In this paper, the problem of evaluating the key discipline level of university is studied. Firstly, the index system of evaluation is established, i.e., academic team, scientific research, talent training, and academic reputation. Then, an evaluation model of evaluating the key discipline is presented based on the theory of fuzzy mathematics and decision making. Therefore, a novel and effective way is given to solve the problem of evaluating the key discipline level of university under the uncertain information.

The article analyzes some urgent problems of the legal governance of scientific research, namely the adherence to the principles of academic freedom and academic integrity, as well as protection of the right to science. The article provides the definitions of academic freedom and academic integrity, considers relevant international and national legal documents and case-law. It analyzes main criteria for the free use of quotations which must be adhered to in the context of preserving academic integrity principles and observes practical consequences of different definitions of plagiarism by education and copyright law. The author considers the normative content of the right to science in accordnce with International Law and highlights its importance in times of COVID-19 pandemic. The author concludes that academic freedom, academic integrity and right to science in general are linked to economic, social and cultural rights, especially the right to information, freedom of thought and expression, freedom from discrimination. If a state is not able to exert every effort to implement its positive responsibility (due diligence) regarding human right to science, including to academic freedom, such a state must be held responsible under customary rules of International Law. In case of violations of the principles of academic integrity comes academic responsibility which is the competence of national governmental bodies on science and education. The only exception is plagiarism which is copyright infringment leading to civil or even criminal responsibility and which is the competence of national civil courts.

The article outlines the differences between academic positions in American medical schools. It has been proved that there are many differences in the hierarchical and functional system of academic positions in Ukraine and the United States. It has been established that career success is ensured by a large number of scientific publicatons, experience in pedagogical practice and performance of administrative duties. It has been found out that the academic hierarchy of USA medical schools is characterized by variability of diversified in different universities, but rigid within a single educational system, requirements for a higher position, focusing on research. The basic principle of the American educational system is academic freedom, which is also reflected in the hierarchy of academic positions within USA medical schools – the idea of career growth, besides other advantages, involves academic freedom, which is expressed in scientific research, the choice of teaching methods, etc. An important feature of the American educational system is the academic tenure», a permanent position or an contract for an indefinite period, which is concluded between the university and the teacher, usually after passing the probationary period. The system of attestation of academic personnel in the USA proves different approaches in assessing scientific qualifications, but it is obvious that in comparison with the Ukrainian system it is more democratic and short-term, does not require emotional, psychological and physical stress. It has been established that the system of employment in medical schools in the USA is characterized by complete transparency of the requirements and the selection procedure itself, emphasis on the professionalism in scientific research, attention to the candidate’s previous social experience, high level of communicative skills.

Weaving together some historical, collective, and personal threads, I focus mainly on the trajectory of the marks neoliberal policies had printed on the Mexican and Latinoamerican Public University. I examine some polices, spaces, and forms of academic research before and in neoliberal contexts. Then I examine how those policies have been outstanding capitalist dispositifs undermining critical and social justice-oriented higher education and research. I conclude that, very much like in the National Museum of Brazil in 2018, neoliberal policies and practices of debt set fire to the Latinoamerican Public University challenging Public University ideals.

In our modest point of view "research is not a paper published to increase the biography of an academic, nor a tool for getting fund, promotion and job. Research adds a great value to the society's life and can change the world; besides its reflection on a long-lasting impression of an academic, being his/her surviving wealth". To preserve science and society all over the world, we should ban fake research, fake journals and publishers. Finally, selecting prestigious journals for publishing scientific research is an issue of honesty.

The article outlines the status and importance of scientific research and legislative regulation of academic freedom. It is pointed out that academic freedom in the national constitutional and legal doctrine has been studied very insufficiently due to some destructive factors, including inertia and conservatism of the post-Soviet centralized system of educational management, closed academic environment, long-term lack of standardization of academic freedom in the Ukraine’s legislation, superficial comprehension of the academic freedom as a value in the academic environment and in Ukrainian society in general, etc. The absence in the Constitution of Ukraine as well as in most of the constitutions of foreign countries of a separate article proclaiming academic freedom does not contribute to the development of the theory of academic freedom. In this regard, disclosure of the essence of academic freedom is possible through a systematic interpretation of certain constitutional norms. Some activation of the scientific research began when the educational reforms were implemented in Ukraine, especially the Law of Ukraine “On Higher Education”, which provided the basis for modernization of the educational legislation and legalized the concept of academic freedom, was adopted. The development of the right to academic freedom in Ukraine is facilitated both by law-making activity, which is based on updating the educational legislation, as well as generating and disseminating scientific ideas on this issue in the constitutional and legal doctrine in the direction of ensuring pluralism of thoughts. Today, the concept, essence and content of academic freedom are interpreted by scholars differently. Each of them contributes to the development of the concept of academic freedom. The concepts, components and content of academic freedom are highlighted. Academic freedom is not permissiveness, but rather a choice of behavior and personal responsibility for the result. It is non-absolute and has its objective and subjective limits. However, any restrictions are justified only in order to ensure the adequate recognition and respect of the rights and freedoms of others, satisfaction of the just requirements of morality, public order and general well-being in a democratic society. The author’s definition of the right to academic freedom as a legally guaranteed opportunity for the participants of the educational process to carry out scientific research, teaching, training freely, without any external interference, taking into account the restrictions established by law is suggested. The article is devoted to the analysis of the formation and development of the National Center for Scientific Research (CNRS) — a key state research organization in France, which stands among the world's leading national research centers in terms of its scale and effectiveness. The specifics and major problems the CNRS faced over the 80th period of its existence are shown, as well as the main reasons for its institutional viability. Special attention was paid to the advantages of CNRS and to the unsolved contemporary problems. The dynamics of the confrontation between the desire of researchers for scientific autonomy and the intention of the state to control scientific research is investigated. It was revealed that the problem of academic freedom remains one of the most acute and intractable problems for the scientific community of modern France.

The study aimed to identify the Impact of digital divide in its dimensions (Technological dimension, Knowledge dimension, and Legislation & laws dimension) on the quality of education (University presidency's commitment to quality, Academic reputation and published scientific research) at Al-Ahliyya Amman University.To achieve this goal, the researcher used the descriptive and analytical approach, the study tool for collecting information and data was a questionnaire distributed to all employees, whose number is (630).The study questions and hypotheses were analyzed and tested through the Statistical Package for Social Sciences (SPSS) program. This study has found many results, the most important is:The digital divide in its combined dimensions has a statistically significant impact on the quality of education at Al-Ahliyya Amman University. It concluded with many recommendations, the most important is that a strategic plan be drawn up for universities to develop its infrastructure, improve and develop it continuously in order to enable digital access and bridge the digital divide among researchers and academics.
