Abstract For a long time, geographic information system (GIS) technology has been widely used in urban and rural planning. This paper first analyzes the background of urban and rural planning, introduces the concept of building information (BIM), and puts forward the building information model. Then the application of mobile off-line GIS is studied, and the characteristics of mobile GIS are known. Secondly, the concept of urban-rural integration is put forward, and two functions of urban-rural planning are found: macro-control means and public interest protection. Finally, the application of information technology in urban and rural planning management shows that the disposable income of urban and rural residents increases year by year, and the fastest growth in 2020 is 120 million yuan.

According to the definition of building information model (BIM), authors compare the merits of traditional project management information system (PMIS) with the one based on the BIM model and BPS framework. Then authors approximately analyze the functions of the PMIS of this framework construction and discuss how this system will interpretably operate in life cycle. Finally authors give some advices on the issues in designing process.

At present, the area of urban built-up areas in Shanghai has been effectively controlled, and the once neglected rural landscape has attracted much attention. This study focuses on the methodology of effectively utilizing cultural landscape resources and promoting further harmonious development of urban-rural relations in Shanghai. As a category of cultural heritage, cultural landscape is an indispensable resource for urban development. During the process of urban and rural planning, local cultural landscapes need to be regarded as the driving source of urban development. For a long time, Shanghai, as an international metropolis, has lain particular emphasis on historical relics in the built-up areas of the city. However, since the cultural landscape resources surrounding the built-up areas have been neglected, the image of Shanghai lacks an echo with nature and the countryside. This study examines features of cultural landscapes in Shanghai and puts forward several issues in the conservation and sustainable development of cultural landscape resources, so as to provide the basis for heritage protection, urban and rural planning and tourism planning in Shanghai in the future.

The objective of this paper is to apply the life cycle assessment methodology to assess the environmental impacts of light steel framed buildings fabricated from cold formed steel (CFS) sections. The assessment covers all phases over the life span of the building from material production, construction, use, and the end of building life, in addition to loads and benefits from reuse/recycling after building disposal. The life cycle inventory and environmental impact indicators are estimated using the Athena Impact Estimator for Buildings. The input data related to the building materials used are extracted from a building information model of the building while the operating energy in the use phase is calculated using an energy simulation software. The Athena Impact Estimator calculates the following mid-point environmental measures: global warming potential (GWP), acidification potential, human health potential, ozone depletion potential, smog potential, eutrophication potential, primary and non-renewable energy (PE) consumption, and fossil fuel consumption. The LCA assessment was applied to a case study of a university building. Results of the case study related to GWP and PE were as follows. The building foundations were responsible for 29% of the embodied GWP and 20% of the embodied PE, while the CFS skeleton was responsible for 30% of the embodied GWP and 49% of the embodied PE. The production stage was responsible for 90% of the embodied GWP and embodied PE. When benefits associated with recycling/reuse were included in the analysis according to Module D of EN 15978, the embodied GWP was reduced by 15.4% while the embodied PE was reduced by 6.22%. Compared with conventional construction systems, the CFS framing systems had much lower embodied GWP and PE.

Based on theoretical studies of the urban spatial morphology, this paper introduces advanced concepts and methods of BIM (Building Information Model) into the urban design in Nanhe City ,and then respectively makes innovations of the urban design practice supported by BIM technology in the process of design, optimization and implementation of the program, attempting to explore BIM-based design patterns of the urban spatial morphology to make the traditional urban design process more rational and scientific, to expect to reach the green and sustainable urban spatial morphology.

The paper presents a method for assessing the daylighting of premises, which can be used directly at the stage of architectural and construction design of buildings in building information model (BIM) software complexes. The calculation method is based on the calculation of the sky factor by constructing a solid angle formed by the calculated point and the light opening of the outer wall. These operations are proposed to be performed automatically using visual programming programs that work together with the BIM complexes. Since the considered calculation method is based on the idea of the physical meaning of the daylight factor, it can be used to evaluate the daylighting according to almost any regulatory method. At the same time, all the data necessary for the calculation can be obtained directly from the building information model. The method is universal and can be used both for the calculation of side and top daylighting, considering the surrounding development. The proposed method can also be used as a tool for finding the best design solution for translucent structures of the designed building based on the requirements of thermal protection, daylighting, and safety.

Abstract: Land Acquisition for public interest in Kulon Progo Regency is a procedure that must be implemented before initializing the new airport, which will replace the function of Adisutjipto airport. It facing much rejection during the process, so that it takes long time in completion. That also causing the identification and inventory process to be inhibited so that the land valuation process can’t be done perfectly. Their compensation won’t be given directly to the land owner, but through the consignment procedure that deposited at the District Court. This research is conducted by descriptive qualitative method. The results show that the assessment of the land is done well, although there is a discretionary decision, so that re-assessment is conducted in different time. The payment mechanism of compensation through consignment also done according to procedures, although the requirement of rejection letter from the party who is not eligible can’t be fulfilled, because it can be suspended due to the large interest for the land acquisition process of the new airport. Keywords: land assessment, consignment, land acquisition Intisari: Pembangunan bandara udara baru yang dapat menggantikan fungsi bandara udara Adisutjipto sudah tidak dapat dielakkan lagi. Pembangunan bandara udara baru dilaksanakan melalui prosedur Pengadaan Tanah untuk Kepentingan Umum. Penolakan terhadap pembangunan bandara udara terjadi dalam kegiatan tersebut. Penelitian ini bertujuan untuk mengetahui mekanisme penilaian dan mekanisme konsinyasi terhadap bidang tanah yang mengalami penolakan oleh pihak yang berhak pada kegiatan pengadaan tanah tersebut. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan studi kasus dan pendekatan perundang-undangan. Hasil penelitian menunjukkan bahwa dalam pelaksanaan penilaian bidang tanah secara keseluruhan sudah sesuai prosedur yang ada, akan tetapi terdapat putusan diskresi terhadap bidang tanah yang sebelumnya tidak dapat dilakukan penilaian secara keseluruhan kemudian dilakukan penilaian ulang di luar waktu yang telah ditentukan. Mekanisme pembayaran ganti kerugian melalui konsinyasi sudah sesuai dengan peraturan perundang-undangan yang berlaku, hanya dalam proses permohonan registrasi konsinyasi terdapat satu syarat terkait dengan surat penolakan dari pihak yang berhak yang tidak dapat dilampirkan, hal tersebut dapat ditangguhkan mengingat besarnya kepentingan kelancaran proses pengadaan tanah pembangunan bandara udara baru ini.
