The author proves in the article that Russia has certain chances for a way out of the present contradictions to the development path which is adequate to the challenges of the knowledge revolution and the global problems, to the system of the organization of production and social relations which can provide a priority of public creativity and culture, free harmonious development of the personality. This is the strategy of the global cultural leadership and this is the alternative to imperial ambitions which are popular today and which are bringing to a dead-lock of “Peripheral petty-Empire”.

O artigo discute o projeto de criação e implantação do Repositório Institucional da Universidade Federal do Tocantins, RIUFT. O objetivo é agrupar, armazenar, organizar, preservar, recuperar e divulgar a produção científica e acadêmica da UFT com vistas à gestão da informação cientifica, aumentando a visibilidade e o prestígio da instituição em âmbito nacional e internacional. Busca disponibilizar à comunidade universitária um espaço para armazenar e preservar a informação produzida na Instituição e ao mesmo tempo promover a transparência dos gastos públicos e apoio às atividades de pesquisa e criação do conhecimento científico no âmbito da UFT. A implantação do RIUFT será mediante adesão ao edital do Ibict, e será desenvolvido em duas fases: planejamento e implementação. Este estudo aborda também um histórico das ações implantadas pelo Ibict em prol do movimento de acesso livre ao conhecimento científico, bem como uma breve revisão de literatura sobre a sociedade do conhecimento e as tecnologias de informação e comunicação. Como técnica de pesquisa, adotamos uma abordagem qualitativa, utilizando-se de revisão bibliográfica e pesquisa exploratória. O método de coleta de dados adotado foi a partir de informações fornecidas pela universidade e seus programas de pós-graduação. Palavras-chave: Repositório Institucional; Comunicação científica; Acesso aberto. ABSTRACTThe article discusses the project of creation and implementation of the Institutional Repository of the Federal University of Tocantins, RIUFT. The goal is to gather, store, organize, preserve, retrieve and disseminate scientific and academic production of UFT with a view to the management of scientific information, increasing the visibility and prestige of the institution in the national and international levels. Search available to the university community a space to store and preserve the information produced in the institution and at the same time promoting the transparency of public spending and support for research activities and creation of scientific knowledge within the UFT. The implementation of RIUFT is through adherence to Ibict the notice, and will be developed in two phases: planning and implementation. This study also addresses a history of actions implemented by Ibict in favor of open access movement to scientific knowledge as well as a brief literature review of the knowledge society and information and communication technologies. As a research technique, we adopted a qualitative approach, using literature review and exploratory research. This chapter shows that, contrary to what some researchers claim, setting up the conditions for a “playful environment” is not so simple, in particular when it comes to organizing a new competition for the popularization of science (MT180®). In fact, we will see that popularization does not fit so easily into the “playful environment” desired by the organizers due to the gamified nature of the approach, which gradually colonizes the initial desire to present one's scientific work and pushes some participants to exaggerate their results in order to go as far as possible in the competition. It is therefore feared that the gamification of scientific work, while compatible with neoliberal expectations, will in fact lead to the production of bad science. The question then arises as to whether the need to turn researchers into effective communicators with a view to building the “knowledge society” advocated by international institutions can be achieved through gamified approaches, with the risk of creating an ever-greater distance between (real) scientific knowledge and citizens.

The article justifies the need to create an integrated theory of efficient law enforcement, and in the author’s opinion it is the interdisciplinary approach that is designed to serve this purpose. Integration of various spheres of scientific knowledge which forms the base of the interdisciplinary approach permits to consider law enforcement with reference to and in mutual interdependence of all its system elements, to reflect actual state of the law effects on social relations. The possibility emerges for the search of more efficient ways that help to disclose law enforcement in various aspects, see its new dimensions, and identify the most problematic issues of this type of activity. Conditions are created for preserving functional integrity of law enforcement, and its transfer to the qualitatively new development stage is provided, which meets modern challenges, answers requirements for innovation and modernization of this process.

The article analyzes the methodological principles of organizing educational master’s and post-graduate programs for the preparation of teachers and researchers taking into account the requirements of new professional standards. The article analyzes the programs of training scientific and pedagogical personnel for universities that implement scientific and personnel policies in the 4: 0 University model (research / entrepreneurial university) in the logic of the state Strategy for scientific and technological development, in the logic of ensuring the development of global world-class research and educational centers. The organizational principles of educational programs of the new generation are described, implemented in the form of scientific and production cooperation, integration of research, teaching and management activities to accelerate the cycle of knowledge update and to create on the basis of new knowledge as a result of research projects — entrepreneurial projects of universities. The article analyzes the possibility of organizing a multi-disciplinary research master’s and post-graduate programs. Organizational and methodological principles for achieving competency-based results in the organization of research master’s and postgraduate programs are characterized. The article reveals how the formation of a new system of legal norms, social relations and organizational mechanisms initiates the implementation of new approaches to the development of scientific and scientific-pedagogical personnel and the development of a new type of knowledge society culture.

Modern economy is characterized by rapid qualitative and quantitative changes that significantly affect the nature of economic, socio-economic and social relations. Innovative processes and trends are very specific manifestations, which are reflected in the economic and marketing theory. A greater place in science and practice is occupied by the concepts of new economy, knowledge economy, knowledge society. Therefore, the study of knowledge economy marketing becomes more and more relevant.The paper is aimed to develop a technique for selection of the key parameters for building the model of national knowledge economy marketing.For this purpose, it is proposed to conduct a cluster analysis based on aggregated data. Classification of differences between clusters is given. As a result of classification, the authors have identified a group of indicators, which make all clusters distinctive and, first and foremost, determine positions of countries in the global landscape. These indicators are interpreted as key factors of the knowledge economy.Based on the suggested mathematical functions, the authors assessed the value of every key factor within the selected group. It became the second step in selecting the parameters to build a multifactor model of knowledge economy marketing at the national level. The paper also justifies that it is reasonable to use cognitive approach to address challenges in the sphere under consideration. This approach is able to become a sound basis for building the model of national knowledge economy marketing in the form of cognitive map.
