Labor resources are among the most active elements that have significant impact on the socioeconomic development and define the specifics of the region and its territories. The socioeconomic sustainability of the region depends on how professionally the protection of rights and legitimate interests of workers is regulated for the development of labor resources, including personnel training and promotion of employment. The need to develop and implement new mechanisms for regulating labor resources does not raise controversy among the majority of Russian researchers. Many Russian scientists associate labor resources with the socioeconomic development of the region, since they are located in certain territories, and their efficient use is vital for the region's economy.
