The Impact of Evolving Jihadist Narratives on Radicalisation in the West

This chapter explores the role Jihadist narratives have played in the radicalization of young Muslims in the West towards violent extremism, and how these narratives have changed over the years as Islamic State (ISIS) has trumped Al-Qaeda in becoming the organization of choice for most Western Jihadists today. The chapter explores the biographies of numerous individuals drawn to violent extremism, including those who have travelled abroad as foreign fighters or conducted home grown domestic terrorist attacks. The study finds that radical narratives only have potency when they intersect with structural conditions or the lived experiences that individuals may find themselves in. The chapter explores the role of religion, identity, altruism, and socio-economic marginalization in helping to account for increasing recruitment to Jihadism, suggesting fruitful avenues for Countering Violent Extremism (CVE) measures.

The article is an attempt to predict the main trends of the political, cultural and ideological development of the Middle East in the  medium and long term, taking into account the impact of  international terrorism. To provide optimal solutions possible the  author identifies a number of core components. Basing this selection  he offers his vision of the likely behaviour of key state and non-state  actors as well as the forthcoming fate of the objects of their attention. In preparing the scenarios, the main methods of  predictive analytics were used: statistical analysis, intellectual  analysis of data, analysis of patterns and models conducted within  the framework of the Russian Foundation for Basic Research project  “The Phenomenon of the Islamic State” in the context of the development of a modern Eastern society. “The article is based  on an interpretation of the main conclusions and results of using those methods and methodologies. The article asserts that the recent growth of radical Islam in the East and political populism  in the West are close root causes. Despite all the differences in the  rhetoric and the outward forms, they represent a defensive response  on the part of those segments of Eastern and  Western societies that have failed to adjust to rigid paradigms of  globalization. Intra- and inter-confessional conflicts may become the  prevailing form of military threats in the region, beginning around  the 2020s. Their heralds are already visible in conflicts in Iraq, Syria, Yemen and, to a lesser extent, in Lebanon, Bahrain and on the east  coast of the Arabian Peninsula. Interstate Shiite-Sunni contradictions have so far been limited by political-ideological  confrontation and diplomatic demarches, sometimes accompanied by various embargoes, such as the recent Qatar crisis. Even the physical destruction of the selfproclaimed Islamic pseudo-state in MENA will take some time. Under favorable circumstances, ISIS units may be squeezed out of the important settlements of Syria and Iraq  within a year. This will not mean the end of ISIS. The experience of  the war with terrorist groups in Libya, Algeria, West Africa, Somalia,  Afghanistan, and Southeast Asia shows that even when driven out  into the desert or sparsely populated areas, fragmented but linked  groups of terrorists continue for quite some time to inflict harassing attacks on government forces and objects, to make long  sorties and to arrange spectacular acts of terrorism. Most likely, the  forces interested in maintaining the problems of international terrorism high on the agenda will not sit idly by but will  undertake spectacular and noteworthy actions to keep terrorism  issues in the limelight. As a result, the intensity of terrorist attacks in  the West may increase, since even limited terrorist attacks in  Europe cause more media coverage in the world media than any acts of terrorism in the Middle East. To achieve these goals, new channels and forms of imple mentation of terrorist attacks will  be used, such as terrorist acts involving children, ordinary means of  transport, during the course of mass and symbolic political events, elections, etc.

Chapter 8 features a speech by Islamic State’s charismatic spokesman Abu Muhammad al-Adnani titled ‘Indeed, Your Lord is Ever Watchful’. In it, Adnani describes a global war and calls on Muslims from around the world to join the fight. Since announcing its caliphate, the Islamic State had called foreign fighters to their lands but with Adnani’s speech came an explicit call for its supporters to engage in terrorism at home. In the months after this rallying cry, terrorist attacks across France, the United States, Canada, and Australia suggested that Islamic State supporters had heeded Adnani’s call. This chapter also features excerpts from ‘The Extinction of the Grayzone’, an article in the seventh issue of Islamic State’s Dabiq magazine. Praising terrorist attacks in the West, the article calls for all true Muslims to either travel to Islamic State territories or attack Islamic State’s enemies wherever they reside.

In the last couple of years, with the prolification of the Migrant Crisis and the defeat of the Islamic State, the return of the foreign fighters, who went form Europe to the Caliphate and joined the local conflict, as well as the problem of the homegrown terrorism have become the focal point of almost all national security strategies of European countries. The situation that followed drove the authors to set the possible approaches to solving this challenge to European security as a goal for their research. The subject of this article encompasses the process of deradicalization, as the only humane way to deal with the problem at hand, as well as the process of radicalization, as necessary for understanding the formation of the individuals that pose a threat to the security of Europe. The article also tackles the preventive work directed at those social groups that are deemed susceptible to radicalization, as well as the use of individualized and holistic approach to the radicalized individuals. Special consideration is given to the programs of deradicalization as a form of institutionalized way of dealing with this type of a security risk. In the conclusion the authors give their own view of what is the most adeqaute approach when working with radicalized individuals and the role of certain elements of society in it.

