Threatened species' lists have been consistently reviewed as easily misused, inappropriately applied, counterproductive, and reflecting changes in knowledge more often than changes in threat status (Burgman, 2002; de Grammont and Cuaron, 2006; Possingham et al., 2002; Seminoff and Shanker, 2008). However, with limited resources to deal with endangered species, effective conservation decision-making needs a means of determining where priorities lie. The EDGE list of the world's most ?Evolutionary Distinct? and ?Globally Endangered? amphibians ranks New Zealand's endemic Archey's Frog Leiopelma archeyi at the top of its list (www.edgeofexistence.org/ amphibians/top_100.php). What role should this ranking or any other threatened species list play in determining conservation priorities in New Zealand?

AbstractMany countries rely on formal legislation to protect and plan for the recovery of threatened species. Even though the listing procedures in threatened species legislation are designed to be consistent for all species there is usually a bias in implementing the laws towards charismatic fauna and flora, which leads to uneven allocation of conservation efforts. However, the extent of bias in national threatened species lists is often unknown. Australia is a good example: the list of threatened species under the Environmental Protection and Biological Conservation Act has not been reviewed since 2000, when it was first introduced. We assessed how well this Act represents threatened species across taxonomic groups and threat status, and whether biases exist in the types of species with recovery plans. We found that birds, amphibians and mammals have high levels of threatened species (12–24%) but < 6% of all reptiles and plants and < 0.01% of invertebrates and fish are considered threatened. Similar taxonomic biases are present in the types of species with recovery plans. Although there have been recent improvements in the representation of threatened species with recovery plans across taxonomic groups, there are still major gaps between the predicted and listed numbers of threatened species. Because of biases in the listing and recovery planning processes many threatened species may receive little attention regardless of their potential for recovery: a lost opportunity to achieve the greatest conservation impact possible. The Environmental Protection and Biological Conservation Act in Australia needs reform to rectify these biases.

Recent analyses (Clout, 2001; Cullen et al. 2005; Hartley, 1997; Joseph et al. 2008; Joseph et al. 2009) of the management of New Zealand?s biodiversity have highlighted the challenge of allocating limited resources, especially the funding of threatened species. Our essay includes frequent citation of Joseph et al. (2008, 2009) as the Project Prioritization Protocol (PPP) modal proposed in their papers is co-written by Department of Conservation (DOC) staff, and may be the metric used in future allocation of resources to New Zealand?s threatened species. Limited resourcing of threatened species management and recovery is a worldwide problem, extensively documented in the conservation literature (Spring et al. 2007; Sutherland, 2009). Reviews of conservation management practices (Craig and Stewart, 1994; Sutherland, 2009; Sutherland et al. 2004; Ussher, 1999) have called for the justification of conservation research by quantifying biodiversity changes and testing solutions. Therefore it is appropriate that novel strategies such as those presented by Joseph et al. (2008, 2009) are available for assessment. Any suggestions for improvement must engage a full debate on the current demands on natural resources (Sarukhan and Whyte, 2005) and the emerging threats to biodiversity, such as climate change (Kostyack and Rohlf, 2008). Development and Implementation of management strategies for threatened species need to be cognizant of not only the ecological (Clark et al. 1994; Tear et al. 1993) needs of threatened species, but also cultural (Charnley, 2006; Craig and Stewart, 1994; McBride et al. 2007) and economic (Craig, 1998; Cullen et al. 2005; Moran, 2003; Perhans et al. 2008; Sinden, 2004) factors.

Global warming, coupled with habitat destruction and human activity, are accelerating the rates of species extinction worldwide. Species-extinction risk assessment using the IUCN Red List categories, together with the study of the spatial patterns of biodiversity, are fundamental approaches for identifying conservation priorities and targeting government decisions to mitigate impacts on biodiversity. Here, we analyzed the geographic distribution of Argentinean species of Brassicaceae using species point distributional data. In this way, we classified species following the IUCN threat categories at a regional level, and analyzed patterns of richness, endemism, and threat on the different ecoregions and biomes of the country. In addition, we also explored differences in elevation, annual mean temperature, annual precipitation, and aridity between endemic vs. non-endemic and threatened vs. non-threatened species. The results showed that of the 162 Argentinean taxa, 58 species were here categorized as threatened (VU, EN, or CR) (36%). However, when only endemics are considered, more than half of these (33 spp, 57%) are threatened. Although species inhabit all environments and biogeographic regions of the country, arid to semi-arid areas, which are associated to the Andes and the Patagonian steppe, contained most of the species. Specifically, the Central Andean Puna and the Patagonian steppe ecoregions included the greatest number of species, endemics, and threatened species. Furthermore, different hotspots of richness, endemism, and threat were detected along Andean regions and the Patagonian steppe, and endemics were characterized by inhabiting on average drier areas than non-endemic native species. An up-to-date species list, including conservation status, distribution maps for all species, hotspots of richness, endemism, and threat, are also provided. This work seeks to contribute to the knowledge on geographical patterns of the Argentinean flora and its conservation, complementing the information published in the Flora of Argentina.

