Abstract Independent testing and verification of emerging technologies are vital parts of the technology-commercialization process. With the rapid development of carbon capture and utilization (CCU) technologies, where existing standards and certifications do not exist, independent verification approaches and guidelines can provide a means to obtain credible information for an emerging market. The ISO 14034:2016—Environmental Management: Environmental Technology Verification (ETV) standard can serve as a foundational platform to ensure the consistency, quality and credibility of data on CCU technology performance, enabling direct comparisons between technologies and reducing risk to decision-makers regarding potential investment, future deployment and ultimate impacts of CCU innovations. Applying the fundamental principles of ISO 14034 to the evaluation of nine finalist CCU technologies competing in the NRG COSIA Carbon XPRIZE ensured that data used to evaluate competitors was of high quality, consistent across technologies and met the information needs of the XPRIZE and competition judges responsible for selecting winners. The approaches outlined here, including verification parameters and verification tasks for both XPRIZE-specific technology evaluations and full CCU technology evaluation by an accredited entity in conformance with the ISO 14034 standard, provide insight into the potential benefits—methodological consistency, high-quality data, independent oversight, methodological flexibility and broad applicability—and limitations—technology readiness and applicability, verification and instrumentation costs and lack of specificity—of the approach in an application for the evaluation of emerging technologies. Further application of the ISO 14034 standard and principles, developed through a consensus approach that incorporates other developing guidelines, can drive consistency and credibility for technology-performance evaluations across the CCU sector, ultimately leading to reduced risk and improved market access for new innovations.

In this paper, we review concepts of evidence-based practice (EBP), and provide a discussion of the current limitations of EBP in terms of a relative paucity of efficacy evidence and the limitations of applying findings from randomized controlled clinical trials to individual clinical decisions. We will offer a complementary model of practice-based evidence (PBE) to encourage clinical scientists to design, implement, and evaluate our own clinical practices with high-quality evidence. We will describe two models for conducting PBE: the multiple baseline single-case experimental design and a clinical case study enhanced with generalization and control data probes. Gathering, analyzing, and sharing high-quality data can offer additional support through PBE to support EBP in speech-language pathology. It is our hope that these EBP and PBE strategies will empower clinical scientists to persevere in the quest for best practices.

Without high-quality data, even the best-designed monitoring and evaluation systems will collapse. Chapter 7 introduces some the basics of collecting high-quality data and discusses how to address challenges that frequently arise. High-quality data must be clearly defined and have an indicator that validly and reliably measures the intended concept. The chapter then explains how to avoid common biases and measurement errors like anchoring, social desirability bias, the experimenter demand effect, unclear wording, long recall periods, and translation context. It then guides organizations on how to find indicators, test data collection instruments, manage surveys, and train staff appropriately for data collection and entry.

AbstractGenerating electric power using CO2 as a reactant is challenging because the electroreduction of CO2 usually requires a large overpotential. Herein, we report the design and development of a polymer electrolyte fuel cell driven by feeding H2 and CO2 to the anode (Pt/C) and cathode (Pt0.8Ru0.2/C), respectively, based on their theoretical electrode potentials. Pt–Ru/C is a promising electrocatalysts for CO2 reduction at a low overpotential; consequently, CH4 is continuously produced through CO2 reduction with an enhanced faradaic efficiency (18.2%) and without an overpotential (at 0.20 V vs. RHE) was achieved when dilute CO2 is fed at a cell temperature of 40 °C. Significantly, the cell generated electric power (0.14 mW cm−2) while simultaneously yielding CH4 at 86.3 μmol g−1 h−1. These results show that a H2-CO2 fuel cell is a promising technology for promoting the carbon capture and utilization (CCU) strategy.

This article analyzes the overall and type of developmental impacts of remittances for migrant-sending households (HHs) in districts of Punjab, Pakistan. For this purpose, an HH-based human development index is constructed based on the dimensions of education, health and housing, with a view to enrich insights into interactions between remittances and HH development. Using high-quality data from a HH micro-survey for Punjab, the study finds that most migrant-sending HHs are better off than the HHs without this stream of income. More importantly, migrant HHs have significantly higher development in terms of housing in most districts of Punjab relative to non-migrant HHs. Thus, the government would need policy interventions focusing on housing to address inequalities in human development at the district-HH level, and subsequently balance its current focus on the provision of education and health.

Background: The Sexual Assault Resource Center (SARC) in Perth, Western Australia provides free 24-hour medical, forensic, and counseling services to persons aged over 13 years following sexual assault. Objective: The aim of this research was to design a data management system that maintains accurate quality information on all sexual assault cases referred to SARC, facilitating audit and peer-reviewed research. Methods: The work to develop SARC Medical Services Clinical Information System (SARC-MSCIS) took place during 2007–2009 as a collaboration between SARC and Curtin University, Perth, Western Australia. Patient demographics, assault details, including injury documentation, and counseling sessions were identified as core data sections. A user authentication system was set up for data security. Data quality checks were incorporated to ensure high-quality data. Results: An SARC-MSCIS was developed containing three core data sections having 427 data elements to capture patient’s data. Development of the SARC-MSCIS has resulted in comprehensive capacity to support sexual assault research. Four additional projects are underway to explore both the public health and criminal justice considerations in responding to sexual violence. The data showed that 1,933 sexual assault episodes had occurred among 1881 patients between January 1, 2009 and December 31, 2015. Sexual assault patients knew the assailant as a friend, carer, acquaintance, relative, partner, or ex-partner in 70% of cases, with 16% assailants being a stranger to the patient. Conclusion: This project has resulted in the development of a high-quality data management system to maintain information for medical and forensic services offered by SARC. This system has also proven to be a reliable resource enabling research in the area of sexual violence.

Abstract The detection of climate change signals in rather short satellite datasets is a challenging task in climate research and requires high-quality data with good error characterization. Global Navigation Satellite System (GNSS) radio occultation (RO) provides a novel record of high-quality measurements of atmospheric parameters of the upper-troposphere–lower-stratosphere (UTLS) region. Because of characteristics such as long-term stability, self calibration, and a very good height resolution, RO data are well suited to investigate atmospheric climate change. This study describes the signals of ENSO and the quasi-biennial oscillation (QBO) in the data and investigates whether the data already show evidence of a forced climate change signal, using an optimal-fingerprint technique. RO refractivity, geopotential height, and temperature within two trend periods (1995–2010 intermittently and 2001–10 continuously) are investigated. The data show that an emerging climate change signal consistent with the projections of three global climate models from the Coupled Model Intercomparison Project cycle 3 (CMIP3) archive is detected for geopotential height of pressure levels at a 90% confidence level both for the intermittent and continuous period, for the latter so far in a broad 50°S–50°N band only. Such UTLS geopotential height changes reflect an overall tropospheric warming. 90% confidence is not achieved for the temperature record when only large-scale aspects of the pattern are resolved. When resolving smaller-scale aspects, RO temperature trends appear stronger than GCM-projected trends, the difference stemming mainly from the tropical lower stratosphere, allowing for climate change detection at a 95% confidence level. Overall, an emerging trend signal is thus detected in the RO climate record, which is expected to increase further in significance as the record grows over the coming years. Small natural changes during the period suggest that the detected change is mainly caused by anthropogenic influence on climate.
