The author discusses the scale and scope of military cooperation between Russia and Belarus after 2014. He analyses the changes that have occurred in this area after the Russian intervention in Ukraine. He presents the legal and treaty basis of the Russian-Belarusian cooperation, as well as the main points of contention in bilateral relations. In recent years, the differences in the international policies of both countries have widened. Russia expects its closest ally to support it in its conflict with the North Atlantic Alliance and to unequivocally recognize the legitimacy of the Russian intervention in Ukraine. Russian efforts to deepen integration with Belarus, including the military sphere, have been intense, especially in recent months. The author also draws attention to the cooperation in the field of the armaments industry of both countries, as well as joint military exercises and the process of training Belarusian soldiers at Russian military universities.

China and Russia see numerous external and internal challenges that threaten their security, including Russia’s standoff with NATO over Ukraine and China’s territorial disputes in the South China Sea, and both states are increasing the capabilities of their military forces. In this environment, China and Russia have established a secure border that enables them to focus elsewhere. Russian arms sales to China are important, and the two sides engage in joint military exercises, both bilaterally and in conjunction with the Shanghai Cooperation Organization. They further cooperate on regional issues and space. However, China and Russia have not formed a military alliance, and the memory of past conflicts and the growing power of the People’s Liberation Army (PLA) vis-à-vis the Russian military place limits on security cooperation.

Significance Russia's westernmost outpost has gained in strategic importance since relations with NATO plummeted in 2014. Efforts to enhance military capability have accelerated since spring 2016. New weapons and equipment have been deployed and periodic close encounters take place between fighter jets flying from Kaliningrad and Western planes and ships off the Baltic coast. Impacts NATO will keep a close watch on activity in Kaliningrad during the September Zapad-17 Belarusian-Russian military exercises. Russia will make its irritation known over overt intelligence collection targeting Kaliningrad. Naval commanders will be under pressure to show improvements to the Baltic Fleet's performance.
