Abstract, Today’s service is a fundamental need for every human being. Therefore, the government must provide effective and efficient public services for the citizen to fulfill all their interests. The government strives to implement information technology-based services to achieve excellent services. The purpose of this research is to determine the success of the implementation of information technology-based governance, especially in Surakarta City. This type of research is qualitative with a case study design. The implementation of information technology-based governance in the city of Surakarta can be said to be quite successful seen from the provision of services and responses to the citizen. Keywords: Services, technology-based governance, implementation  Abstrak, Pelayanan saat ini merupakan kebutuhan yang fundamental bagi setiap manusia. Maka dari itu pemerintah harus menyelenggarakan pelayanan publik yang efektif dan efisien bagi masyarakat agar terpenuhi segala kepentingannya. Pemerintah mengupayakan untuk menerapkan pelayanan berbasis teknologi informasi guna tercapainya pelayanan yang prima. Tujuan penelitian ini untuk mengetahui keberhasilan pelaksanaan pemerintahan berbasis teknologi informasi khususnya di Kota Surakarta. Jenis penelitian ini adalah kualitatif dengan rancangan studi kasus. Pelaksanaan penyelenggaraan pemerintahan berbasis teknologi informasi di Kota Surakarta dapat dikatakan cukup berhasil dilihat dari penyediaan layanan dan tanggapan kepada masyarakat. Kata Kunci : Pelayanan, teknologi informasi, pelaksanaan

Attitude is essential issue to be considered in designing an appropriate learning for learners because it greatly affects the performance and implementation of the teaching and learning process in the classroom. One of the most important attitudes to be explored is the willingness of teachers to implement the curriculum set by the government. This study aims to determine the willingness of English teachers to carry out scientific approach and also to know the implementation of scientific approach in the learning. This research applies qualitative approach with case study design. It is conducted in SMAN 1 Situbondo with three teachers become the informants. Interview and observation are implemented to explore the willingness and the implementation of Scientific Approach. Data analysis in this research using Spradley’s method. From this research, it can be seen that the teachers has enough willingness to apply scientific approach totally. Furthermore, the implementation of scientific approach has been implemented well enough and has implemented it in accordance with government regulation.

In the contemporary era of information, it is a critical challenge for city managers to meet the demands of their citizens at the same pace as the development of its information technology resources. Guarapuava is an example of a centennial town that has been predominantly agricultural and now seeks to adjust to the population density and the new information age. Much like Guarapuava, many cities in Brazil and around the world are in a similar condition. The new reality of many towns is challenging for municipal managers. Strategic digital city is the application of information technology resources in the management of the city. The objective of this paper is to analyse the decision-making processes, strategies, public services, information technologies, and relationships with strategic digital city issues in the city of Guarapuava, Parana, Brazil. Using a survey methodology based on the research variables, we showed that the municipality has informal characteristics of the concept of a strategic digital city. Based on the results, the evidence domain types in the city are predominant for internet and colleagues inside the organization on a daily base. Google scholar is the most consulted research source of evidence. Respondents well know the term methodology. Their attitudes towards scientific research show that it is essential for managers and that managers are aware of how to use that technology. Related to evidence-based management the respondents, in general, agreed that using by evidence-based practices, managers can improve the quality of their work, and that this should be part of their formal education. Citizens should be utilised more as a source of evidence as well, as they are the users of the institutions. The strategies are more focused on the government and its administration, however, these strategies could include areas like science and technology. The city offers electronic public services to improve citizens lives, and to be more transparent in sharing information through these alternative channels. The analysis revealed the effort of the town to include citizens in the digital era, and its attempt to connect with them. The research serves as a reference for other municipalities with an interest in analysing projects related to the decision-making process, strategies, information, public services, and use of its IT resources. The study is also a contribution to academic knowledge in relation to the study of public policies related to urban management. Finally, the study contributes to the field of research related to the study of strategic digital city, serving as a basis for future studies in this discipline.

Governments have adopted the rhetoric of promoting transparency, citizen engagement, and accountability through technological innovation. The provision of open government data has been encouraged as a foundational reform in that direction. This study argues that, in Paraguay’s education sector, these reforms were never capable of matching said rhetoric. Using a case study design, the research shows that the stated goals of intuitively simplifying information to facilitate citizen monitoring of funds for education infrastructure were never realistically attempted by the government. It will advocate the relevance of considering the relationship between politics, accountability, and technology to uncover transparency façades.

Explanations of politicization tend to focus on historical trends, administrative traditions, and government preferences. Absent from this literature are the actions of bureaucrats themselves. Drawing on theories of employee resistance from organization studies suggesting that changes threatening the financial security and professional identity of employees may be resisted, this article explores whether bureaucrats resist, and seek to deter, efforts of politicization. Through a most likely case study design of New Brunswick (Canada), this article finds that bureaucrats not only resisted efforts of politicization but that such actions also deterred the government from making any further dismissals.

