Abstract The article presents examples of radiological emergencies with ionizing radiation sources used in radioisotope devices. A number of measures aimed at emergency response in relation to such emergencies, including in relation to the control of the radiation situation (CRS) and its assessment, are considered. A variant of building a complex of mobile CRS tools for a comprehensive monitoring system for the state of the population protection is presented. Special attention is paid to the justification and optimization of the CRS use in situations of control loss over IRS, including technical, organizational and scientific approaches to the use of these mobile tools. In order to optimize the group integrated use of mobile CRS tools, typical radiological situations are studied in advance and rational options for the mobile CRS tools using are selected, taking into account different environmental conditions, including natural-geographical, climatic and man-made factors. The considered approaches to optimization in the use of mobile means of comprehensive systems of the public protection conditions monitoring in radiological emergencies allow, first of all, to increase the efficiency of their use and ensure the successful implementation of tasks for the prevention and elimination of such emergencies consequences.

Cardiovascular disease is one of the major diseases that threaten the human health. But the existing electrocardiograph (ECG) monitoring system has many limitations in practical application. In order to monitor ECG in real time, a portable ECG monitoring system based on the Android platform is developed to meet the needs of the public. The system uses BMD101 ECG chip to collect and process ECG signals in the Android system, where data storage and waveform display of ECG data can be realized. The Bluetooth HC-07 module is used for ECG data transmission. The abnormal ECG can be judged by P wave, QRS bandwidth, and RR interval. If abnormal ECG is found, an early warning mechanism will be activated to locate the user’s location in real time and send preset short messages, so that the user can get timely treatment, avoiding dangerous occurrence. The monitoring system is convenient and portable, which brings great convenie to the life of ordinary cardiovascular users.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.


This volume centres on a clock, known as Clock B, built in the mid-1970s that achieved considerable acclaim after an extraordinary performance in a 2015 peer-reviewed public trial at the Royal Observatory, Greenwich. The clock was built according to an understanding of John Harrison’s unique theoretical approach to making precision pendulum clocks, which defies the standard approaches to making accurate clocks. The clock represents the culmination of over forty years of collaborative research into Harrison’s writing on the subject, which is scattered across a number of manuscripts and a book, printed shortly before his death. Ostensibly, Harrison set out to describe how to make his precision pendulum clock, but it is a mixture of his peripheral interests. Horological information is almost completely lost among vitriolic sentiments relating to his experiences with the Board of Longitude. However, as one reviewer surmised: ‘we are sorry to say that the public will be disappointed’ and another concluded that ‘it can only be excused by superannuated dotage’. The chapters provides contextual history and documentation of the analysis and decoding of the cryptic written descriptions. It presents this in parallel to the modern horological story of making, finishing, and adjusting Clock B; the process of testing, using electronic equipment to monitor the its performance and reaction to changes in environmental conditions, and, indeed, the mechanics behind the various compensating features of the design.

A realistic perception of the condition of forests, and the attributes of the forestry sector, by the public constitutes one of the basic prerequisites for successful implementation of forest policy in any country. Although data objectively demonstrate that the condition of Czech forests has improved, opinion polls show a gap between the public perception of the condition of Czech forests and the real status of these forests. The reasons for the discrepancy between reality and the perception of the public, and between the results of different surveys, are analysed. The most significant differences were found in perceptions of damage and threats to forests. The effectiveness of communication about forest policy is discussed, and some ways to create more effective communication are examined.

The Presented summary paper target is to draw the attention of the public to the benefits of Environment and how we are connected to the Environment. To show that if there’s any change in the Environmental conditions, then how the conditions change in human beings lives. Living Being, whether a Human Being or Animals or plants,  are all directly or indirectly Dependent on the Environment for their Survival. When asked truly it can be said that none of the living being can survive without the presence of Environment. It is difficult to find absolutely natural environments, and it is common that the naturalness varies in a continuum, from ideally 100% natural in one extreme to 0% natural in the other. More precisely, we can consider the different aspects or components of an environment, and see that their degree of naturalness is not uniform.

Abstract The main objective of the paper is to outline initiatives associated with leveraging creativity and innovation to sustain operational excellence. It will cover processes, applications and best practices toward continually leveraging creative and innovation such as the development of innovation team toward creating a collaborative environment in the generation, identification and development of ideas and new technological advancement deployment. The processes described will cover (1) the continuous monitoring and management update of innovation submissions, implementation and self-development course completion, (2) recognition for value addition resultant from technological deployment, (3) Technical Review Committee (TRC) centralization and streamlining of evaluating technologies and best practices, (4) the assignment of challenging targets and (5) the initiation of special innovation campaigns for pressing and challenging matters has resulted in various major accomplishments. The establishment of the 4th Industrial Revolution (IR 4.0) team to address production engineering and well services challenges and collaborate for articulate, smart, more efficient and effective resolutions, process improvements and decision making. The results were remarkable with an incremental increase into intent to submit a patent file consideration, patenting, technology deployment and production of technical manuscripts addressing the unique achievements as well as the submission of awards applications. Technical collaboration toward triggering resolutions to ongoing operational challenges has resulted in various internal in-house built strides of best practices and other collaborative initiatives with other services providers such as: Intelligent Field Equipment Industrial Professionals Training: Special training for intelligent field equipment associated with smart well completion (SWC) exercising and optimization, data retrieval from multiphase flow meters (MPFMs) as well as a permanent downhole monitoring system (PDHMS) and conducting basic preventative maintenance (PM) requirements. Multiphase Flow Metering (MPFM) Advanced Monitoring System: An in-house developed MPFM system advanced monitoring to enable production/Intelligent Field engineers to monitor and diagnose MPFMs healthiness in all fields. It includes a validation mechanism to monitor and verify the different MPFM diagnostic data, alarming mechanism, flow rates and data visualization tools to verify the health of the installed base of equipment toward higher testing efficiency, reduction of manpower exposure to the field, and cost avoidance through minimizing operational logistical arrangements and minimization of unnecessary field visits by service providers. The ultimate intent is to heavily depend upon all employees to successfully propose solutions, and subject matter experts to coach employees in the successful implementation of practical resolutions to improve operations, optimize cost, and enhance employees’ satisfaction and engagement.

The public sector in Jordan is confronting many problems; reports show that citizens are not contented with the number and quality of current services. Consequently; persistent initiatives to uphold the sector performance took place at all levels, relying on the inventive employees and leadership to achieve the intended improvement. So this study seeks to test the impact of strategic leadership (charismatic, visionary, change agent and servant) on building entrepreneurial orientation (proactiveness, innovativeness and risk taking) in Jordanian public sector employees.A random sample was selected of 500 employees working at health, education, agriculture and other service governmental organizations. To obtain the required results multiple regression was calculated using (21) SPSS version.It was found that the charismatic, change agent, servant styles positively influence employees proaciveness, with no influence on the other two entrepreneurship dimensions. While visionary style has no significant influence on all entrepreneurship dimensions. However the public sector reform is achievable, through comprehensive strategies, successful implementation, and effective continuous control. Innovative departments need to be established and financed away from bureaucratic environments.
