Between ethnopolitics and liberal centrism: the Movement for Rights and Freedoms in the mainstream of Bulgarian party politics

This paper examines a less researched aspect of East European party politics: change within ethnic parties, which are conventionally regarded as stable or intransigent political actors. The main argument of the paper is that the decreasing relevance of a bipolar model of political competition has affected the relative positioning of ethnic parties. Their programmatic outlook, role in the party system, and mobilization strategies are being mainstreamed. Ethnic parties are no longer regarded as inevitable participants in power sharing and informal elite accommodation. They are increasingly treated by voters and the party system alike as national-level parties and national-level competitors. The paper applies the concept of mainstreaming to explain the long-term evolution of the Movement for Rights and Freedoms in Bulgarian party politics as a critical case study of ethnic party repositioning from proximity to government to parliamentary opposition. It builds an argument about the MRF's continued relevance to the party system, ensuring minority representation beyond ethnicity, as a liberal-centrist party representing distinct economic interests and political orientations within the Bulgarian electorate.

Abstract This article examines the role of ethnicity and ethnic parties as stabilizing factors in Southeast European party systems. It compares two ethnically divided countries in Southeast Europe: Bosnia and Herzegovina, where ethnic identities that form the political cleavage are firm, and Montenegro, where they are malleable. Theoretically, it addresses the debate between scholars who either find stability or instability in East European post-communist party systems. The article traces the role of ethnicity in the formation and development of electoral contests and compares the two cases by utilizing measures of block volatility, based on analysis of official electoral data. We argue that party systems in ethnically diverse countries are stable at the subsystems level, but unstable within them. In BiH, firm ethnic identity stabilizes the party system by limiting competition between blocks, leading to closure. Malleable ethnic identity in Montenegro opens competition to non-ethnic parties seeking to bridge ethnic divisions, leading to more instability. We find that party system dynamics in ethnically divided new democracies depend on identity rigidity and cleavage salience, in addition to levels of heterogeneity.

In this paper, we examine consequences of party system nationalization. We argue that the degree to which party systems are nationalized should affect the provision of public benefits by governments. When political competition at the national level occurs between parties that represent specific sub-national constituencies, then the outcomes of policy debates and conflicts can lead to an undersupply of nationally focused public services. We test our argument using data on DPT and measles immunization rates for 58 countries. We find that low party system nationalization is a barrier to improvements in these health indicators. Specifically, a substantial presence of regionalized parties hinders states’ convergence toward international heath standards.

AbstractAlthough the failed democratic transition in Egypt following the Arab Spring is unanimously held as a poster child for the stubbornness of authoritarianism in the MENA region, its determinants remain disputed. Contributing to this debate, this article focuses on the noxious effects of past electoral authoritarianism on the transitional party system. More specifically, through quantitative text analysis, the article demonstrates that transitional parties’ agency is largely the by-product of the way in which political competition was structured under the previous electoral autocracy. On the one hand, the uneven structure of opportunity upholding previous rule is central to the lack of pluralism. On the other hand, the previous regime's practice of playing opposition actors against each other through identity politics is at the root of the absence of common ground among the aforementioned parties during the transition.

Contemporary democracies face a trend toward the diffusion of the representational void left by under- legitimized political parties (Mair 2013). The essential functions of traditional political parties to organize and articulate political conflict and societal interests have been challenged both from the inside of the party system, by the emergence of populist habits of newcomers, and from the outside, by the progressive erosion of old political culture and corresponding increasing of hostility feeling. Intermediaries organizations of political and economic interests usually push their demands toward political actors in order to shape policy choices. What can happen when the traditional party system suffers from de- legitimation? In this paper, I will try to understand the level of concern of interest organizations toward the progressive detachment of civil society from political actors, in order to define if the risk of a void of representation is perceived as real and contingent. Thanks to a new original European dataset (the Comparative Interest Groups Survey), the analysis shows that different types of interest groups perceive the void to be real and with a possible impact on their activities and their own survival. As expected, in the regression model, differences emerge between countries with a traditional strong interests’ system and countries where groups activities are usually barely regulated. The results support the idea that the distance between civil society and political representatives should be considered a prominent focus of contemporary social and political investigation in order to understand the challenge for democratic life and the possible strategy of reaction.