Faculty work now includes market-like behaviors that create research, teaching, and service opportunities. This study employs an embedded case study design to evaluate the extent to which faculty members interact with external organizations to mitigate financial constraints and how those relationships vary by academic discipline. The findings show a similar number of ties among faculty members in high- and low-resource disciplines, reciprocity between faculty members and external organizations, and an expanded conceptualization of faculty work.

One of the factors that can affect a person's behavior is a communication message. In the context of the da`wah, preachers who involved actively in da`wah communication with the Orang Asli should be able to ensure that the message conveyed can be understood by the target group. In addition, the selection of the correct messages of da`wah based on the foremost priority simplify the process of sharing information between the preachers and the Orang Asli. Accordingly, this article aims to identify specific topics of Islamic faith (akidah) submitted by the Orang Asli in the process of da`wah communication and to identify verbal feedback given by the preachers to the Orang Asli of the topics. This qualitative study using case study design and data was collected through semi-structured interviews. Interviews involving nine preachers were active in da`wah activity to the Orang Asli community in Selangor. Data were analyzed thematically according to the specified objectives. The study found that the topics frequently raised by the Orang Asli is concerned about belief in Allah, belief in Malaikat, and belief in Qada' and Qadar. The topics may be found within the framework of worldview in their beliefs and practice of ancient traditions. Therefore, the preachers gave verbal feedback on these topics is based on a clear and precise sample corresponding to the level of their thinking. The emphasis on these topics is very important to strengthen and purify the faith of the community.Keywords: Communication; Message; Preacher; Indigenous community Abstrak: Elemen mesej dalam komunikasi merupakan salah satu faktor yang dapat memberi kesan terhadap perubahan tingkah laku seseorang. Dalam konteks dakwah, pendakwah yang terlibat dalam proses komunikasi dakwah dengan Orang Asli seharusnya berkebolehan memastikan kandungan mesej yang disampaikan boleh difahami oleh sasaran dakwahnya. Di samping itu, pemilihan mesej dakwah yang betul mengikut keutamaan memudahkan proses perkongsian maklumat antara pendakwah dengan Orang Asli. Sehubungan dengan itu, artikel ini bertujuan untuk mengenalpasti topik-topik tertentu dalam mesej akidah yang dikemukakan oleh masyarakat Orang Asli kepada pendakwah dan mengenalpasti maklum balas lisan yang diberikan oleh pendakwah kepada Orang Asli terhadap topik tersebut. Kajian kualitatif ini menggunakan reka bentuk kajian kes dengan pengumpulan data melalui temu bual separa struktur. Temu bual melibatkan sembilan orang pendakwah yang aktif dalam aktiviti dakwah masyarakat Orang Asli di Selangor. Data kajian dianalisis secara tematik mengikut objektif yang ditentukan. Kajian ini mendapati bahawa topik-topik yang sering dikemukan oleh Orang Asli kepada pendakwah dalam penyampaian mesej akidah ialah berkenaan tentang keimanan kepada Allah SWT, keimanan kepada malaikat, dan keimanan kepada qada’ dan qadar. Topik-topik berkenaan didapati berada dalam kerangka worldview kepercayaan dan amalan tradisi mereka. Sehubungan dengan itu, pendakwah memberikan maklum balas lisan terhadap topik-topik tersebut adalah berdasarkan keterangan yang jelas dan contoh yang tepat bersesuaian dengan tahap pemikiran mereka. Penekanan terhadap topik-topik tersebut merupakan perkara yang penting dalam rangka mengukuhkan dan memurnikan akidah masyarakat Orang Asli.Kata kunci: Komunikasi; Mesej; Pendakwah; Komuniti Orang Asli

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

The theory of transformative learning (TL) has been criticized secondhand for its lack of clarity in capturing and explaining in detail the processes undergone by learners who are going through TL experiences and their link to learning outcomes. Using a case study design, and carefully synthesized TL processes (TLPs) from Mezirow’s TL theory, we present—moment by moment—the TLPs linked to outcomes identified among a group of teachers who participated in a values-based workshop. Participants were followed through interviews for over 72 weeks to trace the stability of their TL outcome. TL processes identified were compared to Mezirow’s 10 processes. The article discusses ontological transformations gained and offers fresh perspective to identifying TLPs that can be linked to outcomes.

The South Australian Water case study illustrates the management challenges in aligning Information Technology with business objectives in a publicly owned corporation. To achieve the alignment, the new CIO begins by refreshing the IT infrastructure to support the required business applications. When the Government establishes ‘Improved water quality’ as a major corporate goal, the CIO seeks to add value to the business by developing a quality reporting system that leverages the existing technology. At the same time, he demonstrates to the corporation the IT function's capability to deliver business value through the management of multiple outsourcing vendors.
