Research and practice show that special-purpose programmes designed to promote tourism development at a regional level are generally aimed at improving industry and infrastructure in a targeted region. These tasks, as well as the issues of hotel, public catering and other service quality enhancement, are focal for developers of strategies and targeted programmes of regional tourism development. Besides tourist industry development, policy papers address marketing issues, such as, for example, the development, positioning and promotion of the tourist product. However, the issues concerning the tourist service quality and the hospitable atmosphere in the environment external to a tourism enterprise receive little attention. Experience shows that tourists value not only the service quality as provided by tourist-oriented enterprises but also the friendly and welcoming attitude of the local people, which, combined, serve to create a unique atmosphere of general hospitality. UNWTO regards the ethics of tourism development as important and indispensable. With this in mind, the authors of the article raise the problem of a hospitality standards complex development which, applied at a regional level, should include provisions to be implemented by the tourism industry and infrastructure participants to improve service. The authors hold that a standards complex will ensure a synergetic approach to the creation of a unique atmosphere of hospitality in a region, and assert that the content of the standards be based on the provisions of international legal acts and the legal and regulatory framework in effect in a particular region. A model of the standards is demonstrated in the context of the Yaroslavl region.

Tourism is an important component of the Indonesian economy as well as a significant source of the country’s foreign exchange revenues. According to the Center of Data and Information - Ministry of Culture and Tourism, the growth of foreign visitor arrivals to Indonesia has increased rapidly by 9.61 percent since 2010 to the present. One of the most potential tourism destinations is Komodo Island located in East Nusa Tenggara. With the island’s unique qualities, which include the habitat of the Komodo dragons and beautiful and exotic marine life, it is likely to be one of the promising tourism destinations in Indonesia and in the world. In 1986, the island has been declared as a World Heritage Site by UNESCO. The Ministry of Culture and Tourism continuously promotes many of the country’s natural potential in tourism through various media: printed media, television and especially new media. However, there are challenges for the Indonesian tourism industry in facilitating entrepreneurship skills among the local people in East Nusa Tenggara. According to the Central Bureau of Statistics (2011), East Nusa Tenggara is considered as one of the poorest provinces in Indonesia where the economy is lower than the average, with a high inflation of 15%, and unemployment of 30%. This research is needed to explore further the phenomenon behind the above facts, aiming at examining the role of new media in facilitating entrepreneurship in the tourism industry in Komodo Island. This paper aims to measure the quality of the services delivered by a court by assessing the satisfaction of court users and service providers, i.e., magistrates and court officials. For that purpose, a case study was carried out and data were collected by means of a questionnaire based on the SERVPERF instrument, in which perceived service quality is measured, considering court users, magistrates, and court officials’ perceptions of post-service performance. One hundred and fifty-eight questionnaires were successfully returned. An in-depth interview was later conducted to the court administrator to gain a richer understanding of the results achieved and ask follow-up questions. Overall, findings revealed that court users, magistrates, and court officials clearly have a positive view of the services provided, although improvement is needed, particularly in the court’s facilities and technological equipment. The current research sheds some light on the potentialities and difficulties of assessing service quality in the judiciary and contributes to the validation of the SERVPERF instrument in this context.

The spatial analysis of tourism industries provides information about their structure, which is necessary for decision-making. In this work, tourism industries in the departments of Córdoba province, Argentina, for the 2001–2014 period were mapped. Multivariate methods with and without spatial restrictions (spatial principal components (sPCs) analysis, MULTISPATI-PCA, and principal components analysis (PCA), respectively) were applied and their performance was compared. MULTISPATI-PCA yielded a higher degree of spatial structuring of the components that summarize tourism activities than PCA. The methodological innovation lies in the generation of statistics for multidimensional spatial data. The departments were classified according to the participation of tourism activities in the value added of tourism using the sPCs obtained as input of the cluster fuzzy k-means analysis. This information provides elements necessary for appropriately defining local development strategies and, therefore, is useful to improve decision-making.
