Abstract What accounts for the large and ever-changing number of political parties that contest Indian state elections? In this paper we test an equilibrium model of political parties where the number of parties depend on the average size of state constituencies, the heterogeneity of the state’s electorate, state per capita income as well as constitutional and legislative rules that directly affect party numbers. Extending the analysis to consider the effects on entry and exits highlights those factors that have affected party turnover instead of or in addition to changing aggregate party numbers. Comparison of the effects on numbers with those on the effective number of parties (ENP) suggests that the model explains variations in the number of smaller sized parties that are a more transitory part of the electoral process. Whether this implies that the model is more applicable to the lesser developed Indian states is examined by re-testing the model against a subdivision of states that differ by their stage of development. While most variables work in the same way, increases in the proportion of reserved seats have decreased both party numbers and ENP in lower income states, with the opposite occurring in higher income states. The effect of state partition has been to decrease party vote fragmentation more than party numbers.

This article aims to reconstruct the functioning of political parties that was present during the establishment of the foundations of the democratic system and political practice, from the “Velvet Revolution” to the creation of a competitive party system with a dominant political party – Movement for Democratic Slovakia (HZDS) set up by Vladimir Mečiar; who served as prime minister in the years 1993–1998 (including a hiatus in 1994) greatly affecting the state internal and international policy, and held the post of the sole chairman of the party until its dissolution. V. Mečiar’s rule was marked by the interweaving of the elements of the wave of democratization with the reverse wave of de-democratization. The pro-democratic and undemocratic tendencies displayed by Mečiar were determined – apart from objective factors – by the personality traits of the prime minister: his commanding and charismatic leadership style, authoritarianism, making public decisions in a ruthless manner devoid of impartiality, or violations of democratic norms and values. Apart from its scientific purpose, this article may also fulfil a practical function allowing the possibility of using the research findings in social practice/politics.

This chapter traces the development of the political party system in Colombia, focusing on characteristics related to their production or consumption of policy analysis. It stresses that political parties will not fully utilize policy analysis to guide their decisions and priorities, as long as clientelistic linkages prevail. It also mentions the third or nongovernmental sector, which is increasingly recognized as an important policy actor or potential policy actor in all countries. The chapter describes the historical trajectory of the Colombian party system, its make-up in the 21st century, and key institutional features affecting parties' use of policy analysis. It identifies some of the mechanisms through which 21st-century Colombian political parties produce or rely on policy analysis.


Significance At the same time, Dino is seen as a politician with the ability to build bridges both to other forces in the country’s fractured centre-left and to parties beyond it. Impacts Dino’s consensus-building skills are a significant asset and could facilitate construction of a strong alternative to Bolsonaro. Reforms taking effect in 2022 are likely to bring a forced consolidation of the political party system. The PT is likely to remain a key obstacle to the formation of a broad centre-left alliance.

Though dominated by the monarchy and military, Thailand in 2020 has a highly factionalised, political party system ensconced within a defective democracy. When not under military rule, such a situation has been common. The country’s excessive level of factionalism across parties and over time is due to a long history of regionalised and decentralised parties that have invariably been dependent upon finance from faction leaders who have rarely been reined in by laws to limit factionalism. Only under Thaksin Shinawatra (2001–2006), did factionalism diminish in importance on the national level owing partly to 1997 constitutional alterations. Following a 2006 coup and the 2007 adoption of a military-endorsed constitution, a high level of intra-party factionalism returned across parties. Though the 2014 coup again ended the country’s faction-ridden democracy, the 2019 general election resurrected factionalism, which guaranteed weakness for party politics while benefiting the aristocracy and military.

This article investigates new political party formation in South Africa within the broader context of voter volatility. The political party system has displayed high levels of stability, but the unrestrained and rampant formation of new political parties that contest in each election could destabilise the system. The number of entrants rose to an unprecedented 28 before the 2019 elections and contradicts the support for older, established parties in each election since 1994. In theory, the within-system stability in South Africa, with an on average 90% voter share between established parties, impedes the scope for the formation of new smaller parties. In reality, support for new parties remains low. This article explores why this does not serve as a deterrent for the formation of new parties. The article shows that despite the increasing number of new entrants, their impact on stability and consolidation in the country is negligible.

AbstractIn this paper, we study how political parties react to democratic transitions. We find that the structure of legislators’ social networks plays a critical role in shaping their political interactions during the transition period, and consequently, the post-transition party systems that emerge. We focus on the Korean case, where the incumbent authoritarian party merged with one of its pro-democracy opponents to create a powerful and enduring conservative party under democratic rule. Using a novel individual-level dataset on all legislative members during the transition, we find that the merger was facilitated by dense social networks linking members of the merged parties, which increased trust across the parties and reduced the difficulty of a merger. Conversely, we find that the paucity of ties linking pro-democracy parties hindered their long-term cooperation, despite their shared ideologies and policy goals. The study complements existing theories by providing a network-based explanation for the weakly institutionalized political party system that has characterized Korean politics since democratization.

Puerto Ricans, US subjects since 1898, were naturalized en masse in 1917. Congress did so to eliminate the possibility of independence from the US. That citizenship is the cornerstone of island-mainland relations for those advocating a continued relationship with the United States—either in the form of the 1952 Commonwealth constitution or statehood. The epicenter of Puerto Rican partisan life remains the status question. This remarkably stable political party system featured two strong parties of near-equal strength—the pro-Commonwealth PPD and its statehood challenger, the PNP— and a small independence party, the PIP. A core feature of the PNP’s platform has been estadidad jíbara—"creole statehood.” In theory, a future State of Puerto Rico would be allowed to retain its cultural and linguistic autonomy while attaining full membership as the 51st state of the Union.

This study identifies and explains the factors that have shaped the evolution of the competitive political party system in East Timor from its beginnings in the 1970s to the difficult and sometimes violent transition since independence in 2002 towards a semi-developed competitive party system. It reviews the organizational character of the two major Parties: FRETILIN and the CNRT and the minor parties in the national parliament and the nature of intra-party factionalism in contemporary politics in what is an under-institutionalized and a predominantly personalistic system.

The article states that the political party system formed on the constitutional basis of the Basic Law of Germany is one of the key pillars of democracy of the German state. The Western German-style political party system, based on a substantial legal framework, political culture, and traditions, has convincingly proved its democratic spirit and viability over several decades of the post-war period. The effectiveness of this system was ensured by the presence of the two large parties, the Christian Democrats and the Social Democrats. The attractiveness of their policy priorities, broad political activity, and statist approaches made it possible to displace other, less influential, parties. The effectiveness and viability of the political party system of Germany are also proven by the course of the process of restoring the country’s state unity. The current period is characterised by systemic crisis phenomena, which have not spared German major parties. These processes are also taking place in other European countries, as previously stable parties transform over time into an idiosyncratic kind of political and technological institutions. For them, short-term success is a priority and is defined by the number of votes cast, rather than the focus on robust principles and visions of the future. However, it may be fair to claim that the whole previous experience testifies to the creativity of the political party system of post-war Germany, thus making the modern Federal Republic of Germany able to cope with contemporary problems and challenges. This is – and will be – buttressed by time and new approaches pursued by politicians, experts, and scholars as well as the previous practice of reaching compromises and social concord in the name of national interests. The political party system was and remains an important constituent of the entire state and political system of Germany.
