of light industry enterprises was revealed, which was caused by a low share of innovation-active enterprises in their total number, as well as a small share of innovative products in the total volume of light industry products. The number of innovatively active industrial enterprises by areas of innovation in 2014–2019 in terms of economic activities is analyzed. It is established that the highest indicator of expenditures on internal scientific developments in general in the industry of Ukraine, in processing and light industry was observed in 2016, the lowest – in 2019. Expenditures on external research in the industry as a whole ranged from 30.3 to 56.6% in relation to the expenditures on internal developments during the study period. The indicator for the processing industry is slightly lower (from 29.1 to 45.3%) and very low for the light industry (from 14.3 to 36.4%). It should be noted that in 2015, 2017 and 2019, external R&D was not carried out). The analysis of expenditures on innovations of industrial enterprises by areas of innovation in 2014–2019 showed that for all articles in light industry they are insignificant, and in some years either there is no data on them at all, or the data are not published. Factors that negatively affect the ability of light industry enterprises and garment enterprises in particular to carry out innovative activities (low innovative potential of industrial enterprises; lack of information on new technologies, lack of information on markets and lack of opportunities for cooperation with other enterprises and organizations). Some ways of development of innovative business for Ukrainian garment enterprises are indicated.

The concept of development has been interpreted in different ways from past to present. This concept was discussed previously on economic, social and cultural aspects; but now it has transformed into concepts like human capital, education, health, innovation, technological development and poverty. A country needs producing for development, and it is necessary to increase efficiency for obtaining profits from this production. At this point the inclination to R&D and innovation is increasing. Today, it is experiencing the transition of a new era. This process can be distinguished by technological change resulted from knowledge creation, innovation and R&D. In addition to the production factors, knowledge and technology have become indispensable where the importance is increasing. R&D and innovation are seen as factors which are increasing economic growth, prosperity and quality of life and which provide competitiveness and productivity growth between countries. In this study, R&D and innovation activities are evaluated and their importance are highlighted in the issue of development for emerging markets. The increasing R&D and innovation projects provided that resources are using more effectively and efficiently by contributing to the development of emerging markets. The purpose of this study is to determine the impact of R&D and innovation on development by considering sample emerging markets economies and to make the attention of the scientific community focus on these issues.

This chapter examines the impact of technological change on global value chains (GVCs) and what initiatives and instruments governments in advanced economies can deploy to support firms and people during the transition. Drawing on an emerging debate on de-globalization, we discuss how global production is slowly shifting from being organized in GVCs to continental platforms with shorter and geographically closer relationships as firms seek to co-locate manufacturing and innovation activities. This offers regions and places the opportunity to upgrade and transform their economies and thereby to anchor high-technology industries, leveraging industrial legacy with frontier technologies. We will discuss the implications for a transformative place-based industrial policy that aims to connect embedded industries to new technologies; to repopulate embedded industries with new firms and start-ups, and to use regulation and procurement to create new markets and allow exploration.

The scientific-methodical and practical approaches to the organization and conduct of medical and biological research for establishing the connection between health disorders of the population and the multi-media impact of chemical factors in the zone of influence of industrial enterprises are presented. The order, methods, volume and the list of researches and the experts involved for the decision of tasks in view are stated. The algorithm of actions is presented on the example of the assessment of the impact of chemical risk factors associated with the economic activities of enterprises producing aluminum and the pulp and paper industry. The results of the hygienic assessment of the situation and the proven cause-effect relationships in the «environment – health» system at the population and individual level are the basis for making managerial decisions and developing hygienic recommendations for managing the health risk of the population, additional medical preventive measures for technologies that take into account the specific effects of priority сhemical risk factors.

