Abstract Ecological security is an important content of national and regional security research. The Central Yunnan Province (CYP) has important location factors and social and economic development status, so ecological security research in CYP is quite relevant. For the purpose of our research, we adopted the S-PRD (Ecological Insecurity-Pressure-Regulation-External Driving Force) conceptual model to establish an evaluation index system based on the four subsystems of water, land, atmosphere, and biology to evaluate the ecological security of central Yunnan from 1990 to 2017 and analyse the characteristics of dynamic evolution. We used the grey incidence matrix analysis method to conduct retrospective grey relational evaluation and retrospective grey sensitivity evaluation and analyse the influencing factors of ecological security. The study conclusions showed that the security of the water system has been fluctuating and rising, and has stabilized in the past five years. Both the land system and the biological system have shown an upward trend, but the degree of change was relatively small, and the atmospheric system was stable. The evaluation value of the ecological environment insecurity of the four cities is generally on the rise. The control measures have the greatest impact on ecological insecurity, the second important factor is an external driving force.

Under the background of China’s proposal to achieve “carbon neutralization and carbon peak”, it is an important task for each province to clarify their forest ecological security (FES) status. However, there is little understanding of the temporal and spatial evolution of forest ecological security and its influencing factors. Based on the Pressure-State-Response (PSR) model, this paper constructed a comprehensive evaluation index system for forest ecological security and used the CRITIC method and panel data to estimate the dynamic changes in FES for 31 provinces in China (excluding Hong Kong, Macao, and Taiwan) between 2009 and 2018. Furthermore, the obstacle degree model was used to determine the important obstacle factors affecting FES. The results showed that: (1) The comprehensive indices of FES of most provinces in mainland China were increasing, showing a good development trend during the study period; (2) subject to the limitations of resources and economic conditions, the FES at the provincial level showed significant spatial heterogeneity, which generally presents a distribution characteristic of “low in the western region and high in the central and eastern regions”; and (3) the primary obstacles restricting the improvement of FES level in most provinces of China were forest state indicators or input response indicators, followed by pressure indicators. Therefore, it is recommended to take targeted measures to reduce the intensity of forest cutting and the incidence of forest disasters, improve the utilization efficiency of forest resources, the productivity of forestland and the input-output level of forestry industry, and strengthen the training of professional talents and technical input according to the resource endowment condition of each province so as to improve the level of forest ecological security.

Background: COVID-19 developed into a global pandemic in 2020 and poses challenges regarding the prevention and control capabilities of countries. A large number of inbound travelers from other regions could lead to a renewed outbreak of COVID-19 in the local regions. Globally, as a result of the imbalance in the control of the epidemic, all countries are facing the risk of a renewed COVID-19 outbreak brought about by travelers from epidemic areas. Therefore, studies on a proper management of the inbound travelers are urgent.Methods: We collected a total of 4,733,414 inbound travelers and 174 COVID-19 diagnosed patients in Yunnan province from 21 January 2020 to 20 February 2020. Data on place of origin, travel history, age, and gender, as well as whether they had suspected clinical manifestations for inbound travelers in Yunnan were collected. The impact of inbound travelers on the local epidemic was analyzed with a collinear statistical analysis and the effect of the control measures on the epidemic was evaluated with a sophisticated modeling approach.Results: Of the 174 COVID-19 patients, 60.9% were not from Yunnan, and 76.4% had a history of travel in Hubei. The amount of new daily cases in Yunnan was significant correlated with the number of inbound travelers from Hubei and suspected cases among them. Using Susceptible–Exposed–Infectious–Recovered (SEIR) model analysis, we found that the prevention and control measures dropped the local R0 down to 1.07 in Yunnan province.Conclusions: Our preliminary analysis showed that the proper management of inbound travelers from outbreak areas has a significantly positive effect on the prevention and control of the virus. In the process of resettlement, some effective measures taken by Yunnan province may provide an important reference for preventing the renewed COVID-19 outbreak in other regions.

The paper focuses on the problem of traffic congestion at intersection based on the mechanism of risk identification. The main goal of this study is to explore a new methodology for identifying and predicting the intersection congestion. Considering all the factors influencing the traffic status of intersection congestion, an integrated evaluation index system is constructed. Then, a detailed dynamic decision model is proposed for identifying the risk degree of the traffic congestion and predicting its influence on future traffic flow, which combines the traffic flow intrinsic properties with the basic model of the Risking Dynamic Multi-Attribute Decision-Making theory. A case study based on a real-world road network in Baoji, China, is implemented to test the efficiency and applicability of the proposed modeling. The evaluation result is in accord with the actual condition and shows that the approach proposed can determine the likelihood and risk degree of the traffic congestion occurring in the intersection, which can be used as a tool to help transport managers make some traffic control measures in advance.

Cultivation in the tropical mountainous regions by using hedgerow systems as erosion control measures is recommended due to its effectiveness in reducing soil erosion and in supplying N. However, competition for nutrients and water between crops and hedges reduces crop performance and yield response.13C stable isotope signature in combination with data on N and water availability and uptake in soil and plants framework was used to assess whether N or water function as a main driving force for spatial variability of crop yield along the alleys. The leaf δ13C values of maize were significantly (p<0.05) less depleted close to the hedges, suggesting that water stress was not the main driving force for spatial variability along the alleys. In the opposite, significant (p<0.05) N concentration depleted in maize leaf of plot with L. Leucocephala hedges, in particular at the row closed to hedgerow, in combination with significant (p<0.05) increase in δ13C values of leaf of the corresponding plot indicating the influence of N stress on poor maize performance and yield decrease. In addition, the significant (p<0.05) negative correlation between leaf δ13C values of maize, leaf N concentration and yield confirmed that N plays as a major role in crop decline towards hedgerows. Therefore, increasing amount of N fertilization to cropped area close to the hedgerows should be recommended for farmers, in order to encourage the acceptance of hedges system in tropical mountainous regions.

The author starts out by delineating the existing system of unilateral arms control measures which is observed by Norway. He distinguishes between unilateral formal measures on the one hand and semi-formal measures on the other. To the former belong the policy on foreign bases and nuclear weapons while the latter include the restrictions applying to allied military exercises and the presence of allied aircraft in Norwegian air space and naval vessels in Norwegian territorial waters. The present era of political reconstruction in Europe may generate force reduction and force adjustment regulations as part of the security infrastructure of the post-cold war Europe. Thus the Norwegian constraints would have to be viewed in a novel context and their possible multilateralization considered. Against the background of a delineation of the relationship of forces in the Northern Cap area the author suggests various activity regulation measures aimed at depoliticizing military force in the area (restrictions on manoeuvres, new stationing of forces, notification of manoeuvres). The naval situation in the Norwegian Sea illustrates the interrelationship between the regional security situation and the superpower balance. The outcome of SALT will affect the situation, but the author also suggests various arrangements involving ceilings on naval activity in the Norwegian Sea.

The ecological system and natural environment of islet in river are easy to be damaged. With the increasing tourists and serious lag of management, the ecological environment of islet in river is facing severe challenges and its ecological environmental security should been paid more attention. Based on the model of Press-State-Response, the article constructed the evaluation index system of islet in river and applied it in the evaluation of Dongzhou islet of Hengyang, Hunan province of China. The research can provide the reference for ecological security evaluation and environment protection. It will promote the islets tourism utilization and sustainable development.