Adopting Ionescu's qualitative approach to political science, and building on Sartori's definition of party system, this article examines the degree to which European (both East and West) party systems have developed since the collapse of communism in 1990 in all three major areas of partisan competition: parliamentary, governmental and electoral. In this context, this article constitutes, paraphrasing Sartori (1969), an attempt to go ‘from political sociology to the sociology of politics and back’. The main conclusion is that, although two decades have passed, East European party politics continues to be generally characterized by instability and unpredictability at all levels.

The article examines the Greek party system under the Third Republic and identifies the key trends in its development during the years of the “great recession” (2008–2016) and the subsequent post-crisis recovery. Economic and social cataclysms led to the political fragmentation, the decline of the once largest party PASOK, the rise of radical parties, both left and right wing. However, the period of political chaos was short-lived. As a result, Greece has come to a quasi-two-party system, similar to the one that functioned in the pre-crisis decades. The return to normalcy was partly caused by the failure of the anti-European agenda, which brought SYRIZA and Independent Greeks to power in 2015 on the crest of a populist wave. But there were other reasons. First, the revitalization of the bipartisan system was facilitated by a reinforced proportional electoral system, which gave 50 bonus seats to the leading party. Second, political competition is constrained by the conservatism of Greek society, its weak susceptibility to new ideas (liberal, «green», regionalist, etc.). Third, bipartisanship is cemented by widespread clientelistic ties between the largest parties and voters who receive public sector jobs and other benefits in exchange for their loyalty. Fourth, the lion’s share of media resources is concentrated in the hands of a small number of media moguls associated with the leading parties, and citizens receive rather scant information about smaller political actors. These factors contribute to political stability, but at the same time they limit political competition, which poses serious risks for the country.

In this article I analyze the extent and causes of party system fragmentation in Indonesia's provincial and district parliaments. Focusing on the results of the first three post-Suharto elections in 1999, 2004, and 2009, I first highlight that local-level fragmentation is not only generally higher than national-level fragmentation but also that it has consistently increased over the three elections and that fragmentation has been particularly high in Eastern Indonesia. I then explain these three trends as a result of three main factors: First, electoral institutions applied between 1999 and 2009 facilitated fragmentation and poor party system institutionalization, mainly due to the introduction of an open list system in 2009 and the absence of a parliamentary threshold at the local level. Second, low levels of party institutionalization progressively individualized local party politics and made it normal for candidates to switch to smaller parties if it suited their interests, thereby exacerbating fragmentation. Third, electoral campaigning for local parliaments has been dominated by traditional methods based on personal relationships and networks rather than lavish public relations campaigns with expensive TV ads, further reinforcing the effects of the first two factors.

Though dominated by the monarchy and military, Thailand in 2020 has a highly factionalised, political party system ensconced within a defective democracy. When not under military rule, such a situation has been common. The country’s excessive level of factionalism across parties and over time is due to a long history of regionalised and decentralised parties that have invariably been dependent upon finance from faction leaders who have rarely been reined in by laws to limit factionalism. Only under Thaksin Shinawatra (2001–2006), did factionalism diminish in importance on the national level owing partly to 1997 constitutional alterations. Following a 2006 coup and the 2007 adoption of a military-endorsed constitution, a high level of intra-party factionalism returned across parties. Though the 2014 coup again ended the country’s faction-ridden democracy, the 2019 general election resurrected factionalism, which guaranteed weakness for party politics while benefiting the aristocracy and military.

The article examines the possibility of transfer to bipartisan system in Russia. The authors assess the benefits of the two-party system that include first of all the ensuring of actual political competition and authority alternativeness with simultaneous separation of minute non-system forces that may contribute to the country destabilization. The authors analyze the accompanying risks and show that the concept of the two-party system as the catalyst of elite schism is mostly exaggerated. The authors pay separate attention to the experience of bipartisan system implementation in other countries, including the United States. They offer detailed analysis of the generated concept of the bipartisanship crisis and show that this point of view doesn’t quite agree with the current political practice. The authors also examine the foreign experience of the single-party system. They show that the success of the said system is mostly insubstantial, besides many of such systems have altered into more complex structures, while commentators very often use not the actual information but the established myths about this or that country. The authors also offer practical advice regarding the potential technologies of transition to the bipartisan system in Russia.
