PurposeCapital restrictions normally exist in the creation of a startup, requiring investors to analyze funding alternatives in a highly competitive climate. Although different types of incentives to support startups exist, these incentives are only available to those companies that fulfill the requirements of the funding program to which they have applied. Due to social and economic changes introduced by the digital economy, however, existing mechanisms for assessing the potential growth of startups are scarce, outdated or simply incomplete, distorting the results of such evaluations.Design/methodology/approachEvaluating business opportunities and how to exploit them are critical activities for an entrepreneur. This study sought to address this issue through the combined use of cognitive mapping and the Decision EXpert (DEX) technique. Assuming a constructivist stance, the study brought together a panel of experienced entrepreneurs and business investors to identify and articulate the criteria to be considered in the evaluation and classification of startups.FindingsThe evaluation system created in this study was tested, and the results were validated by the expert panel on a collective basis, demonstrating that the dual methodology used can increase our understanding of the decision problem at hand and lead to more informed and potentially better evaluations of the potential growth of startups.Originality/valueThe authors know of no prior work reporting the integrated use of cognitive mapping and DEX in this study context.

Groundwater overdraft is a worldwide phenomenon, resulting in environmental issues, such as water contamination, land subsidence, seawater intrusion, streamflow reduction, and deterioration of the ecological environment. Located in the central North China Plain, Hengshui City has experienced a regional groundwater depression cone due to excessive pumping of groundwater, resulting in the largest overdraft area in the North China Plain. Since 2014, Hebei Province has adopted measures to realize the comprehensive governance of groundwater overdraft in partial areas of Hengshui City, including adjusting planting structures, promoting agronomic water-saving techniques, strengthening hydraulic engineering construction, and innovative management systems. These measures have been in effect for two years, such that their effectiveness must be assessed for the beneficial recovery of groundwater levels to determine the means for their continuation and extension. However, the change in regional groundwater levels is not gradual, but reflects a process of sudden increase due to the intervention of government behavior, and many existing groundwater recharge models are difficult to apply. Therefore, establishing a reasonable, scientific evaluation system of the measures is a key problem that requires a solution. Using field surveys and experiments, this study establishes a quantitative analysis evaluation method to assess the performance of governance measures adopted by Hengshui City in 2015, with full consideration of the crop water demand process and rainfall frequency. The results show that governance measures had a significant positive outcome on reducing groundwater overdraft in pilot areas. Approximately 98.4% of the agricultural governance target was achieved, with confined groundwater rebounding by approximately 4.92 m as compared to 2015. According to the analysis, the three most efficient measures (the top three largest amounts of groundwater-saved per mu) adopted by the government were (1) non-agricultural crops replacement (forestry), (2) planting pattern adjustments, and (3) integration of water and fertilizer-vegetable, which can be promoted in future measures. However, considering the size of the implementation area and total governance capacity, water-saving during spring irrigation of wheat and replacement by surface water are the two most important conservation measures, which are required to further strengthen the management and implementation effect.

Evaluation of water-saving development level of irrigation management level is an important foundation to make the water-saving and irrigation policy, and improve irrigation management. This paper established a comprehensive evaluation system for the developing level of water-saving and irrigation management after comprehensively analysis of main contents of irrigation management. It include 4 secondary level indicators and 16 third-level indicators, and build a comprehensive evaluation model. Further more, entropy method and gradation analysis method were introduced to calculate the combination weight of each evaluation indices, which enhance the scientific in weight calculation, and a comprehensive evaluating model for irrigation management and water-saving developing level was established on the basis of it. The comprehensive evaluation of irrigation management and water-saving developing for Sichuan Province and 21 other regions was done by this model, and the results are accord with Sichuan Provinces actual situation of the irrigation management and water-saving developing. Therefore, the model of comprehensive evaluation for irrigation management and water-saving development level has a relative strong practicability, which can offer scientific guidance for irrigation management and water-saving development in different regions.

Based on the construction principle of green residential community water-saving performance evaluation index system, we built the green residential community water-saving evaluation index system, and use Analytic hierarchy process (AHP) to make sure the weigh of each influence factors, then we construct the fuzzy comprehensive evaluation model, also analyse the case of a residential community in Jiangyin city, conclude the result of evaluation.

The lack of adequate indicators in the research of digital economy may lead to the shortage of data support on decision making for governments. To solve this problem, first we establish a digital economy indicator evaluation system by dividing the digital economy into four types: “basic type”, “technology type”, “integration type” and “service type” and select 5 indicators for each type. On this basis, the weight of each indicator is calculated to find the deficiencies in the development of some digital economic fields by the improved entropy method. By drawing on the empowerment idea of Analytic Hierarchy Process, the improved entropy method firstly compares the difference coefficient of indicators in pairs and maps the comparison results to the scales 1–9. Then, the judgment matrix is constructed based on the information entropy, which can solve as much as possible the problem that the difference among the weight of each indicator is too large in traditional entropy method. The results indicate that: the development of digital economy in Guangdong Province was relatively balanced from 2015 to 2018 and will be better in the future while the development of rural e-commerce in Guangdong Province is relatively backward, and there is an obvious digital gap between urban and rural areas. Next we extract two new variables respectively to replace the 20 indicators we select through principal component analysis and factor analysis methods in multivariate statistical analysis, which can retain the original information to the greatest extent and provide convenience for further research in the future. Finally, we and provide constructive comments of digital economy in Guangdong Province from 2015 to 2018.

 Innovative talent training mode is a key problem to be solved in the talent training of digital economy specialty in Colleges and universities. From the new teaching mode of "Internet plus curriculum thinking politics", the training mode of digital economy professionals needs to be improved. Therefore, based on the analysis of the role of "Internet plus curriculum thinking" in the training of digital economy professionals, this paper fully combines the problems and deficiencies of the current digital economy professional training, and proposes that from the top level design to the teaching staff, then to the improvement of the evaluation system and other measures to achieve the goal of cultivating comprehensive digital economy talents with both professional knowledge and ideological and moral quality.

Based on the concept of green development, this paper constructs the comprehensive evaluation system to measure the development level of digital economy in Hubei Province and uses the entropy method to calculate the development level with the relevant data during 2013-2019 years, analyzing the factors affecting the development of the digital economy in Hubei Province. In addition, this paper uses the gray correlation method to explore the relationship between influencing factors. The results show that the popularization level of digital technology and R&D innovation are the main engines to promote the development of digital economy in Hubei Province. The completed infrastructural facility can positively stimulate the application of digital technology and promote the digital development of enterprises. Therefore, Hubei Province should vigorously promote industrial integration, improve innovation ability, expand application scenarios and optimize digital governance to improve the development level of digital economy, so as to realize the green development of Hubei Province.
