The South Australian Water case study illustrates the management challenges in aligning Information Technology with business objectives in a publicly owned corporation. To achieve the alignment, the new CIO begins by refreshing the IT infrastructure to support the required business applications. When the Government establishes ‘Improved water quality’ as a major corporate goal, the CIO seeks to add value to the business by developing a quality reporting system that leverages the existing technology. At the same time, he demonstrates to the corporation the IT function's capability to deliver business value through the management of multiple outsourcing vendors.

The paper provides suggestions for cataloguing session materials (especially minutes of sessions) using the MARC 21 Format for Bibliographic Data and MARC 21 Format for Authority Data. The suggested solution is shown on the example of materials from the government of the Autonomous Province of Vojvodina in Serbia (APV) sessions. Two business applications were developed on the basis of this MARC 21 cataloguing of the materials: a web application for searching government materials and a web application for generating various reports for the APV government. The web application supports searching metadata as well as the full text of the material and search criteria may include all of the given words or exact phrase. The examples of the reports supported by the application are: total number of sessions; total number of agenda items and sub-items; session attendance by the government members.

It shows how an organization created business value through information technology and process automation. Benefits of the system in terms of operational efficiency and organizational performance are discussed. Limitations are also identified.

The global IT outsourcing market is estimated to exceed $121 billion by the year 2001. To assess current market practices and experiences, a survey was distributed to 600 US and UK CIOs. The 101 US and UK respondents are generally pleased with information technology (IT) outsourcing. In particular, respondents rated overall supplier performance as “good,” respondents mostly realized the benefits they expected from IT outsourcing, and respondents characterized the majority of problems/issues as only “minor” in nature. The healthy IT outsourcing report card is likely explained by the scope and type of IT outsourcing practiced by responding organizations. The vast majority of respondents pursue selective outsourcing which is less risky than total outsourcing. Most respondents also use multiple suppliers rather than a single supplier, which allows for best-of-breed supplier selection. The healthy report card may also be explained by the types of IT activities selected for outsourcing. Respondents generally targeted IT infrastructure activities—such as disaster recovery, mainframe operations, network management, midrange operations, PC support, and help desk operations—rather than IT development or IT strategy. UK and US practices and outcomes were very similar, although a few exceptions are noteworthy. On average, UK organizations (30%) totally insourced IT more frequently than US organizations (8%). US organizations (29%) more frequently used a single supplier than UK organizations (9%). UK organizations (50%) use only one stakeholder to negotiate/define contracts compared to US organizations (9%). Differences may be explained by a more matured approach to outsourcing in the USA together with the higher preponderance of larger deals and organizations studied. Findings are compared to prior survey and case study research.

Abstract, Today’s service is a fundamental need for every human being. Therefore, the government must provide effective and efficient public services for the citizen to fulfill all their interests. The government strives to implement information technology-based services to achieve excellent services. The purpose of this research is to determine the success of the implementation of information technology-based governance, especially in Surakarta City. This type of research is qualitative with a case study design. The implementation of information technology-based governance in the city of Surakarta can be said to be quite successful seen from the provision of services and responses to the citizen. Keywords: Services, technology-based governance, implementation  Abstrak, Pelayanan saat ini merupakan kebutuhan yang fundamental bagi setiap manusia. Maka dari itu pemerintah harus menyelenggarakan pelayanan publik yang efektif dan efisien bagi masyarakat agar terpenuhi segala kepentingannya. Pemerintah mengupayakan untuk menerapkan pelayanan berbasis teknologi informasi guna tercapainya pelayanan yang prima. Tujuan penelitian ini untuk mengetahui keberhasilan pelaksanaan pemerintahan berbasis teknologi informasi khususnya di Kota Surakarta. This chapter explores information technology (IT) issues in regard to an organization’s transition towards globalization. The challenges of IT dealing with transforming enterprises to globalized organizations require the identification, consolidation, and resolution of issues to support the organizations towards globalization. The chapter begins with identifying and classifying four major IT transition issues: global IT infrastructure, global business applications, global telecommunication network, and data/information systems improvement. It is then followed by detailed discussion of each issue with regards to its importance and relevance in global transformation. The chapter concludes by indicating a future research direction to incorporate organizational scopes (inter-organizational and intra-organizational) in the global IT transition framework.

