The article considers the issues of generation of an instrument base for analysis of the economic processes at the meso-level. Based on the official statistic reporting (big data) we establish a set of indicative figures that describe the results of socioeconomic development and help to determine a production profile of a region and priorities for investments in purpose of ensuring a spatial development of the territories based on the princi ples of economic stability.

The diversity of cities, their systems and networks has greatly contributed to solving the problems of urban development and enhancing their role in the spatial development of the country. The article aims to show the need for diversity of cities, especially important for Russia due to its inherent differentiation, as the needs of cities of a certain type and category and the conditions of their formation and functioning. This makes the achievement of urban diversity one of the key goals of the state urban policy, ensuring the improvement of the territorial organization of Russia and its parts and improving the efficiency of its economy. The work is based on statistical data characterizing the dynamics of cities and their distribution over the territory; published works on geographical urban studies and socioeconomic development of Russia and its regions; on author’s experience in research of the cities and agglomerations, participation in the state examination of national economic projects, master plans of the large cities, territorial planning at country and regional levels. Historical, cartographic, statistical, comparative-geographical, typological, conceptual design methods are used. Multi-aspect consideration of the theme allowed to draw conclusions useful for successful state urban policy.

The article addresses the issue of the twofold role of territorial agglomeration entities in the spatial development of Russian regions. The authors look at the possibilities of both stimulating and dissimulating effects of expansion of urban agglomerations on the socioeconomic status and innovation development of Russia’s regions, which cause the economic growth on the national level to speed up or slow down. On the one hand, urban agglomerations become “growth poles” that help spread business activity from the centre to the periphery and stimulate the diffusion of innovations. On the other hand, agglomeration trends in spatial development create centripetal economic effects that lead to greater inter- and intraregional socioeconomic disparity. The authors pay special attention to the forming of urban agglomerations as a socioeconomic phenomenon that preconditions economic disparity between territories. This becomes a problem from the viewpoint of state management, as Russia’s federative model of government grants priority to regulative influence in the economic space of regions. As a result, the socioeconomic development gap grows quite large, making national economic and innovation policies less effective in general. Based on the conducted studies, the authors demonstrate that it is necessary to transfer to a balanced combination of interregional cooperation aimed at eradication of regional disparity.

Activation of the processes on globalization and national economic space regionalization actualizes the problem of formation of an effective mechanism for managing the regional socio-economic system, the availability of which ensures effective use of available resources, creates prerequisites for the formation and implementation of the competitive potential of a territorial entity, and is a necessary prerequisite for neutralizing the consequences of global and local crises. The level of sustainable functioning of regional socio-economic systems is a key factor affecting the socioeconomic development of the Russian economy in the face of increasing uncertainty in the external environment. This requires new approaches to identify tools for new governmental management at the meso level, to developing new forms and models for sustainable socio-economic development of regions. The paper substantiates the thesis that the necessary condition for the implementation of sustainable development of the regional economic system is the presence of adapters in its elements that provide a certain quality of management decisions. Regional development is aimed at achieving a set of parameters that meet the needs of economic agents: residents and non-residents of the regional economy, subject to feasibility of management decision, compliance with strategic guidelines for regional development and reducing agency costs. At the same time, regional development is interpreted as the result of structural changes (the synthesis of structure and processes) in the system of interaction between subjects of socioeconomic relations at the meso level, and controlling is considered as a tool for effective management of innovation changes

Labor resources are among the most active elements that have significant impact on the socioeconomic development and define the specifics of the region and its territories. The socioeconomic sustainability of the region depends on how professionally the protection of rights and legitimate interests of workers is regulated for the development of labor resources, including personnel training and promotion of employment. The need to develop and implement new mechanisms for regulating labor resources does not raise controversy among the majority of Russian researchers. Many Russian scientists associate labor resources with the socioeconomic development of the region, since they are located in certain territories, and their efficient use is vital for the region's economy. Due to this, it can be stated that the theoretical and practical significance of the research into the socioeconomic development of the region based on the regulation of labor resources seems relevant and reasonable. In this article, the authors have made an attempt to develop a method for evaluating the impact of labor resources on the socioeconomic development of the region based on the statistical analysis.

Due to historical features and the heterogeneity of the economic landscape, the regions of Russia are characterized by significant disparities in the level of socioeconomic development. In order to manage regional development, a number of important strategic documents have been adopted, including the Spatial Development Strategy. The tasks of supporting problem regions and developing the largest agglomerations are articulated in these documents. In the context of the pandemic, new challenges have emerged related to slowing economic growth and budget constraints. The article examines the specifics of the formation of individual programs for the socioeconomic development of problem regions, as well as the situation of cities with more than 1 million inhabitants during the pandemic. The author presents proposals for improving the measures included in the Spatial Development Strategy

The paper proposes a methodology for the formation of monitoring of sustainable development of a territory. The existing addition to the concept of sustainable development is presented. This methodology is a recommendation for authorities. The main goal of the proposed methodology is connected with conducting research on socio-economic and environmental development and planning of territories in order to achieve sustainable development and increase inter-regional and intraregional spatial connectivity. The authors give recommendations on the formation of the state monitoring of sustainable development a territory system for the Ministry of Economic Development and Industry of the Irkutsk Region. It is proposed to form a permanent analytical department and give name “Coordination Council for Spatial Development”. The Coordination Council for Spatial Development carries out activities to study the issues of sustainable development of a territory and spatial connectivity. The monitoring results can be used by regional authorities to formulate provisions for achieving the sustainable development of a territory within the framework of formation the Strategy for the socioeconomic development of a region. The algorithm is presented in the form of diagram. The diagram describes the sequence of actions for the formation of provisions for the sustainable development of a territory by assessing the socio-economic, ecological state and the level of territorial connectivity.