Gender mainstreaming in agriculture is new trend to address the inequalities of resources and work participation between men and women for ensuring equity in gender. Though women constitute about half of the total agricultural labour, their access to resources as well as decision making power is limited. Particularly, women in rice-based farming system though undertake hard work, own or share very limited resources and benefits in comparison to other systems. Various needs of women, while undertake research and technologies developed should be addressed appropriately through gender focussed planning, project implementation, monitoring as well as impact assessment. A systematic understanding and capacity building of the planners, researchers, development and extension machineries on innovative mechanism and gender sensitive perspectives would bring socioeconomic upliftment of not only women but the whole society.

Efficient decision-making integrates previous experience with new information. Tactical use of misinformation can alter choice in humans. Whether misinformation affects decision-making in other free-living species, including problem species, is unknown. Here, we show that sensory misinformation tactics can reduce the impacts of predators on vulnerable bird populations as effectively as lethal control. We repeatedly exposed invasive mammalian predators to unprofitable bird odors for 5 weeks before native shorebirds arrived for nesting and for 8 weeks thereafter. Chick production increased 1.7-fold at odor-treated sites over 25 to 35 days, with doubled or tripled odds of successful hatching, resulting in a 127% increase in modeled population size in 25 years. We demonstrate that decision-making processes that respond to changes in information reliability are vulnerable to tactical manipulation by misinformation. Altering perceptions of prey availability offers an innovative, nonlethal approach to managing problem predators and improving conservation outcomes for threatened species.

Cats are the most common companion animals in New Zealand. Advances in veterinary care means that cats are living longer and there are many older cats. End-of-life decisions about cats are complicated by owner–cat relationships and other psychosocial factors. Our study explored the ways in which end-of-life decisions were being made by owners of older and chronically ill cats in New Zealand and the role of their veterinarian in the process. Qualitative data were gathered via retrospective semi-structured interviews with 14 cat owners using open-ended questions. Transcripts of these interviews were explored for themes using template analysis and nine themes were identified. Four were animal-centered themes: cat behavior change, pain was a bad sign, signs of ageing are not good, and the benefits of having other people see what owners often could not. Five were human-centered themes: veterinarians understanding owners’ relationships with their cat, normalizing death, the need for a good veterinarian to manage end of life, veterinary validation that owners were doing the right thing, and a strong desire to predict the time course and outcome for their cat. End-of-life decision making is complex, and the veterinarian’s role is often poorly defined. Our owners appreciated the expertise and validation that their veterinarian provided but continuity of care was important. Future research aimed at exploring the veterinarian’s perspective during end-of-life decision making for cats would be a valuable addition to the topic.

Given the economic and cultural dependence on the marine environment in Oceania and a rapidly expanding human population, many marine species populations are in decline and may be vulnerable to extinction from a number of local and regional threats. IUCN Red List assessments, a widely used system for quantifying threats to species and assessing species extinction risk, have been completed for 1190 marine species in Oceania to date, including all known species of corals, mangroves, seagrasses, sea snakes, marine mammals, sea birds, sea turtles, sharks, and rays present in Oceania, plus all species in five important perciform fish groups. Many of the species in these groups are threatened by the modification or destruction of coastal habitats, overfishing from direct or indirect exploitation, pollution, and other ecological or environmental changes associated with climate change. Spatial analyses of threatened species highlight priority areas for both site- and species-specific conservation action. Although increased knowledge and use of newly available IUCN Red List assessments for marine species can greatly improve conservation priorities for marine species in Oceania, many important fish groups are still in urgent need of assessment.

Cost-effectiveness analysis (CEA) is a method of economic evaluation that can be used to assess the efficiency with which health care technologies use limited resources to produce health outputs. However, inconsistencies in the way that such ratios are constructed often lead to misleading conclusions when CEAs are compared. Some of these inconsistencies, such as failure to discount or to calculate incremental ratios correctly, reflect analytical errors that, if corrected, would resolve the inconsistencies. Others reflect fundamental differences in the viewpoint of the analysis. The perspectives of different decision-making entities can properly lead to different items in the numerator and denominator of the cost-effectiveness (C/E) ratio. Producers and consumers of CEA need to be more conscious of the perspectives of analysis, so that C/E comparisons from a given perspective are based upon a common understanding of the elements that are properly included.