The economic effect of the introduction of progressive technologies into production is one of the most important indicators for assessing innovation activities of enterprises. Each type of production has its own characteristics, which are manifested not only in the organization of the technological process, but also the calculations associated with determining the economic indicators of feasibility of new technologies implementation. It is obvious that foundry production, and especially special casting technologies, such as, for example, the use of thermite foundry applications of high temperature gradient to save the alloy poured into the mold leave an imprint on the algorithm for determining the economic effect. First of all, this is due not only to the establishment of direct costs in making changes to the standard process, namely the cost of metal-thermal mixture, changing the mold, ferroalloys, the use of light-separating casting plates, but also the possibility of reusing foundry, foundry, sump, riser, etc. elements for remelting. The purpose of the proposed work was to establish the features of the calculation of the economic effect of the introduction advanced technologies in production, such as technologies associated with the reduction of foundry applications. Statistical methods have been used to conduct research and process the results, namely the method of quantitative analysis, methods of comparison and grouping, which revealed that the research problem is typical for industrial production. In addition, the comparison of economic indicators with the actual quantitative characteristics of industrial technology by the method of comprehensive assessment, made it possible to analyze the results and draw conclusions to the work. The main results of the work have been determined by the proposed method of establishing the economic effect, which, in contrast to the existing one, takes into account renewable resources and the possibility of obtaining an environmental effect. This makes it possible to reasonably and rationally use renewable resources derived from industrial waste, to promote environmental protection. The results of the work that also determine its practical significance are research and identification of ways to improve the efficiency of natural resources in the country. Areas of further research are primarily related to the identification and evaluation of technical and economic indicators of related technologies for foundry production, namely the production of ferroalloys, molding, non-ferrous metallurgy, etc. In the long run, this will make it possible to establish the conditions for the most effective use of innovative technologies and obtain the maximum economic effect from their implementation. The priority direction of tax policy is the formation of tax potential, which includes the creation of conditions for the intensification of entrepreneurial activity, the formation of active development actors, the expansion of sources of tax revenue, the stimulation of innovation and investment activity. At the same time, in Ukraine, the lack of systemic directions of tax incentives for innovation in the legislation and practice of tax instruments significantly hinders the development of innovation potential of the economy and reduces its competitiveness. The basis for improving tax policy in the context of innovative development is the institutional component. The purpose of the study is to identify promising institutional aspects of the formation of tax potential in industry. The methodological basis of the study were analytical reviews, regulations, modern scientific and applied research in the field of innovation. The research uses methods of dialectics, methods and principles of scientific knowledge, tools of economic analysis to substantiate proposals for the formation of institutional foundations for the formation of tax potential. The main hypothesis of the study was the assumption that tax policy, which is aimed at developing innovation, largely determines the economic interest of industrial enterprises in the introduction of new technologies, as financial resources released from the tax potential of the enterprise can be directed to its innovation and investment activity. Presenting main material. The strategic task of tax potential management is to increase and strengthen the tax base by stimulating investment and innovation activity; support of enterprises in order to develop production and increase production. The tax potential is considered in the context of institutional innovation projects and smart specialization. An assessment of the prospects for the use of various tax instruments in accordance with the current situation and the need for the transition to adaptive management of tax potential of industry. The originality and practical significance is confirmed by the proposed scientific and methodological approaches to the management of tax potential in the context of innovative development. Conclusions and prospects for further research. Measures to increase the tax potential should include expanding the tax base not only through existing reserves, but also creating a new base through the development of innovation potential. The implementation of the relevant institutional strategy should be aimed not at simple maximization of tax revenues, but at the development of investment and innovation potential with the establishment of favorable conditions for the development of priority projects. Further research will focus on the analysis of the peculiarities of the use of tax tools in the framework of specific institutional and innovative projects of economic development.

Relevance. The problem of studying karst-suffusion processes is that soluble rocks in Russia occupy large areas. The Belgorod region is rich in Cretaceous deposits, which are widespread throughout the territory. Due to the fact that carbonate rocks are susceptible to dissolution by surface and groundwater leads to the formation of karst forms. Such forms open and form places of karst waters’ accumulation, open fissure and cave systems and are becoming areas with an increased environmental hazard to the life of people, infrastructure, civil and industrial buildings. Dangerous exogenous geomorphological processes negatively affect the economic development of the region. The purpose of the article is to study the factors influencing the development and distribution of karst and suffusion processes, the reasons for their occurrence, as well as the impact on the environment. Among hazardous exogenous geological processes, karst-suffusion processes are the most unpredictable. Their occurrence has negative consequences for the economics and economic activities of the region. The main methods used in this study are observation method, laboratory experiment and mathematical modeling. The method of mathematical modeling has relatively recently come into the use by the researchers and allows for a better reproduction of processes on physical models. This study is aimed at determining the interaction of karst and suffusion processes, as well as assessing their impact on the environment. The zoning of the karst and suffusion distribution on the territory of the Belgorod region has made it possible to identify the causes of these processes. To prevent the development and spread of karst-suffusion processes, an integrated approach to the analysis of manifestation, drawing up a forecast plan and measures to counter negative consequences is required. Based on the results of the study, measures were proposed to minimize damage to agricultural land, residential and farm buildings, as well as measures to combat karst and suffusion processes. It should be noted that the results of the study and the developed measures to prevent the negative consequences of karst and suffusion processes can be used in human agricultural activities, construction of civil and industrial enterprises, their reconstruction, laying of communications and development of carbonate new deposits