This study examines the concept of Hybrid Event as a new strategy that is considered reliable enough for fishing communities in Makassar to face new normal conditions. New economic spaces have been created for fishermen and UMKM fishermen who have been affected by Covid-19. The old economic spaces are no longer reliable because they are constrained by laws and regulations from the government that require restrictions on social distancing and physical distancing. The purpose of this study was to analyze the readiness of the fishing community and fishermen UMKM actors in Beba, Tamasaju Village, North Galesong District, Takalar Regency to enter business era 4.0 in the midst of the Covid-19 pandemic and assist the realization of government policies in providing socio-economic protection to fishing communities and as well as UMKM fishermen in Makassar. The resulting output is in the form of four (4) main strategies: first, combining physical and virtual meetings, so that fishermen's businesses and businesses and fishermen's UMKM continue to run in various different atmospheres. Second, health protocols such as maintaining physical distance and social distance are not violated and at the same time the pace of economic activity of fishing communities and fishing UMKM can still run normally. Third, empowering fishing communities and fishing UMKM  in using appropriate information technology. And fourth, the government's budget policy for fishing communities and fishing UMKM that are oriented to the provision of appropriate information technology

The purpose of this research is to examines the influence of government apparatus competency, usage of information technology, accounting control and reporting system against the performance accountability of government agencies. The population of this research is all of OPD in Pekanbaru Government. The sample of this research are Chief of OPD, Chief of Subdivision of finance, and accountability compiler staff at 43 OPD of Pekanbaru City which selected by using purposive sampling method. This research is using primer data by using questionnaires. Analysis method that used in this research is doubled regression analysis. The instrument of analysis that used in this research is statistical Product and Service Solution (SPSS) Version 17.0 for windows. The results of this research indicate that: (1) the government apparatus competency influencing   performance accountability of government agencies (2) the usage of information technology influencing performance accountability of government agencies (3) the accounting control influencing  performance accountability of government agencies (4) the reporting system does not influence the  performance accountability of government agencies

This paper examines the willingness to pay for and participate in volunteer activities for the restoration of the Sosiani River in Eldoret, Kenya. The willingness to pay is examined through two scenarios which differ in the organizations conducting the proposed project. The study focuses on factory workers situated in textile industries and lay people living in the area, who are divided into two groups: respondents living downstream, who are situated mostly in town centers and at the mid/lower parts of the river and the respondents living upstream, mainly found at the upper parts of the River Sosiani. The study employs the double-hurdle model to identify the factors that influence the willingness to pay (WTP) for improved water quality in the area. An ordinal regression model is used to analyze the willingness to participate and its influencing factors. The results of the study show that an average of 74.4% of the 279 respondents studied were willing to pay for river restoration in the area. The mean willingness to pay for the government proposed scenario was KSh 182.51 (1.66$) per household/month and KSh 169.28 (1.54$) per household/month for a non-governmental proposed project. Within the groups upstream and downstream, inhabitants had higher mean scores for a non-government project as compared to a government project, while the reverse was observed in the factory group. The empirical results of this study show that risk perception, trust and socio-demographic variables were significant factors on the stated amount and the decision to participate of the respondents. The characteristics of respondents with zero WTP, who comprised a significant amount of the respondents (25.6%), are also analyzed in depth shaping the recommendations of this study. The empirical results show that the number of years lived in the community is a major determinant on willingness to participate and pay for environmental restoration projects in the area. The results of this study could influence decision makers in general and have potential implications that can be applied in other sectors not necessarily related to water issues.
