Abstract Ongoing clashes between Hong Kong citizens and its government have foregrounded questions about outside interference in Hong Kong’s politics (largely from the government and media of the People’s Public of China), as well as debate about what institutions in Hong Kong are neo-colonial, heavily inflected with nostalgia for British colonialism, or in the process of being ‘colonised’ by the People’s Republic of China. This article looks at Shakespeare in Hong Kong (and, to some extent, greater Chinese) theatre and education as one of those contested institutions, using the particular case of the now-defunct Chinese Universities Shakespeare Festival. The author probes their initial, surface impression of the festival as a simple outpouring of colonial sentiment and impulse, using its sizeable archives to realise a reading of the institution that highlights the complexities of international and intra-regional politics, culture and identity in Hong Kong and greater China. It builds on the Hong Kong literary critic Michael Ingham’s call for attention to Hong Kong’s quest—sometimes overt (as in the demonstrations of 2019), sometimes implicit (in the body of literature Ingham explores in his cultural and literary history)—for a unique, post-colonial identity that is inspired—but, critically, not confined—by its Chinese and British histories. The article briefly outlines the origins and set-up of the festival before juxtaposing the dominance of English language and culture in it with the opportunities it presents (seized by several teams) for intra-regional cooperation, competition and sharing diverse, greater Chinese cultures. The article offers a model for critically appraising other institutions and cultural products in Hong Kong in ways that resist easy (but false) binaries of British or Chinese, colonial or indigenous.

Abstract We investigated how two English-language newspapers – Hong Kong’s South China Morning Post (SCMP) and the mainland China Daily (CD) – portrayed key social actors (police, students, protesters, and governments) during the Occupy Central/Yellow Umbrella movement. We examined emotional valence, arousal, and dominance characterizations in 1,180 news articles via a multilevel, multivariate outcome regression and critical discourse analysis. The findings reveal that emotional sentiments associated with students and protesters in SCMP were generally more positive than in CD but that this was reversed for the police and the government. Whereas SCMP deployed personal stories to construct a humanized image of protesters and students, CD relied on expert authority, rhetorical questions, and imagined scenarios to convey empathy towards Hong Kong residents, creating a villainized image of protesters. Our mixed-methods approach reveals how SCMP and CD portrayed students differently via the discursive frames of “optimistic dreamers” and “powerless scapegoats,” respectively.

Purpose – In 1997, Joseph Boyle critiqued the Hong Kong Government’s policy of recruiting native-speaking teachers (NSTs) of English into secondary schools. Boyle examined NSTs from a post-colonial and socio-linguistic stance. He concluded that the scheme was “largely ineffective” and that efforts to expand the scheme would likely fail due to the government’s implicit lack of trust in the capacities of non-native-speaking teachers’ (NNSTs) of English. However, almost two decades later the scheme has expanded across the primary and secondary sectors. The purpose of this paper is to explore how changing educational contexts and reform efforts have influenced conceptions of NSTs as articulated in Hong Kong policy. Design/methodology/approach – The research is approached retrospectively through an interpretivist paradigm, analysing policy documents, implementation materials, evaluation reports, and interview transcripts. Over 41 scheme stakeholders participated in the interviews, inclusive of policy makers, government officials, academics, teacher educators, principals and teachers, who were active over different phases of the scheme. Findings – The intended role and perceived competencies of the NSTs have been impacted by imported education reforms leading to new rationales for maintaining and expanding NST deployment. These shifts, however, lead to new tensions among idealised images of NSTs, their capacities, and the aims of policy makers and scheme implementers. Originality/value – The value of this paper lies in its reconsideration of the role of NSTs in light of educational reform efforts influenced by global change. This perspective varies from conventional critiques that focus on NSTs’ and NNSTs’ differing capacities as English language teachers by considering the impact of historic developments on later policies, and the tendency of policy makers to legitimise reform by importing international innovations. Second, it demonstrates how idealised images of NSTs simultaneously justify policies and pose challenges to effective implementation.

Hong Kong, being the “Asia’s world city”, the government proclaimed itself committed to enhancing an inclusive society. However, critics have been questioning the effectiveness of its policy in bringing social inclusion as many South Asians in Hong Kong have to deal with post-colonial identity struggle in everyday life. By using participant observations and interviews, I will discuss how South Asians engage in community art which enables them to find other realms of (self-)representation beyond those delivered by the state and its failed promise of institutionalised assimilatory multiculturalism. Despite the policy shortcomings, a “dual” Hongkonger identity was found in minority descendants, facilitated by participating in community art activities. This article contributes to the knowledge of cultural inclusion, to understand its empowerment and potential conflicts in community art participation, and to invite more academic discussions on multiculturalism in the context of Hong Kong.  


This research article highlights the temperament, inference, scope, and motives of code-mixing in Pakistani English works. One novel from Pakistani English novels namely, An American Brat by Bapsi Sidhwa, and one short story namely, The Escape by Qaisra Shehraz are being selected as an illustration of this reading. In this novel and short story, the writers have already dealt with the characteristics of postcolonialism. English language and literature pierced into the privileged civilizations of the sub-continent, after the end of British Imperialism. Pakistani writers in English are the best interpreter of the post-colonial communal language. In this study, I have hit upon code-mixing in English works written by Pakistani authors to a bigger echelon. These works are paragons of arts and the unbelievable mixture of rhetorical and fictitious study. In these works, the writers have not abased the confined diversities. They have tinted the value of Pakistani English in order to achieve the chatty desires of native people. These borrowings from the native languages are used to fill the lexical fissures of ideological thoughts. The reason of these borrowings is not to represent the English as a substandard assortment. Through the utilization of native words, we conclude that the significance of native languages has been tinted to question mark the dialect as well. The words of daily use also have an area of research for English people without having any substitute in English. That’s why in English literature innovative practices and ideas of code-mixing have been employed.

