The persistent dilemma of supranational representation. Framing the weakness of the European Parliament’s representative function in light of the rise of Euroscepticism

The New Politics of the welfare state suggests that periods of welfare retrenchment present policymakers with a qualitatively different set of challenges and electoral incentives compared to periods of welfare expansion. An unresolved puzzle for this literature is the relative electoral success of retrenching governments in recent decades, as evidenced by various studies on fiscal consolidations. This article points to the importance of partisan biases as the main explanatory factor. I argue that partisan biases in the electorate create incentives for incumbent governments to depart from their representative function and push the burden of retrenchment on the very constituencies to which they owe their electoral mandate (‘Nixon-goes-to-China’). After offering a simple model on the logic of partisan biases, the article proceeds by testing the unexpected partisan hypotheses that the model generates. My findings from a cross-section time-series analysis in a set of 23 OECD countries provide corroborative evidence on this Nixon-goes-to-China logic of welfare retrenchment: governments systematically inflict pain on their core constituencies. These effects are especially pronounced in periods of severe budgetary pressure.

The researchresults of speech maxim violation in the Presidential Candidate Election Debate of theRepublic of Indonesia in 2019 consist of 5 research problems, which are: (1) the form ofquantity of maxim violation, (2) the form of quality of maxim violation, (3) the form of relevanceof maxim violation, (4) the form of method of maxim violation, and (5) the functions of speechacts of maxim violation. The form of quantity maxim violation consists of statements containinganswers that comprise the information needed. The form of quality maxim violation consists ofstatements that contain answers which are less convincing, and contain answers which aresimilar or agree to the questions, and also contain answers which the evidence is not true. Theform of relevance maxim violation consists of statements which contain answers that are notrelevance with the questions and contain the contents of the correct answer but are notrelevance. The form of method maxim violation consists of statements which containambiguous answers, and contain long and wordy answers. The function of the speech acts hasfour functions: Representative function which consists of statements of affirmation, conclusion,and facts. Expressive function consists of statements of praise, difficulty, happiness, andmisery. Being an important historical monument and a popular tourist destination, Tata Castle in Komárom-Esztergom County is well-known for many people. The medieval castle rising on the shore of the picturesque Old Lake offers outstanding scenery for its visitors. Although the castle had an important representative role during late medieval times and its archaeological excavation was conducted half a century ago, historians have made few efforts to research the building history and representative function of the castle more thoroughly. In its current state, the castle reveals little of its original 15th century appearance. However, a detailed examination of the remaining walls and stone carvings can help us to better understand the castle’s history.

The purpose of this research was to analyze ten covers of 2019 best-seller fantasy novels through multimodal. The research method used was qualitative research. The objects in this research were ten book covers of 2019 best-seller fantasy novels. The instruments used were documentation that aimed at obtaining data, including relevant books, study, activity reporting, relevant research data. Content analysis was used to obtain the data. This study used five phased cycles in analyzing the data; compiling, disassembling, reassembling, interpreting, and concluding. The result of analyzing the novels is emphasized in two focuses, including representation and interactive function. Several novels have a narrative aspect, while others contain conceptual interpretation, which is part of a representative function. It was very challenging to interpret some implicit meaning of the symbols in some of the novels as it requires mythical knowledge. Therefore, it is expected that understanding the implicit meaning comprehensively will make readers easier to understand the story outline of the novel.

Abstract Design teams commonly form quantitative functional specification lists that define performance targets for a product. Meeting these specifications ensures that the customer needs are satisfied. A central difficulty is to identify the relevant metrics to use as specifications. A working methodology is presented here to establish relevant, quantitative, measurable performance specifications. To start, customer needs, their importances, and the customer use patterns are gathered for the product. Voice-of-the-customer methods are augmented to distinguish no-compromise constraints that must be met. Next, a design is analyzed to establish a representative function structure, applying Pahl and Beitz’s systematic design approach. An optimal function structure can now be defined by a condition of simultaneous maximum simplicity and comprehensive coverage of the gathered customer needs. The function structure can then be used as a list over which specifications are to be made, with at least one specification per sub-function. Having a rational function structure allows a team to more easily determine variables on which to make specifications. A team can then use the House of Quality to document and form consensus over these specifications in the typical way.

This chapter focuses upon the European Parliament (EP), an institution that has seen its power dramatically increase in recent times. The EP has been transformed from being a relatively powerless institution into one that is able to have a genuine say in the legislative process and hold the European Union’s executive bodies (the Commission and Council, introduced in Chapters 9 and 10) to account in a range of policy areas. However, increases in the Parliament’s formal powers have not been matched by an increase in popular legitimacy: turnout in European elections is falling. Thus, while the EP’s legislative power is comparable to that enjoyed by many national parliaments, it has struggled to connect with the wider European public. The chapter explores these issues in detail. In the first section, the EP’s evolution from talking shop to co-legislator is reviewed; its powers and influence are explained in the next section; the EP’s internal structure and organization are then discussed with a focus upon the role and behaviour of the political groups, and finally, the European Parliament’s representative function as the EU’s only directly elected institution is discussed.

We consider the ability of language to express identical content by periphrastic means that reflects in the periphrase and synonym ratio. We prove that in the narrow sense periphrastic names cannot be considered as a simple synonymous replacement of the word-nominee, since the meaning of the periphrase is not identical with the meaning of the word-nominee. Periphrasis is more voluminous, wider in its content due to the presence of certain structural components or the presence of associative features. These features focus attention of the linguistic personality and allow allocating a specific descriptive feature in the periphrasis image. In a broad sense periphrases and synonyms are considered as stylistic synonyms. Meanwhile in language there are non-stylistic periphrases for celestial object. Opportunity of duplicate use of the words “moon” and “month” shows semantic opposition. As exemplified in the names of celestial bodies there is tendency of periphrasis and synonym, but not the rules. According to the narrow and broad understanding of periphrasis and synonyms, which relies on the representative function of language, it is necessary to take into account the cognitive factors that determine the relationship between the nominating word (periphrasisable concept) and the periphrasing concept.

Summary This article reviews a trilogy of memoirs written by diplomats who served South Africa’s apartheid government. It explores the ‘communication’ versus ‘representative’ function of diplomacy and sets this in the context of a pariah state, as apartheid South Africa once was. It suggests that all diplomats who served under apartheid were complicit in that system. The article also looks towards the role that the idea of the international setting played in the formation of a southern African state system. This is viewed again the backdrop of Britain’s fading empire. This explains how South African diplomacy was cast in the imperial mode. The porousness of southern Africa’s borders is used to explain how diplomacy was used to reproduce states.
