NAFTA in a Comparative Perspective: A Debate on Trade Diplomacy, Economic Policy, and Regionalism

“A Marriage of Convenience” became the best metaphor, coined in 1990 by distinguished American economist Sidney Weintraub to summarize the fundamentals under which NAFTA was built and understood, at least in mainstream analysis: the economic complementarities existing among the three countries of North America could work to the benefit of everyone involved if economic integration is well managed and geared toward the improvement of regional competitiveness. Thus, NAFTA became the privileged tool under which managed integration became implemented and assessed, at least in three major domains: as a foreign policy tool to advance the interests of each nation, as an economic device to reap the benefits of integration, and as the backbone under which a regional political and social bloc could eventually be constructed. Scholars, intellectuals, and public officials engaged in the discussions around NAFTA in each of those fields shared ideas, built some consensus, and split on dissents following competing approaches and/or national cleavages. The current literature in those three major fields of discussion is rich, voluminous, and highly inspiring, sometimes making references to other integrative experiences. This article reviews these debates and highlights either the consensus or dissention witnessed in each of the three domains under which NAFTA has been discussed the most. Since NAFTA cannot be separated from the political and social contexts that the debates and discussions took place in, a reference to those political contexts can be made when explaining and summarizing the debates. At a time when the mainstream consensus around NAFTA is being challenged by U.S. President Trump’s assumption that NAFTA is not about complementary economies but about economies competing against each other under a zero-sum game rationale, politics comes back to the forefront of North American affairs. The renegotiation of NAFTA will doubtless redefine the partnership among the three North American countries and the role that economic cooperation and integration entails for each.

SummaryThe question of economic integration is not new in Europe. Historically, the birth and construction of nation-states was important in stimulating interest in the systematic relationships between political and economic integration. In the case of the multinational structure of the Habsburg monarchy in the nineteenth century, the result was an economic policy that, for political reasons, aimed to unite the material interests of a state that was completely heterogeneous in other respects. Lombardy was a case in point. Traditionally the region had been in the economic vanguard in central Europe. When it again became part of Austria in 1815 it also became subject to the imperial policy of political integration. As a result its economic priorities were partially reformulated. On the one hand, Austria had a protectionist system aimed at autarky which made incentives to industrial production a priority. Lombardy's purely mercantilist outlook, on the other hand, was based around the production of a few highly specialized goods, most notably silk, for export. Conflict between economic interests in Lombardy was the inevitable result. Nevertheless, the imperial government had to take account of the fact that it was impossible to restrict Lombardy's international trade relations exclusively to the Austrian market. And the problems that beset any effort to tie the Lombard economy into a denser network of relationships with the Austrian market were not due to the political formation of the Italian nation because Northern Italy, and Lombardy in particular, continued to occupy an anomalous position within the context of the Italian economy.

Ideas travel. The history of political thought as it has generally been studied is deeply interested in these forms of travel and in the transformations that occur along the way. Ideas of a social contract first crystallize in the England of Hobbes and Locke, and then travel in branching ways to Jefferson’s North America, Robespierre’s France, Kant’s Prussia, and elsewhere. In their travels, these ideas hybridize with others, are repurposed in new social contexts, and often take on political meanings deeply divergent from what their originators intended. Students of the history of political thought are acutely aware of these complexities in the development of European political ideas during the early modern and modern eras, given the centrality of such ideas for shaping the political worlds in which we now live....

Studying the political economy of communications is no longer a marginal approach in media/communication studies in North America and some parts of Europe. Increasingly, the study of political economy is crucial to understanding the growth and global expansion of media and information industries. Thus, more researchers have turned to this perspective as a necessary and logical way to study these developments. This article will discuss the foundations and some of the major works in the study of the political economy of media and communications (PE/C). The focus is mostly on North American and Britain, with some European references. The discussion is intended to present an overview of the development of this approach, as well as providing a few examples of research representing the perspective. A brief discussion of the approach’s relationship to media economics and cultural studies also will be included.

The results of the state monopoly on foreign trade and currency transactions in the Soviet Union are summarized; the economic integration in the frames of Comecon is assessed.

Studies, especially in the North America, have shown a relationship between political orientation and moralfoundation. This study investigated whether moral judgements differ from the political orientation of participantsin South Africa moral judgment and the extent to which moral foundations are influenced by politicalorientation.Further, the study investigated the possibility of similar patterns with the North AmericanConservative-Liberal spectrum and the moral foundation. There were 300participants, 78 males and 222 females,who completed an online questionnaire relating to moral foundation and political orientation. The results partiallysupported the hypothesis relating to Liberal and Conservative orientation in South Africa. Further, this studypartially predicted the Liberal-Conservative orientation with patterns in the moral foundation, whilst showingsimilar findings to the North American studies. A growing rate of a neutral/moderate society is evidenced in SouthAfrica and abroad, thereby showing the emergence of a more open approach to both a political and generalstance.”””

Democracy is an extremely important social political good. Nonetheless, there is such a thing as having too much of a good thing. When we overdo democracy, we allow the categories, allegiances, and struggles of politics to overwhelm our social lives. This has the effect of undermining and crowding out many of the most important correlated social goods that democracy is meant to deliver. What’s more, in overdoing democracy, we spoil certain social goods that democracy needs in order to flourish. Thus overdoing democracy is democracy’s undoing. A thriving democracy needs citizens to reserve space in their shared social lives for collective activities and cooperative projects that are not structured by political allegiances; they must work together in social contexts where political affiliations and party loyalties are not merely suppressed, but utterly beside the point. Combining conceptual analyses of democratic legitimacy and responsible citizenship with empirical results regarding the political infiltration of social spaces and citizens’ vulnerabilities to polarization, this book provides a diagnosis of current democratic ills and a novel prescription for addressing them. Arguing that overdoing democracy is the result of certain tendencies internal to the democratic ideal itself, the book demonstrates that even in a democracy, politics must be put in its place.
