There remains uncertainty in models of the policy process about how and when radical change takes place. Most policy authors focus on explaining incremental change, and yet in practice a pattern of change described as punctuated equilibrium has been observed, with periods of stability interspersed with periods of rapid, abrupt change. It is argued here that the influence of materials and technologies—the substance of policy—must be incorporated into models of the policy process in order to help further our understanding of radical change. Concepts from science and technology studies concerning the inseparability of social and technical spheres are used to explore how people and materials interact to create opportunities for radical change. These ideas are particularly relevant to policy sectors comprising durable, capital-intensive infrastructure, such as housing. Drawing on examples from the UK housing sector, ideas about policy networks and large technical systems are synthesised to develop a more holistic, interdisciplinary account of policy change.

Policy network analysis (PNA) and the advocacy coalition framework (ACF) are relatively recent additions to the toolbox of policy analysis. The author explores the strengths and limitations of each through comparative application. The two frameworks are used to analyse policy change and stability in the UK industrial pollution sector over a period of more than twenty-five years. Innovations derived from policy-oriented learning generated in the 1970s were initially rejected before being implemented fourteen years later. The case study illustrates the limits of both theories. Change was not an open competition between advocates of different core policy beliefs. Nevertheless the ACF analysis of contrasting, broadly defined, beliefs can help explain some events beyond policy networks. Resource interdependencies in the policy network provide a good explanation for the stabilities exhibited in the case study. PNA can also explain why some actors were excluded from the policy process whereas others exercised decisionmaking and nondecisionmaking power. In combination, the more fundamental agency-oriented and structure-oriented emphases on beliefs and resources associated with the ACF and PNA, respectively, can enrich policy analysis.

ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. This article is a response to a speech addressed to the Economic and Social Research Council which was made, in February this year, by the UK Secretary of State for Education and Employment, David Blunkett. The speech was entitled ‘Influence or Irrelevance: can social science improve government?’ . Blunkett's programme for engaging social science in the policy process is far from unique and many of the arguments have been heard before. However, the curiosity of the speech lies in the fact that the conception of social science which Blunkett advocates mirrors the approach New Labour itself has to politics and government. This raises some rather interesting difficulties for social scientists. How do we engage in a debate about the role of social scientific research in the policy process when our own conception of the discipline may be radically at odds with that of the government? Furthermore, New Labour's particular conception of the relationship between social and policy-making means that we not only have to contest their notion of what it is we do, but also challenge their conception of the policy process. We cannot ignore this engagement, even if we wanted to. The challenge is to address it and to do so, moreover, in terms which Blunkett might understand. This article is an attempt to start this process.

Purpose The purpose of this paper is to focus on strategies and “spoken discourses” used to construct legitimation around change at the individual level. Comparing changes in financial accounting, budgeting and performance management at two government levels (Westminster and Scotland), it explores the use of legitimation strategies in the implementation of accounting change and its perceived outcomes. Design/methodology/approach Drawing on semi-structured interviews, six legitimation/delegitimation strategies are used to code the transcribed data. Patterns with the perceived outcomes of change are explored. Findings Changes introduced to enhance “rational” decision making are often received as pushed by some source of authority. Regardless of the interviewees’ background and level, the results suggest that for radical accounting change to embed, it is necessary for it to be perceived as rational, rather than merely driven by authorisation-based pressures. Conversely, incremental change is associated with modest legitimation via rationalisation and delegitimation based on pathos and rationalisation. Research limitations/implications The study deals with actors’ legitimation strategies and perceptions of change. These may not correspond to actual substantial change. Taken-for-granted ideas often remain “under the radar”, therefore care must be taken in interpreting the results. The focus of the empirical study is on the UK, therefore conclusions are restricted to this context. Originality/value Existing studies struggle to explain organisations’ heterogeneity and practice variation; this study sheds light on how individual legitimation, which may lead to different organisational results, occurs. Differences in how actors interpret changes may be based on their position (central vs devolved administration) and on their ownership of the changes.

This article analyses the theoretical utility of policy transfer in developing perspectives on international and comparative social policy. It argues that existing work on policy transfer provides us with a theoretical tool to connect perspectives on international policy change, by focussing on the knowledge base of policy and the motivations of actors throughout the policy process from the global level to the context of practice. In doing so, it explores the role of epistemic communities in policy-oriented learning, particularly in education. The article concludes by suggesting four areas for future work on transfer which would serve to advance international policy analysis.

The article deals with the problem of the role of ‘social’ devices at the time of producing and reproducing organizational behavior, taking the case of recruitment and selection processes in financial services organizations in Chile and the UK. Based on 42 in-depth interviews in Santiago, London and Edinburgh, and building on science and technology studies and the concept of device the article aims to understand how recruitment and election mechanisms are adopted and legitimated in organizations. Analysis suggests that recruitment and selection mechanisms connect technical and moral elements, allowing managers to deal with uncertainty and carry out organizational reproduction. However, devices in Chile and the UK differ in the modes that connect technical and moral elements.

AbstractThe distribution of wealth is widening in many countries and with it the growing importance of inherited wealth. In 1974, a Labour Government came to power in the United Kingdom committed to introducing an annual wealth tax. It left office without doing so. Using the official archives of the time and those of a key advisor this paper traces both the origins of the policy and its fate at the hands of the civil service. It explores two related questions. What does this experience tell us about the role of the civil service in the policy process in the UK and what lessons might be learned by those wishing to tackle the issue of widening wealth disparities today?

ABSTRACTThe author presents an empirical study of the direct corporate taxation policy process in the European Union. The study links three public policy literatures that are usually considered somewhat distinct and independent: the literature on the politics of tax reform, the literature on policy change and the political role of knowledge, and the literature on European integration. The examination of these literatures leads to a series of hypotheses which are used for addressing the analysis of the policy process. The conclusions assess the hypotheses and draw implications for the study of knowledge utilisation, policy change, and policy types.

The aim of this paper is to explore the role of regional innovation systems and clusters in the economic recovery of old industrial regions. We draw a distinction between three types of cluster-based renewal: an innovation-oriented adjustment of mature clusters (incremental change); the emergence of new agglomerations in established industries (diversification); and the rise of knowledge-intensive and high-technology activities (radical change). In the empirical part of the paper we compare cluster-based recovery processes in the regions of Styria and the Saarland. It is shown that Styria rebuilt its regional innovation system more successfully, enabling the innovation-oriented adjustment of a mature cluster, the rise of a new cluster in an established industry, and the emergence of knowledge-intensive activities. In the Saarland, in contrast, the regional innovation system has been more specialised, which has resulted in weak performance with respect to incremental change and diversification and high performance regarding radical change.

Despite efforts to increase the quantity and quality of women-owned businesses, enterprise policy has enjoyed only modest success. This article explores the role of legitimacy in these outcomes by examining how and when individual stakeholders evaluate and then influence the legitimacy of women’s enterprise policy. We draw on 45 interviews with actors in the UK enterprise policy ecosystem and an ethnographic study of the policy process. We present a multilevel model of two opposing legitimacy processes: a legitimacy repair loop and a delegitimizing loop. In doing so, we provide a novel perspective on policy institutionalizing.
