Oftentimes, democracy is not spread out evenly over the territory of a country. Instead, pockets of authoritarianism can persist within a democratic system. A growing body of literature questions how such subnational authoritarian enclaves can be democratized. Despite fascinating insights, all existing pathways rely on the actions of elites and are therefore top-down. This article seeks to kick-start the discussion on a bottom-up pathway to subnational democratization, by proposing the attrition mechanism. This mechanism consists of four parts and is the product of abductive inference through theory-building causal process tracing. The building blocks consist of subnational democratization literature, social movement theory, and original empirical data gathered during extensive field research. This case study focuses on the ‘Dynasty Slayer’ in the province of Isabela, the Philippines, where civil society actors used the attrition mechanism to facilitate subnational democratization. This study implies that civil society actors in subnational authoritarian enclaves have agency.

Abstract The different periods characterizing spring-calving, pasture-based dairy systems common in Ireland have seldom been the focus of large-scale dairy cow welfare research. Thus, the aim of this study was to devise and conduct an animal-based welfare assessment during both the grazing and housing periods on spring-calving, pasture-based dairy farms, to identify areas for improvement and establish benchmarks for indicators of good welfare. Assessment of seven animal-based welfare indicators was conducted during two visits (one each at grazing and housing) to 82 commercial dairy farms in southern Ireland. Herd-level descriptive statistics were performed for all welfare indicators at each visit, and differences between visits were analyzed using paired t-tests and Wilcoxon signed rank tests. A mean of 9% and 10% clinically lame cows (mobility score 2 and 3) were observed at housing and grazing respectively. Recommended body condition scores (BCS) were not met for a mean of 13% of cows at grazing and 23% at housing, with more over-conditioned cows present at housing than grazing (P < 0.001). Ocular discharge was uncommon in both periods. Prevalence of moderate and severe nasal discharge combined were lower during housing (5%) than grazing (7%). In both periods, similar mean levels of tail injury were observed; 2 to 3% of cows with tail lacerations, 9% with broken tails, and 8% (measured at housing only) with docked tails. Integument alterations involved primarily hair-loss and were most prevalent on the hindquarters (26%) during grazing, and on the head-neck-back region (66%), and the hindquarters (32%) during housing. Cows displayed an avoidance distance of > 1 m (indicative of a fearful response) from an approaching human in an average of 82% of grazing cows and 42% to 75% of housed cows, dependent on test location. Opportunities to improve welfare in this system were identified in the areas of tail injury prevention, nasal health and the management of indoor housing and feeding. The performance of the top 20% of farms for each welfare indicator was used to establish benchmarks of: 0 to 5% clinical lameness; 0 to 12% of cows outside recommended BCS; 0 to 27% ocular discharge; 2 to 16% nasal discharge; 0% tail lacerations and docked tails, and 0 to 3% tail breaks; 0 to 14% IA; and 4 to 74% for avoidance distance of > 1 m. These represent attainable targets for spring-calving pasture-based farms to promote good dairy cow welfare.

Green building assessment systems play a directional function for the design, the construction and the use of green architecture. This paper introduces the development of green building assessment system at China and other country firstly. Through the comparison and analysis for some kinds of green building assessment systems, found that that the applicability for buildings and areas and the fairness for ecological environment and surrounding people of current assessment system should be optimized. Finally,proposed that several aspects must be considered, and thus establish the new system-A Green Building Assessment Method Which Based on the Environmental Disturbance and Ecological Compensation.

The aim of this study was to survey and report the walking ability in broilers housed in both conventional and organic production systems in Denmark. To this end, the authors assessed the walking ability, by using the Bristol scale, in 31 conventional broiler flocks and in 29 organic broiler flocks distributed across Denmark. In addition, assessment of contact dermatitis, leg abnormalities, scratches and plumage cleanliness, as well as postmortem analysis of tibial dyschondroplasia, was performed in conventional broilers. The survey found a prevalence of 77.4 per cent of impaired walking ability (gait score (GS) >0) in conventional broilers and 38.1 per cent in organic broilers. The prevalence of severe lameness (GS >2) was 5.5 per cent and 2.5 per cent for conventional and organic broilers, respectively. The prevalence of tibial dyschondroplasia in conventional broilers was 4.7 per cent. The results on other welfare indicators are also presented for conventional broilers. The results from the present and previous surveys indicate that the prevalence of impaired walking ability in broiler chickens in the Danish conventional production system is high, but the severity has been steadily decreasing over the last 19 years. Furthermore, the results from the survey of organic broilers suggest that lameness is less prevalent and severe in this system relative to conventional production.

A valid, reliable and practical instrument is needed to evaluate the implementation of the school-based assessment (SBA) system. The aim of this study is to develop and assess the validity and reliability of an instrument to measure the perception of teachers towards the SBA implementation in schools. The instrument is developed based on a conceptual framework developed by Daniel Stufflebeam, that is the CIPP (context, input, process and product) Evaluation Model. The instrument in the form of questionnaire is distributed to a sample of 120 primary and secondary school teachers. The response rate is 80 percent. The content validity is assessed by the experts and the construct validity is measured by Exploratory Factor Analysis (EFA). The reliability of the instrument is measured using internal consistence reliability, which is measured by alpha coefficient reliability or Cronbach Alpha. The finding of this pilot study shows that the instrument is valid and reliable. Finally, out of 71 items, 68 items are retained.

Abstract Plots were established to monitor the success of advance regeneration for red oaks and ash on eight high quality sites on minor bottoms in Mississippi. Data were collected pre- and post-harvest, and annually for 3 yr following harvest. Red oak and ash stems were initially categorized by height class, or by diameter class for those stems at least 1 in. in diameter at breast height. Survival and competitive position were monitored to provide estimates of the probability of producing at least one free-to-grow stem 3 growing seasons following stand harvest. Regardless of species, the competitive advantage of larger seedlings and stump sprouts over smaller seedlings (less than 1 ft tall) was clear. Less than 10% of the smaller seedlings were free-to-grow after 3 growing seasons, whereas 26% to 71% of the larger seedlings and stump sprouts were judged free-to-grow after the same amount of time. Results were used to revise an existing regeneration assessment system. A field tally sheet was developed to aid in the application of the revised system. South. J. Appl: For. 23(3): 133-138.
