‘You Decide’: Relationship-Based Knowledge and Parents’ Participation in High-Risk Child Protection Crisis Interventions

Abstract In the scholarly writing on child protection, there is a broad consensus regarding the importance of parents’ participation in knowledge-production processes. However, there is limited research on the conditions required to make parental participation possible in high-risk crisis situations. In particular, there is a dearth of writing that takes into consideration the context of poverty that influences families’ lives and the power imbalances between social workers and parents that are evident in these processes. Through a case illustration of a high-risk crisis situation in the Israeli child protection system, this article examines the potential contribution of a developing critical paradigm—the Poverty-Aware Paradigm—to the promotion of parents’ participation in high-risk crisis situations. Specifically, it points to ‘relationship-based knowledge’ as an organizing axis for knowledge production, and to its derivative, ‘dialogue on power/knowledge’, as a useful practice in child protection interventions. The case analysis reveals three distinguishing features of this dialogue: (i) the social worker holds a dialectic stance regarding knowledge; (ii) the social worker and the parents negotiate their interpretations; and (iii) the social worker shares common hopes and worries with the parents.

This chapter explores the experiences of families enmeshed in child welfare systems. Stories of pain, hurt, betrayal, and violence are told to professionals everyday. However, a key theme of this book is a concern that the language and theoretical and practice tools available to them are impoverished and increasingly inadequate. This is partly due to the inadequacy of a model that translates need to risk routinely, colonises a variety of sorrows and troubles within a child protection frame, and has abandoned or lost a sense of the contexts — economic and social — in which so many are living lives of quiet desperation. The chapter draws on a number of studies conducted by the authors, in particular a detailed study of families and their experiences of welfare services; and an enquiry on the role of the social worker in adoption, ethics, and human rights, which looked at the perspectives of birth families, adoptive parents, and adopted young people.

• Summary: The purpose of this article is to explore the tensions that emerge when two very different discourses – the ‘democratic’, participatory discourse of FGC and the legalistic, bureaucratized discourse of conventional child welfare practice – attempt to integrate. We present the findings of a qualitative study, where we conducted 74 interviews, involving 26 adult family members/caregivers (three youth); six child protection workers; and three FGC coordinators. By listening to the voices of participants, we explore the complexities and tensions that exist at the nexus of (at least) two competing discourses, when the FGC process takes place within the child protection bureaucratic structure. • Findings: Our findings show how participants’ voices were co-opted by the more forceful child protection discourse, itself shaped by legal, bureaucratized, and neoliberal discourses. This research shows how in each case participants’ experience of power was subjugated, even though, in each instance, the case was perceived to have had a successful outcome by the social worker and FGC coordinator. • Applications: If those involved in administering and delivering family group conferencing continue to at least be aware of how power operates in this context, then the possibility exists to realize FGC's broader social justice and transformative goals. Further, a reflective practice ( Schön, 1991 ) can mitigate the possibility of cooptation from particular bureaucratic, legal, and neoliberal discourses which dominate at different times, and which are incompatible with the inherent values and objectives of the FGC.

This article discusses the Social Workers who work in the field of Child Protection, especially those who handle cases of child victims of sexual violence. In many cases, both victims and perpetrators need serious handling in order not to cause further problems. Social workers role are very important in restoring the trauma of children as victims, and addressing children's issues as behaviors including intervening with their families and the environment. During the practice of his profession, it can cause emotional reactions to the child's behavior, such as shock, trust and distrust because the child's sexual experience exceeds his or her age. In addition it can experience burnout, which can affect the practice of his profession. The condition can not be seen as the inability to run the profession, but rather as a challenge for the Social Worker, to improve his professional skills. This paper attempts to provide an alternative solution to minimize the emotional reactions in dealing with cases of Child Sexual Abuse, through a victim-centered approach with the best interests of the child, as a way of resolving conflict in intervention.

Based on a historically informed comparative perspective, the chapter critically reviews topics and debates in research on the issue of family with a view to the Middle East and North Africa region. It outlines different trends in the field and discusses both the limits of specialized knowledge production on the topic as well as the potential contribution of area-specific perspectives in family studies more broadly. The chapter unfolds the complexity of findings from qualitative research in history as well as the social sciences and describes its uneasy relationship with macro-perspectives on family change and demography. Special attention is paid to critical concepts and new paradigms emerging from the field that tie in with feminist and gender theories.

Social workers repeatedly find themselves confronted with a dilemma regarding the seemingly conflicting responsibilities of support and control. In the field of child protection, such a dilemma can literally be fatal in situations where the social worker feels solidarity with parents but also sees the child as in some way endangered. This article presents and discusses the methodological tool of self-reflective research in an attempt to understand the origins and contexts of certain conflicting responsibilities between support and control. This research tool is then applied to the author’s own practice in the field of social and legal protection of children.

Abstract. In family systems, it is possible for one to put oneself at risk by eliciting aversive, high-risk behaviors from others ( Cook, Kenny, & Goldstein, 1991 ). Consequently, it is desirable that family assessments should clarify the direction of effects when evaluating family dynamics. In this paper a new method of family assessment will be presented that identifies bidirectional influence processes in family relationships. Based on the Social Relations Model (SRM: Kenny & La Voie, 1984 ), the SRM Family Assessment provides information about the give and take of family dynamics at three levels of analysis: group, individual, and dyad. The method will be briefly illustrated by the assessment of a family from the PIER Program, a randomized clinical trial of an intervention to prevent the onset of psychosis in high-risk young people.