This article reviews several recent books on the Islamic State in order to understand its goals, motivations, strategy, and vulnerabilities. It argues that the Islamic State's ideology is powerful but also highly instrumental, offering the group legitimacy and recruiting appeal. Raison d'etat often dominates its decisionmaking. The Islamic State's strength is largely a consequence of the policies and weaknesses of its state adversaries. In addition, the group has many weaknesses of its own, notably its brutality, reliance on foreign fighters, and investment in a state as well as its tendency to seek out new enemies. The threat the Islamic State poses is most severe at the local and regional levels. The danger of terrorism to the West is real but mitigated by the Islamic State's continued prioritization of the Muslim world and the heightened focus of Western security forces on the terrorist threat. A high-quality military force could easily defeat Islamic State fighters, but there is no desire to deploy large numbers of Western ground troops, and local forces have repeatedly shown many weaknesses. In the end, containing the Islamic State and making modest rollback efforts may be the best local outcomes.

This chapter examines the role of humanitarian intervention in world politics. It considers how we should resolve tensions when valued principles such as order, sovereignty, and self-determination come into conflict with human rights; and how international thought and practice has evolved with respect to humanitarian intervention. The chapter discusses the case for and against humanitarian intervention and looks at humanitarian activism during the 1990s. It also analyses the responsibility to protect principle and the use of force to achieve its protection goals in Libya in 2011. Two case studies are presented, one dealing with humanitarian intervention in Darfur and the other with the role of Middle Eastern governments in Operation Unified Protector in Libya in 2011. There is also an Opposing Opinions box that asks whether the West should intervene in Syria to protect people there from the Islamic State (ISIS).

In this paper we introduce some relevant research results about the role of social embeddedness and social resources in the sphere of social conflicts and violence. In accordance with the actual state of the investigation process the outcomes presented in this analysis are focusing on the activities of the so called ‘Islamic State’or ISIS – considered to be a rather effective terrorism exporter recently. After briefly outlining the broader – global – context of terrorist organizations, the particular characteristics of the activities of ISIS and some elements of the conceptual frame, the study highlights empirically two potential explaining factors of the success of the terrorist organization. On the one hand the influencing network – primarily linked to the cyber sphere – of the Islamic State is explored, demonstrating a notable focus on the developed countries of Europe. On the other hand the paper summarizes the main conclusions from a case study on the recruitment base of the militants in Brussels of the terrorist organization investigating the relationship between the territorial distribution of the ISIS foreign fighters in city and the extent of segregation of the Islamic population in the different districts, including also certain socio-demographic factors to shed light on the significance of the broader – unfavourable – social context.

Politics and religion are two different things and this view has seriously kept apart from religion and politics for centuries distorting the role of religion. This study attempts to discuss on how religious identities contribute to or was in conflict with the emerging national identities, with focusing issue on the struggle of Islam in its relation to Indonesian identity as a multi-religious nation and Pancasila state. Based on the critical analysis from the various literature, the result of the study showed that Islam did both contribute and was in conflict with the Indonesian national identity. The Islamist fights for the Islamic state, the nationalist defends Pancasila state. As long as Islam is the majority in Indonesia and as long as there is diversity in Islam, especially in the interpretation of Islam and the state, Indonesian national identity will always be in conflict between Pancasila state and Islamic state. Even though, the role of religion in society and nation change is very significant. The Islamist is always there, although it is not always permanent in certain organizations. In the past, NU and Muhammadiyah were considered as Islamist, but today they are nationalist. This chapter continues with the line of argument presented in chapter 2 about the role of monster images in framing “terrorist” actors and about the recurrence of monster metaphors that not only convey their “otherness” but also, more forcefully, their resilience and unmanageability. The first paragraph presents the pseudo-scientific framing of anarchists in the late nineteenth century as half-human, half-feral uncontrollable brutes. The following section reviews the resort to religious and “cosmic war” imagery in framing “terrorist” groups as part of ethnonationalist conflicts, including the biblical “beasts” cited by Ian Paisley, the unmanageable yakku of Sinhalese folklore, and the resilient people of Amalek who fought the Israelites throughout most of their ancient history. The final paragraph introduces the concept of global jihad and discusses the reasons why Frankenstein’s monster and the hydra proved to be the most popular metaphors for describing both al-Qaeda and the Islamic State.