The  authority  of justice in Indonesia  is executed by  the Supreme Courts and  the  justice  boards/body under the Supreme Courts, including  the general  justice, religious affairs justice, military justice,  state administration  justice,  and  the Constitution Court. According to  certainty in  the Act of  Tax Court, Article1, clause  (5),  tax  dispute   refers to the legal dispute arising in the  taxation  affairs between the  tax payer or the  body  responsible for the  tax with   the government   executives  ( Directorate General of Tax) as the consequence of   the issue of  the decree for the  appeal  to the Tax  Court in accordance with the  tax Act, including the  charge  against the  execution of collection   in accordance with the  Act of Tax Collection by force. The  formation of Tax Court is  designed by  the Executives, in this case, the  Department of Finance, specifically  the Directorate   General  of Tax  which has the right to issue  law  more technical about  tax accord to Article 14,  letter A,  President Decree  no. 44  year 1974,  concerning the  basic  organization of the Department.  Based on  it,  it  is clear that  in addition to execute the government  rules and policy,  this body  has to execute judicial   rules and policy. This is against the  principles of  Judicative  Power/Authority in Indonesia,  which   clearly states that this body  should be under the Supreme Court.   Therefore. It is suggested that   the Act  No UU no.14 Year 2012 concerning  Tax Court   be revised  in accordance with the system of  Power Division  of Justice  as  stated in 45 Constitutions.

As 21st century is the era of modern technologies with different aspects, it offers us to make the best use of them. After tape recorder and overhead projector (OHP), multimedia has become an important part of language classroom facilities for its unique and effective application in delivering and learning lesson. Although in many parts of Bangladesh, a South Asian developing country, where English enjoys the status of a foreign language, the use of multimedia in teaching and learning is viewed as a matter of luxury. However, nowadays the usefulness and the necessity of it are well recognized by the academics as well as the government. The study aims to focus on the difference between a traditional classroom void of multimedia and multimedia equipped classrooms at university level by explaining how multimedia support the students with enhanced opportunity to interact with diverse texts that give them more in-depth comprehension of the subject. It also focuses on audio-visual advantage of multimedia on the students’ English language learning. The study has followed a qualitative method to get an in-depth understanding of the impact of using multimedia in an English language classroom at tertiary level. For this purpose, the data have been collected from two different sources. Firstly, from students’ written response to  an open ended question as to their comparative experience of learning  lessons with and without multimedia facilities; and secondly, through  observation of English language classes at a private university of Dhaka, the capital city of Bangladesh. The discussion of the study is limited to  the use of multimedia in English language classroom using cartoons, images and music with a view to enhance students’ skills in academic writing, critical analysis of image and critical appreciation of music. For this purpose, cartoons in English language, images from Google and music from You Tube have got focused discussion in this paper.

Social remittances (ideas, system practice, and social capital flow from the receiving country to the home country) of Indonesian female migrant workers (BMP) in Hong Kong appeared better and more complete than other BMP in other countries like Malaysia, Saudi Arabia, or Singapore.  Based on that research, we are encouraged to do extensive research in order to identify factors  that push  BMP’s social remittances development  in Hong Kong, to identify kinds of social remmitances they receive  and to understand on how far their social remittances become a medium to empower them and their society.  This study is done in qualitative method that uses an in-depth interview technique and FGD.  Subjects of study are BMP, the government (Ministry of Manpower and Transmigration and BNP2TKI), NGOs, migrant workers’ organization and researchers of BMP. The study done in Cianjur (West Java), Wonosobo and Banyumas (Central Java) and Hong Kong indicates that during their migration process, female migrant workers not only have economical remittance that can be used for productive activities, but also social remittances.  The social remittances are in the form practical knowledge such as language skill and nursery; knowledge on health, financial management; ethical work; the mindset changing and networking. The study  indicate that female migrant workers are extraordinary women more than just an ex-helper.  Their migration has put them into a position as an agent of development in society.Key words: Indonesians  female migrant workers, social remmitances, empowerment

The existing Kai Tak Nullah flows from Po Kong Village Road along Choi Hung Road and Tung Tau Estate into Kai Tak Development Area before discharging into the Victoria Harbour. Historically its upstream has been subject to flooding under storm conditions and this has had serious repercussions for the adjacent urban areas. A study has been commissioned by the Drainage Services Department of the Government of the Hong Kong Special Administrative Region (HKSAR), China to investigate the flood mechanisms and to provide flood alleviation measures by improving the capacity of the Kai Tak Nullah. In addition to flood alleviation, there is a strong public aspiration to rehabilitate the Kai Tak Nullah by a comparatively natural river design. Since the Kai Tak Nullah is located within a heavily urbanized area, traffic and environmental impacts are also highly concerned. The final flood alleviation scheme has thus had to strike a balance among the aforesaid factors with assistance from the hydraulic modelling utilizing InfoWorks Collection Systems (CS) software. This paper presents the public engagement exercise, design considerations, methodologies, and recommendations regarding the reconstruction and rehabilitation of the Kai Tak Nullah.
